Yet this study is among the first to examine the relationship between ethnicity and identity among the largest immigrant group to that city. By focusing on Mexican immigrants to Los Angeles from 1900 to 1945, George J. Sánchez explores the process by which temporary sojourners altered their orientation to that of permanent residents, thereby laying the foundation for a new Mexican-American culture. Analyzing not only formal programs aimed at these newcomers by the United States and Mexico, but also the world created by these immigrants through family networks, religious practice, musical entertainment, and work and consumption patterns, Sánchez uncovers the creative ways Mexicans adapted their culture to life in the United States. When a formal repatriation campaign pushed thousands to return to Mexico, those remaining in Los Angeles launched new campaigns to gain civil rights as ethnic Americans through labor unions and New Deal politics. The immigrant generation, therefore, laid the groundwork for the emerging Mexican-American identity of their children.

Book excerpt: Three Worlds of Relief examines the role of race and immigration in the development of the American social welfare system by comparing how blacks, Mexicans, and European immigrants were treated by welfare policies during the Progressive Era and the New Deal. Taking readers from the turn of the twentieth century to the dark days of the Depression, Cybelle Fox finds that, despite rampant nativism, European immigrants received generous access to social welfare programs. The communities in which they lived invested heavily in relief. Social workers protected them from snooping immigration agents, and ensured that noncitizenship and illegal status did not prevent them from receiving the assistance they needed. But that same helping hand was not extended to Mexicans and blacks. Fox reveals, for example, how blacks were relegated to racist and degrading public assistance programs, while Mexicans who asked for assistance were deported with the help of the very social workers they turned to for aid. Drawing on a wealth of archival evidence, Fox paints a riveting portrait of how race, labor, and politics combined to create three starkly different worlds of relief. She debunks the myth that white America's immigrant ancestors pulled themselves up by their bootstraps, unlike immigrants and minorities today. Tens of thousands of Mexicans worked for the railroads in the United States, especially in the Southwest and Midwest. Construction crews soon became railroad workers proper, along with maintenance crews later. Extensive Mexican American settlements appeared throughout the lower and upper Midwest as the result of the railroad. The substantial Mexican American populations in these regions today are largely attributable to 19th- and 20th-century railroad work. Only agricultural work surpassed railroad work in terms of employment of Mexicans. The full history of Mexican American railroad labor and settlement in the United States had not been told, however, until Jeffrey Marcos Garcílazo's groundbreaking research in Traqueros. Garcílazo mined numerous archives and other sources to provide the first and only comprehensive history of Mexican railroad workers across the United States, with particular attention to the Midwest. He first explores the origins and process of Mexican labor recruitment and immigration and then describes the areas of work performed. He reconstructs the workers' daily lives and explores not only what the workers did on the job but also what they did at home and how they accommodated and/or resisted Americanization. Boxcar communities, strike organizations, and "traquero culture" finally receive historical acknowledgment. Integral to his study is the importance of family settlement in shaping working class communities and consciousness throughout the Midwest.
