Book excerpt: The study provides an overview of relevant legislation and policy in South Africa, pre- and post- 1994, as well as a review of international research that reveals global trends in small media development. It sketches the distribution of the sector in South Africa, revealing the topography of service providers and key stakeholders. The report identifies the interests that are common to small independent and community media groupings and examines ways in which the sustainability of these organisations can be promoted. Providing a range of pertinent data, analysis and information, this study will be invaluable for anyone wishing to engage effectively with the small media sector. The Media Development and Diversity Agency (MDDA) was established to direct funding and support to the small media sector in the interests of deepening South Africa's young democracy. The principal objective of this study is to assist the MDDA in its important and complex work.

Available in PDF, EPUB and Kindle. Book excerpt: Recent discussion of democratization in Africa has focused primarily on the reform of formal state institutions: the public service, the judiciary, and the legislature. Similarly, both scholars and activists have shown interest in how associational life-and with it a civil society-might be enhanced in the countries of the African continent. Much less concern, however, has been directed to the communications media, although they form a vital part of this process. Media and Democracy in Africa provides the first comprehensive and up-to-date assessment of the role of the media in political change in sub-Saharan Africa. The central argument of the volume is that while the media may still be relatively weak compared to their positions in liberal democracies, they have come to play a much more important role than ever before since independence. Although they have not yet demonstrated sufficient effectiveness as public watchdogs and agenda setters, they have succeeded in creating new communicative spaces for people who have previously been intimidated or silent. Building on this the contributors argue that a different conceptualization of democratization than the mainstream currently uses may be necessary to capture the process in Africa where it is characterized by contestation rather than consolidation. This volume shows that the media scene in Africa is diverse. It stretches from the well-developed and technologically advanced situation in South Africa to the still fledgling media operations that are typical in sub-Saharan Africa. In these countries, print media as well as television and radio are just beginning to take their place in society and do so using simple and often outdated technology. The volume also examines how these growing outlets are supplemented by informal media, the so-called radio trottoir, or rumor mill whereby the autocratic and bureaucratic direction of public affairs are subject to private speculation and analysis. Media and Democracy in Africa is organized to provide a historical perspective on the evolution of the African media, placing the present in the context of the past, including both colonial and post-colonial experiences. It will be of interest to Africa area specialists, students of media and communications, political scientists and sociologists.

Available in PDF, EPUB and Kindle. Book excerpt: A modern telecommunications network is an essential infrastructure for the world's developing nations. The emergence of new technologies, the entrance of supra-national carriers, and deregulation in the telecommunications sector have resulted in the globalization of telecommunications and the opening of markets on every continent. Collecting the work of 19 expert contributors, this book provides a comprehensive examination of what African countries are doing to build their telecommunications capabilities. Africa has historically lagged behind other regions in developing its telecommunications infrastructure, and the penetration rate for basic service is still relatively low. But as some African nations undergo restructuring, they have begun to open their networks to foreign investors and regional cooperative ventures to expand basic and advanced telecommunications services. The contributors discuss the uneven pace of economic, regulatory, and social change among African nations as state telecommunications monopolies maintain their hold in some countries and give way to privatization in others. Analyzing the political and economic changes of the 1990s, the contributors provide clues about how Africa can shake off decades of inertia and prepare to take part in the global information economy. Edited by an internationally recognized authority on telecommunications, this volume is the latest in a series that surveys telecommunications in the major regions of the world. Thorough and accessible, it is a valuable resource for students and scholars in the areas of communications, economics, regulatory law, telecommunications engineering, and African studies, as well as telecommunications professionals and policy makers.

Available in PDF, EPUB and Kindle. Book excerpt: The Handbook of Communication History addresses central ideas, social practices, and media of communication as they have developed across time, cultures, and world geographical regions. It attends to both the varieties of communication in world history and the historical investigation of those forms in communication and media studies. The Handbook editors view communication as encompassing patterns, processes, and performances of social interaction, symbolic production, material exchange, institutional formation, social praxis, and discourse. As such, the history of communication cuts across social, cultural, intellectual, political, technological, institutional, and economic history. The volume examines the history of communication history; the history of ideas of communication; the history of communication media; and the history of the field of communication. Readers will explore the history of the object under consideration (relevant practices, media, and ideas), review its manifestations in different regions and cultures (comparative dimensions), and orient toward current thinking and historical research on the topic (current state of the field). As a whole, the volume gathers disparate strands of communication history into one volume, offering an accessible and panoramic view of the development of communication over time and geographical places, and providing a catalyst to further work in communication history.

Book excerpt: The book examines the reform of the communication sector in South Africa as a detailed and extended case study in political transformation - the transition from apartheid to democracy. The reform of broadcasting, telecommunications, the state information agency and the print press from apartheid-aligned apparatuses to accountable democratic institutions took place via a complex political process in which civil society activism, embodying a post-social democratic ideal, largely won out over the powerful forces of formal market capitalism and older models of state control. In the cautious acceptance of the market, the civil society organizations sought to use the dynamism of the market while thwarting its inevitable inequities. Forged in the crucible of a difficult transition to democracy, communication reform in South Africa was navigated between the National Party's embrace of the market and the African National Congress leadership's default statist orientation.

This book was released on 2004 with total page 508 pages. Available in PDF, EPUB and Kindle. Book excerpt: With contributions from leading legal and policy researchers, clinical practitioners and child development specialists in southern Africa, this volume is an invitation to reflect on the many-sided nature of sexual abuse of young children. Many of the contributors propose effective ways to prevent abuse or improve care and services for the many affected children and their families. The book is in five parts. The opening section confronts the realities of sexual abuse of pre-pubertal children and the way abuse is represented in the press. The second section discusses the individual and socio-cultural causes of child sexual abuse. Section three covers legal and policy responses to the problem, while the fourth section presents a series of accounts of interventions on behalf of abused children drawn from South Africa, Mozambique and Zimbabwe. The book concludes with some critical reflections on research in this area.
