Book Synopsis Developing Rates for Small Systems by : American Water Works Association
Download or read book Developing Rates for Small Systems written by American Water Works Association and published by American Water Works Association. This book was released on 2004 with total page 75 pages. Available in PDF, EPUB and Kindle. Book excerpt: The brand new manual provides step-by-step guidance to determine revenue requirements, analyze rates, develop a financial plan, and design a better rate structure -- even with limited resources and data. Written for small water systems (defined as serving a population of up to 10,000) it focuses on the unique attributes of small systems as related to financial planning and rate design, with the understanding that most data is contained in the current customer billing system, and merely needs to be massaged. With details plus a sample case study, it helps develop a rate structure that emphasizes simplicity and ease of billing, while at the same time recognizes cost recovery and equitability. Also covered are communications with the public, which is integral to a successful rate restructuring, regulatory approval, system development funding, and rate phase-in.

Book Synopsis Privatization of Water Services in the United States by : National Research Council
Download or read book Privatization of Water Services in the United States written by National Research Council and published by National Academies Press. This book was released on 2002-09-20 with total page 159 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the quest to reduce costs and improve the efficiency of water and wastewater services, many communities in the United States are exploring the potential advantages of privatization of those services. Unlike other utility services, local governments have generally assumed responsibility for providing water services. Privatization of such services can include the outright sale of system assets, or various forms of public-private partnershipsâ€"from the simple provision of supplies and services, to private design construction and operation of treatment plants and distribution systems. Many factors are contributing to the growing interest in the privatization of water services. Higher operating costs, more stringent federal water quality and waste effluent standards, greater customer demands for quality and reliability, and an aging water delivery and wastewater collection and treatment infrastructure are all challenging municipalities that may be short of funds or technical capabilities. For municipalities with limited capacities to meet these challenges, privatization can be a viable alternative. Privatization of Water Services evaluates the fiscal and policy implications of privatization, scenarios in which privatization works best, and the efficiencies that may be gained by contracting with private water utilities.
Book Synopsis Water Reuse by : National Research Council
Download or read book Water Reuse written by National Research Council and published by National Academies Press. This book was released on 2012-07-17 with total page 276 pages. Available in PDF, EPUB and Kindle. Book excerpt: Expanding water reuse-the use of treated wastewater for beneficial purposes including irrigation, industrial uses, and drinking water augmentation-could significantly increase the nation's total available water resources. Water Reuse presents a portfolio of treatment options available to mitigate water quality issues in reclaimed water along with new analysis suggesting that the risk of exposure to certain microbial and chemical contaminants from drinking reclaimed water does not appear to be any higher than the risk experienced in at least some current drinking water treatment systems, and may be orders of magnitude lower. This report recommends adjustments to the federal regulatory framework that could enhance public health protection for both planned and unplanned (or de facto) reuse and increase public confidence in water reuse.

Book Synopsis Water and Liberalisation by : Matthias Finger
Download or read book Water and Liberalisation written by Matthias Finger and published by IWA Publishing. This book was released on 2007-01-01 with total page 238 pages. Available in PDF, EPUB and Kindle. Book excerpt: In most network industries, new dynamics are leading to an unprecedented opening up to competition and private sector participation. With the development of a single European market, the in-stages liberalisation process of public utilities has spread to almost all sectors. However, the water supply and sanitation (WSS) sector is considered somehow different and it has been excluded until recently from the restructuring processes achieved in other sectors. Water and Liberalisation: European Water Scenarios presents a better understanding of the specific demands of the WSS sector. Covering the operators' strategies, the regulatory dynamics as well as their interactions on the evolution of the sector, it addresses the likelihood, the nature, and the forms the WSS sector may take in Europe in the foreseeable future. Adopting a neutral political stance, the book analyses the implications of alternative scenarios in economic, ecological, social, legal, and institutional terms. Key sections include: In depth introduction to the current situation in the WSS sector; The European water supply and sanitation markets; The institutional framework of the water supply and sanitation sector in the EU: a comparative analysis; Analysis of the EU explicit and implicit policies and approaches in the sector; Analysis of the strategies of the water operators in Europe scenarios on the evolution of the water sector in Europe; Economic, environmental, & social implications of the scenarios; Major implications per scenario.

Book Synopsis The Challenge of Improving Water and Sanitation Services in Less Developed Countries by : Dale Whittington
Download or read book The Challenge of Improving Water and Sanitation Services in Less Developed Countries written by Dale Whittington and published by Now Publishers Inc. This book was released on 2009 with total page 154 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper argues that there are many challenges to designing and implementing water and sanitation interventions that actually deliver economic benefits to the households in developing countries. Perhaps most critical to successful water and sanitation investments is to discover and implement forms of service and payment mechanisms that will render the improvements worthwhile for those who must pay for them. In this paper, we argue that, in many cases, the conventional network technologies of water supply and sanitation will fail this test, and that poor households need alternative, non-network technologies. However, it will not necessarily be the case that specific non-network improved water supply and/or sanitation technologies will always be seen as worthwhile by those who must pay for them. We argue that there is no easy panacea to resolve this situation. For any intervention, the outcome is likely to be context-dependent. An intervention that works well in one locality may fail miserably in another. For any given technology, the outcome will depend on economic and social conditions, including how it is implemented, by whom, and often on the extent to which complementary behavioral, institutional and organizational changes also occur. For this reason, we warn against excessive generalization: one cannot, in our view, say that one intervention yields a rate of return of x% while another yields a return of y%, because the economic returns are likely to vary with local circumstances. More important is to identify the circumstances under which an intervention is more or less likely to succeed. Also for this reason, when we analyze a few selected water and sanitation interventions, we employ a probabilistic rather than a deterministic analysis to emphasize that real world outcomes are likely to vary substantially.
