Book excerpt: PLEASE NOTE THIS IS AN NJR AND BLURB SHOULD NOT BE USED IN ITS RAW FORM: From 1918 to 1945 the British Labour Party worked closely with some of the biggest names in international relations (IR) scholarship. Through such structures as the Advisory Committee on International Questions IR scholars were instrumental in the construction of Labour foreign policy, and the experience of working closely with Labour's leadership influenced the approach to IR taken by these scholars. One of the major effects of the collaboration of Labour with IR experts was a wealth of memoranda, reports and pamphlets written by IR scholars for the Party. This material, despite its relevance to the history of the discipline of IR, has received scant attention in modern IR scholarship. This study has three major goals. The first is to add to the literature on the study of Labour foreign policy by examining the crucial role played by IR theorists and writers. The Advisory Committee and its intellectual members did much to shape the foreign policy of the Party, giving it a coherent approach to international problems. The second is to put the international theories of five key writers - Leonard Woolf, H, N. Brailsford, Philip Noel Baker, Norman Angell and David Mitrany - into the context of both the development of Labour's international policy, and the evolution of the international environment between the wars. Although all five writers are acknowledged as key thinkers in this period, the memoranda on foreign affairs that they did for the Labour Party are little known within IR. The final goal is to demonstrate the inadequacy of the current interpretation within IR of the inter-war period. The obsession with the anachronistic division between realism and idealism - terms that had different connotations before the Second World War - masks both the very different debates that were going on at the time, and the changing international landscape of the inter-war period itself.

Book excerpt: First published in 1999, this is the first scholarly study of the Socialist Medical Association (SMA), an organisation of left-wing medical practitioners founded in 1930 and affiliated to the Labour Party in the following year. The SMA’s aim was a free, comprehensive, and universal state medical service, democratically controlled and with all personnel, including doctors, working as salaried employees. In the 1930s and early 1940s the organisation gained increasing influence over Labour Party health policy, and consequently saw its activities as central to the creation of the National Health Service (NHS). However, once Labour was actually in power, the SMA became more and more marginalised, in part because of its difficult relationship with the Minister of Health, Aneurin Bevan. Bevan, while inaugurating a service which had many features desired by the Association, none the less also felt obliged to make compromises with the medical profession. The SMA’s activities are therefore of historical interest in providing a further view of the creation of the NHS, while its ideas and proposals continue to raise serious questions about issues such as the nature and control of social welfare and the possibility of achieving a truly socialised health service.

Book excerpt: This volume chronicles the increasing divisions inside the Labor Party that came to a head in the disastrous split in 1916 over conscription for overseas military service. The central figure of this era was William Holman, who became Premier in June 1913 when James McGowen retired from that office. Before conscription became the central issue Holman had come to be heartily detested by many in the extra-parliamentary party, largely because of his refusal to do anything to abolish, or curb the power of, the Upper House. The AWU and its journal, The Australian Worker, led the criticism of Holman and his Government during these years. For a few years Holman's superb political skills guaranteed his survival. However, by 1916 Holman's enemies had organized a tightly disciplined modern faction, the 'Industrial Section', (later the 'Industrial Vigilance Council') to take control of the Executive and Conference and force policy changes on Holman. When the conscription issue reached a climax with the first plebiscite ordered by Prime Minister Hughes, the party at Commonwealth and State level split. Both Hughes and Holman were expelled from the party, continuing in office in new Nationalist administrations, leaving a factionalised Labor Party to begin the process of reconstruction.See Labor Pains Series link, to the right, for details of other Volumes.
