Book excerpt: This book presents guidelines for the development and evaluation of statistical software designed to ensure minimum acceptable statistical functionality as well as ease of interpretation and use. It consists of the proceedings of a forum that focused on three qualities of statistical software: richnessâ€"the availability of layers of output sophistication, guidanceâ€"how the package helps a user do an analysis and do it well, and exactnessâ€"determining if the output is "correct" and when and how to warn of potential problems.

Book excerpt: This book presents models and statistical methods for the analysis of recurrent event data. The authors provide broad, detailed coverage of the major approaches to analysis, while emphasizing the modeling assumptions that they are based on. More general intensity-based models are also considered, as well as simpler models that focus on rate or mean functions. Parametric, nonparametric and semiparametric methodologies are all covered, with procedures for estimation, testing and model checking.

Available in PDF, EPUB and Kindle. Book excerpt: Statistical Computer Performance Evaluation contains the proceedings of a Conference on Statistical Computer Performance Evaluation held at Brown University in Providence, Rhode Island, on November 22-23, 1971, under the auspices of the Division of Applied Mathematics and the Center for Computer and Information Sciences. The papers review the application of quantitative, and particularly statistical, methods to the study of computer performance. Comprised of 19 chapters, this book begins with an overview of the state of the art of computer system evaluation and some quantitative methods (analytical, simulation, and empirical methods) that are applicable to the problem. A utility theoretic approach to evaluation of a time-sharing system is then described, followed by a discussion on the results of a multi-factor paging experiment. Subsequent chapters focus on statistical quantification of instruction and operand traces; measurement and improvement of program behavior under paging systems; free-storage algorithms; and probabilistic models for predicting software reliability. This monograph will be of interest to practitioners in the fields ofcomputer science and applied mathematics.

Book excerpt: For every weapons system being developed, the U.S. Department of Defense (DOD) must make a critical decision: Should the system go forward to full-scale production? The answer to that question may involve not only tens of billions of dollars but also the nation's security and military capabilities. In the milestone process used by DOD to answer the basic acquisition question, one component near the end of the process is operational testing, to determine if a system meets the requirements for effectiveness and suitability in realistic battlefield settings. Problems discovered at this stage can cause significant production delays and can necessitate costly system redesign. This book examines the milestone process, as well as the DOD's entire approach to testing and evaluating defense systems. It brings to the topic of defense acquisition the application of scientific statistical principles and practices.

Book excerpt: This timely, unique, and insightful book provides students and practitioners with the tools and skills needed to evaluate social and policy programs across a range of disciplines—from public health to social work to education—enabling the allocation of scarce human and financial resources to advance the health and well-being of individuals and populations. The chapters are organized according to the main tasks involved in conducting an evaluation to produce unbiased evidence of program effectiveness, quality, and value. The chapters include methods for selecting and justifying evaluation questions or hypotheses, designing evaluations, sampling participants, selecting information sources, and ensuring reliable and valid measurement. The final section of the book is focused around managing and analyzing data and transparently reporting the results in written and oral form. The book features international case studies throughout, covers quantitative, qualitative, and mixed-method approaches, and is also informed by new online methods developed during the COVID-19 pandemic. Among the book’s unique features is a focus on international standards for conducting ethical evaluations and avoiding research misconduct. Also featuring checklists, example forms, and summaries of the key ideas and topics, this very practical book is essential reading for students in the social, behavioral, and health sciences, and will be a key resource for professionals in the field.

Available in PDF, EPUB and Kindle. Book excerpt: Verena Puchner evaluates and compares statistical matching and selected SAE methods. Due to the fact that poverty estimation at regional level based on EU-SILC samples is not of adequate accuracy, the quality of the estimations should be improved by additionally incorporating micro census data. The aim is to find the best method for the estimation of poverty in terms of small bias and small variance with the aid of a simulated artificial "close-to-reality" population. Variables of interest are imputed into the micro census data sets with the help of the EU-SILC samples through regression models including selected unit-level small area methods and statistical matching methods. Poverty indicators are then estimated. The author evaluates and compares the bias and variance for the direct estimator and the various methods. The variance is desired to be reduced by the larger sample size of the micro census.

Available in PDF, EPUB and Kindle. Book excerpt: Be prepared for your future role in a service-oriented agency. This textbook provides practical guidance on program evaluation while avoiding replicating other course material. Drawing on over 40 years of subject knowledge, Allen Rubin describes outcome designs that are feasible for service-oriented agencies and that match the degree of certainty needed by key users of outcome evaluations. The utility and easy calculation of within-group effect sizes are outlined, which enhance the value of evaluations that lack control groups. Instructions are also given on how to write and disseminate an evaluation report in a way maximizes its chances of being used. Conducting focus group interviews and capitalising on the value of non-probabilitysamples will become second nature after following the effective and pragmatic advice mapped out chapter-by-chapter.
