However, effective use does not refer only to the technical parameters or statistical methodologies. Learning assessments in use todaywhether large-scale or household surveys or hybrid (smaller, quicker, cheaper or SQC)have varied uses and purposes. The present volume provides a review of learning assessments, their status in terms of the empirical knowledge base, and some new ideas for improving their effectiveness, particularly for those children most in need. It is argued here that SQC learning assessments have the potential to enhance educational accountability, increase transparency, and support a greater engagement of stakeholders with an interest in improving learning. In addition, countries need a sustained policy to guide assessment choices, including a focus on poor and marginalized populations.

Book excerpt: Cet ouvrage est un outil nécessaire pour toutes les personnes qui cherchent à comprendre le système éducatif et les contradictions de la société d'Haïti, la plus riche des colonies françaises au XVIIIe siècle et la première république noire depuis 1804. De nos jours, ce pays est pourtant considéré comme le plus pauvre d'Amérique, au point de vue économique. Cette étude est particulièrement un instrument de travail pour les chercheurs en sociologie et en sciences de l'éducation. L'ouvrage retrace l'évolution du système éducatif d'Haïti en analysant sa logique inégalitaire, la dichotomie français/créole, religion chrétienne (catholique et protestante) et vaudou. Les tentatives de réforme, dont la plus importante est celle de 1979, n'ont pas abouti aux résultats espérés. L'objectif éducatif de généraliser l'instruction demeure un défi : en 1894, seuls 8% des 400 000 enfants d'Haïti étaient scolarisés ; en 1996, 52% des trois millions d'enfants de 5 à 14 ans étaient scolarisés. L'auteur analyse comment l'enseignement haïtien est basé sur une logique d'inégalité des chances scolaires, et cette logique serait renforcée par les pratiques des écoles catholiques qui remplissent un rôle déterminant dans le fonctionnement du système éducatif. Pour ce faire, il réalise une étude comparative des pratiques pédagogiques et religieuses de trois écoles catholiques congréganistes dans l'aire de Port-au-Prince : le Petit Séminaire Collège Saint-Martial (école de garçons), le Collège Saint-Louis de Bourdon (école de filles) et le Collège Juvénat du Sacré-Cœur (école mixte). En Haïti, l'école demeure la clé présupposée de l'ascension sociale. Depuis les années 1970, on constate une forte croissance de la demande scolaire, l'incapacité de l'État à répondre à cette demande et le développement incontrôlé du secteur privé de l'éducation. L'auteur analyse le processus de privatisation de l'école haïtienne et la dérégulation du système : 83% des écoles du pays sont privées et seulement 17% sont publiques. Selon leurs publics, elles sont divisées en catégories d'écoles " borlette ", sans moyens, d'écoles plus ou moins bonnes et d'écoles internationales.
