This is the main finding of this report into the Blue Badge Scheme, which offers parking concessions for disabled people. It comes as the Government carries out a strategic review of the scheme. The Committee found wide differences in the way the eligibility criteria are assessed by different local authorities. It wants to see more done to promote consistent good practice across the country. The Committee's conclusions include: (1) the Committee wants to see the minimum issue period for a badge reduced from three years to one, to include those with short-term or temporary disabilities. It would also like to see "smart card" technology developed so there could be even more flexibility over the issuing of badges. (2) In cases where a blue badge holder's condition is unlikely to improve they should not usually have to undergo regular three-yearly assessments, but have their badge renewed automatically. (3) the Government should consider including central London, which currently has its own regime, in the national system. (4) eligibility for a blue badge should be based on mobility in a wider sense than simply on an applicant's ability to walk. But the Government should also look to more appropriate ways of helping people with other disabilities, such as bowel disease. (5) for those who knowingly abuse the scheme the Committee want to see tougher penalties. In particular, those who use stolen badges should have their vehicles impounded. A national database should also be established to help combat fraud. (6) the Security Industry Authority should take steps to prevent vehicles displaying a valid badge from being clamped when they are parked on private land. (7) the Committee also found that Asda was the only example given of a major national company which consistently fined people who abused its disabled bays.

Book excerpt: In this report, 'The Review of the Less Favoured Areas Scheme (HL Paper 98)', the European Union Committee calls for the swift adoption of reforms to the EU Less Favoured Areas (LFA) scheme, a method of distributing EU agricultural funding to disadvantaged areas where farming land might otherwise be abandoned. The report stresses that the justification for the LFA scheme is to maintain farming in marginal areas where farming activity generates benefits for the environment and landscape, rather than to compensate for regional economic hardship.

This book was released on 2009 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the third report in 3 years on the subject of administration in England of the £1.6 billion Single Payment Scheme by the Rural Payments Agency and the Department for Environment, Food and Rural Affairs (HCP 98, session 2009-10, ISBN 9780215542588), and follows an NAO report (HCP 880, session 2008-09, ISBN 9780102963182). The Committee states that oversight of the Single Payment Scheme is a singular example of comprehensively poor administration on a grand scale. With a paucity of good management information in the Agency and the complacent oversight by the Department having acted to obscure the true situation. A focus over the last two and a half years in bringing forward payments to farmers has enabled the Agency to bring its deadline forward by nearly seven weeks, but this is still six weeks off the deadline it had planned and a long way short of the standards set in Wales, Scotland and Northern Ireland. Also there has been a negligible attention to the protection of tax payers' interests. The Rural Payments Agency has spent £350 million on a cumbersome IT system that can only be supported at huge cost and which is increasingly at risk of becoming obsolete, with the data held in the system remaining riddled with errors and efforts to recover overpayments having been slow, disorganised and haphazard. The Committee identifies poor leadership within the Agency and a lack of attention by the Department. Each claim costs over six times more to process in England than in Scotland. Further the Department was not able to demonstrate an adequate grasp of the costs of administering the scheme. The Committee states that responsibility rests with the Accounting Officers to resolve this misadministration.

Book excerpt: Grothendieck’s beautiful theory of schemes permeates modern algebraic geometry and underlies its applications to number theory, physics, and applied mathematics. This simple account of that theory emphasizes and explains the universal geometric concepts behind the definitions. In the book, concepts are illustrated with fundamental examples, and explicit calculations show how the constructions of scheme theory are carried out in practice.

Available in PDF, EPUB and Kindle. Book excerpt: "William Hogeland is the best guide I have found to understanding how we today are, for good and evil, children of Alexander.” —J. Bradford DeLong, professor of economics at the University of California, Berkeley, and author of Slouching Towards Utopia How Alexander Hamilton embraced American oligarchy to jumpstart American prosperity. “Forgotten founder” no more, Alexander Hamilton has become a global celebrity. Millions know his name. Millions imagine knowing the man. But what did he really want for the country? What risks did he run in pursuing those vaulting ambitions? Who tried to stop him? How did they fight? It’s ironic that the Hamilton revival has obscured the man’s most dramatic battles and hardest-won achievements—as well as downplaying unsettling aspects of his legacy. Thrilling to the romance of becoming the one-man inventor of a modern nation, our first Treasury secretary fostered growth by engineering an ingenious dynamo—banking, public debt, manufacturing—for concentrating national wealth in the hands of a government-connected elite. Seeking American prosperity, he built American oligarchy. Hence his animus and mutual sense of betrayal with Jefferson and Madison—and his career-long fight to suppress a rowdy egalitarian movement little remembered today: the eighteenth-century white working class. Marshaling an idiosyncratic cast of insiders and outsiders, vividly dramatizing backroom intrigues and literal street fights—and sharply dissenting from recent biographies—William Hogeland’s The Hamilton Scheme brings to life Hamilton’s vision and the hard-knock struggles over democracy, wealth, and the meaning of America that drove the nation’s creation and hold enduring significance today.
