Book excerpt: Excerpt from Thirty-Fifth Annual Report of the Board of Education: Together With the Thirty-Fifth Annual Report of the Secretary of the Board The School Fund was originally established in 1834, in part to correct this evil, and it was then provided that a just and equal distribution of the fund should be made to Boston, and the several towns and districts throughout the Commonwealth. Since that time, the length of time the schools are required to be maintained has been greatly extended, and their character improved. Within the last ten years, the amount raised by taxation has been nearly doubled, having increased from per child in 1860, to in 1870 - 71. The income of the fund, therefore, which was then distributed, bore a much larger ratio to the whole tax than at present. The Board believes that the principle suggested is a just one, and that some appreciable portion of the burden of tax ation for schools should be assessed equally upon the whole property of the Commonwealth. It is therefore recommended that a State tax of one-half of one mill be levied with the general State tax, and the proceeds be held by the treasurer for Commissioners of the School Fund, and the net proceeds of said tax, together with the income of the School Fund, be expended, three-fourths for the support of Public Schools, without a specific appropriation, as the moiety is now expended, and the remaining one-fourth for other educational purposes. This tax will yield about on the valuation of 1865, and about on a new valuation, and will give about a year to be dis tributed among the towns, and a year for other educa tional purposes. A special report will be submitted in response to a Resolve of the last General Court, to provide for the revision of the laws relating to attendance upon the Public Schools. Book excerpt: Excerpt from Thirty-Seventh Annual Report of the Board of Education, Together With the Thirty-Seventh Annual Report of the Secretary of the Board, 1872-73: January, 1874 Notwithstanding the impression which seems to be quite com man, that children are less respectful and mannerly than in former times, the schools give evidence that there'is an increase of self-respect this is evinced in the better treatment of school property, in the diligence and application to school duties and in the absence of that spirit of insubordination with which the the teacher was formerly met on first entering his school, especially by the large boys. This change may result, in many instances, from the diminution in the size of the schools; but I am inclined to attribute it in great measure to the improved modes of discipline which are employed in the schools. May it not result from the employment of the same teachers, and those generally females, for both summer and winter? What ever the cause, it is gratifying to be able to state that, in the schools generally, rational modes of discipline seem to prevail. But while there is much to commend in the schools, and in the spirit with which they are sustained, the enlightened portion of the public is making a demand upon the schools for results more in accordance with the advance in material interests, in science and in the arts. I think there is justice in the demand, for I am constrained to say there is a great discrepancy between true teaching and the processes too generally pursued in the schools. In many instances the chief aim of the teacher is to keep the children in order, and make them commit to memory the words of the books; at best the studies are pursued as an end simply, with no intelligent reference to the development of the mind, either primarily or incidentally.
