Book Synopsis Foundations of Governance by : Andrew Sancton
Download or read book Foundations of Governance written by Andrew Sancton and published by University of Toronto Press. This book was released on 2009-07-03 with total page 561 pages. Available in PDF, EPUB and Kindle. Book excerpt: Municipalities are responsible for many essential services and have become vital agents for implementing provincial policies, including those dealing with the environment, emergency planning, economic development, and land use. In Foundations of Governance, experts from each of Canada's provinces come together to assess the extent to which municipal governments have the capacity to act autonomously, purposefully, and collaboratively in the intergovernmental arena. Each chapter follows a common template in order to facilitate comparison and covers essential features such as institutional structures, municipal functions, demography, and municipal finances. Canada's municipalities function in diverse ways but have similar problems and, in this way, are illustrative of the importance of local democracy. Foundations of Governance shows that municipal governments require the legitimacy granted by a vibrant democracy in order to successfully negotiate and implement important collective choices about the futures of communities.

This book was released on 2019-03-27 with total page 19 pages. Available in PDF, EPUB and Kindle. Book excerpt: This note aims to inform governments on how to account for tax expenditures and use that information in fiscal management. The emphasis is on developing and emerging market economies, where the use of such accounts is in its infancy because of data constraints, insufficient human and financial resources, and weak fiscal institutions. Most developing economies, more-over, do not have tax policy units in their Ministry of Finance to provide analytical support to the govern¬ment and legislature that integrates all revenue policy aspects. As a result, the tax policy framework can be fragmented: line ministries compete in the provision of sectoral tax incentives, but do not report on their cost. The note is organized as follows. The second section outlines the role that tax expenditure measurement and reporting can play in fiscal management. The third section provides a step-by-step approach on how tax expenditure accounts can be built, with emphasis on data, methods and models, and institutional requirements. The section is concerned primarily with the direct cost of tax expenditures—that is, the revenue forgone because of them. It does not deal with their indirect costs, which could include economic efficiency losses and additional tax administration resources, and it does not address assessment of the benefits of tax expenditures. The fourth summarizes the current sta¬tus of tax expenditure reporting in developing econo¬mies, with some reference to advanced economies. The last section concludes.
Book Synopsis Provincial Government Banks by : John Norman Benson

Book excerpt: From the back cover: Can national financial institutions, such as banks, function in a country as regionally diverse as Canada without seeming to discriminate between the regions...This book...considera a very real and specific aspect of the sharing of regulatory power within Confederation. The results of Benson's study indicate that national policies, pursued either by governments or by private sector firms, may well produce different results in different regions. This regional dieversity is often interpreted as discrimination and because of it provincial governments are sometimes led to take countrevailling action. The concept of a provincial government is one such response.

Book excerpt: This Financial System Stability Assessment paper discusses that Canada has enjoyed favorable macroeconomic outcomes over the past decades, and its vibrant financial system continues to grow robustly. However, macrofinancial vulnerabilities—notably, elevated household debt and housing market imbalances—remain substantial, posing financial stability concerns. Various parts of the financial system are directly exposed to the housing market and/or linked through housing finance. The financial system would be able to manage severe macrofinancial shocks. Major deposit-taking institutions would remain resilient, but mortgage insurers would need additional capital in a severe adverse scenario. Housing finance is broadly resilient, notwithstanding some weaknesses in the small non-prime mortgage lending segment. Although banks’ overall capital buffers are adequate, additional required capital for mortgage exposures, along with measures to increase risk-based differentiation in mortgage pricing, would be desirable. This would help ensure adequate through-the cycle buffers, improve mortgage risk-pricing, and limit procyclical effects induced by housing market corrections.

Available in PDF, EPUB and Kindle. Book excerpt: Between the 1880s and the 1940s, children in English Canada encountered schools and school systems profoundly different from today's. In How Schools Worked, R.D. Gidney and W.P.J. Millar map the contours of that world, retrieving it from the obscurity created not only by the passage of time but by fundamental shifts in organization, pedagogical values, and beliefs about the role of public education. Moving beyond the rhetoric on school reform that marked the period, How Schools Worked focuses squarely on schooling itself. How many children went to elementary or secondary school, how often, and for how long? What was the range of their educational attainments? How were their patterns of attendance influenced by social class, gender, and where they lived? What and how were they taught? How were they assessed and promoted from grade to grade? What were their teachers' qualifications and experience? What were their school buildings like? Who paid the bills and how much did they pay? How well or badly were children and young people served by their schools? And how did answers to these questions change over time? A sympathetic yet critical analysis, How Schools Worked is a portrait of a complex enterprise at work. Gidney and Millar offer a rich understanding of the period, a reappraisal of some major debates, and insights into educational issues that perplex us still.

Book Synopsis Studies in the History of Tax Law, Volume 2 by : John Tiley
Download or read book Studies in the History of Tax Law, Volume 2 written by John Tiley and published by Bloomsbury Publishing. This book was released on 2007-01-29 with total page 454 pages. Available in PDF, EPUB and Kindle. Book excerpt: This work contains the full text of the papers presented at the second Tax Law History Conference in July 2004. The Conference was organised by the Cambridge Law Faculty's Centre for Tax Law. The papers range widely in terms of period - from the Old Testament to the twentieth century - and geographical areas, with papers on matters relating to not only the United Kingdom but also Canada, Australia and the US. The matters discussed are also broad and include the concept of taxation developed by Adam Smith and his fellow United Kingdom writers of the Enlightenment, problems of adjudication in tax law and of access to justice for taxpayers, definitions of income and its UK subset 'total income', capital gains tax, stamp duty on newspapers, the wartime excess profits tax, the nature of tithes, the strange tale of Jasper Moore, the real nature of the decision in the Duke of Westminster case, the demise of wealth transfer taxes in Canada, the nature of the US corporate tax and debates in the US about whether to raise war finance by issuing bonds or levying tax. As a whole the papers illustrate not only the wide variety but also the real depth of the issues waiting to be investigated in this rapidly growing field of scholarship.
