Book excerpt: Excerpt from Reports of the Officers of State of the State of Indiana, to the Governor, for the Year 1863 In our report of last year, made to the General Assembly, we asked of that body an appropriation of twenty thousand dollars for the current support of the Institute during the year, commencing on February and ending on January 31, 1864, and a like sum for the following year; but the Legislature failing to make such appropriations, the Board was left without the neces sary means for carrying on the Institution during the two years specified, the balance of a previous appropriation, above cited, having been consumed prior to said term, as' contemplated by law. In this emergency your Excellency came promptly to our relief, by proposing to furnish the requisite funds to keep the Institute in operation until the convening of the next Legislature, asking us at the same time to furnish you with an estimate of the amount which would be needed for this purpose, embracing only our most imperative wants. This estimate was submitted to you through our President, and though the cost of all kinds of supplies, as well as labor, has continued to advance, we have been able, so far, to keep within the same, as will be seen by the following statement, which includes the estimate just mentioned. Book excerpt: Excerpt from Journal of the Senate of Indiana, During the Thirty-Ninth Session of the General Assembly, Commencing Thursday, January 8, 1857 Third. - That no one was found contesting the validity of his election, and his original right to take his seat as such Senator, 1n January, 1855. As to the question by what right he holds his seat, these admis sions are satisfactory to us, whatever they may be to the Senate. They establish beyond dispute, the absolute right of Mr. Woods, as a Senator m 1855. They also place the majority m a singular cat eg01y, driving them into an attempt to vacate his place at the same time that they admit his legal right to that place. To maintain the recommendation to vacate his seat, the majority entrench them selves behind certain facts found under the second branch of the resolution. Now what are those facts? We quote almost literally from the majority rep01t. In August, 1853, the Governor of Indiana, Joseph A. Wright, appointed and commissioned the said Leroy Woods as chaplain of the State Prison, by virtue of the act of the General Assembly, approved May 27, 1852, entitled An act for the regulation of the Penitentiary. R. S. Vol. 1, 392. This commission was for the term of one year. In the month of October, 1854, and a short time after his commission had expired, but while continuing to act as such chaplain, he was elected as such Senator, but by request of Gov. Wright, continued to act as such chaplain until he teek his seat as Senat01 during the session or 1855, and while Mr. Woods was such Senator, an bact passed the General Assembly, and was approved by the Govern01 Ma1ch 3, 1855, entitled, An act to pro vide for the election of officers for the State Prison, and for the ap praisement of the property of said prison, requiring the Governor to appoint a moral instructor for said prison, at a salary of five hundred dollars per annum.
