Available in PDF, EPUB and Kindle. Book excerpt: A comprehensive examination of higher education multi-campus systems and their role in improving state economies and communities. This thought-provoking volume brings together scholars and system leaders to analyze some of the most pressing and complex issues now facing higher education systems and society. Higher Education Systems 3.0 focuses on the remaking of higher education coordination in an era of increased accountability, greater calls for productivity, and intensifying fiscal austerity. System heads have been identifying ways to harness the collective contributions of their various institutions to benefit the students, communities, and other stakeholders that they serve. The contributors explore the recent dynamics of higher education systems, focusing particularly on how systems are now working to improve their effectiveness in educating students and improving our communities, while also identifying new means for operating more efficiently. This enhanced collaboration, or systemness, is the key aspect of version 3.0.

Book excerpt: "While the federal government seeks to promote educational attainment and equity through its extensive investment in student financial aid, states have primary responsibility for policies that affect the educational attainment of their populations. Despite the centrality of state policy, however, we know relatively little about the relationship between state policy and these outcomes. This book addresses this knowledge gap. Drawing on data collected from descriptive case studies of the relationship between public policy and higher education performance in five states (Georgia, Illinois, Maryland, Texas, and Washington), this book offers a more complete conceptual framework for understanding how state public policy can promote educational attainment. The resulting framework has five central tenets that help us understanding how to improve overall educational attainment and increase equity in that attainment. At its core, the model assumes that higher education performance is determined by effective state policy leadership for higher education. The book also illustrates the need for state policies that reduce the cumulative negative implications of policies that perpetuate differences in educational outcomes across groups and that proactively address the barriers that limit educational attainment for underachieving groups. This book has important implications for public policymakers, college and university leaders, educational researchers and others who are interested in understanding how public policy can improve educational attainment and equity in attainment across groups"-- Provided by publisher.

Available in PDF, EPUB and Kindle. Book excerpt: The Education Myth questions the idea that education represents the best, if not the only, way for Americans to access economic opportunity. As Jon Shelton shows, linking education to economic well-being was not politically inevitable. In the eighteenth and nineteenth centuries, for instance, public education was championed as a way to help citizens learn how to participate in a democracy. By the 1930s, public education, along with union rights and social security, formed an important component of a broad-based fight for social democracy. Shelton demonstrates that beginning in the 1960s, the political power of the education myth choked off powerful social democratic alternatives like A. Philip Randolph and Bayard Rustin's Freedom Budget. The nation's political center was bereft of any realistic ideas to guarantee economic security and social dignity for the majority of Americans, particularly those without college degrees. Embraced first by Democrats like Lyndon Johnson, Jimmy Carter, and Bill Clinton, Republicans like George W. Bush also pushed the education myth. The result, over the past four decades, has been the emergence of a deeply inequitable economy and a drastically divided political system.

Book excerpt: This book examines seven higher education organizations, exploring their interconnected lines: organizational change and organizational stability. These lines are nested within historical, social, cultural, and political contexts of two nations—the US and Canada—two provinces and three states: Alberta, British Columbia, California, Hawai’i, and Washington. The author studies the development of the community college and the development of the university from community college origins, bringing to the forefront these seven individual stories. Addressing continuity and discontinuity and identity preservation and identity change, as well as individual organizations’ responses to government policy, Levin analyzes and illuminates those policies with neoliberal assumptions and values.

Book excerpt: Public Policy Challenges Facing Higher Education in the American West is the first regional public policy study of American higher education. Presidents of the Western State Commission for Higher Education and the National Center for Higher Education Management Systems, alongside nationally recognized policy analysts and current western campus presidents, provosts, and administrators, tackle seven key public policy issues facing postsecondary education in the American West: student access, federal research funding, state governance, state financing, state appropriations and their relationship to institutional tuition, distance education and technology, and the role of community colleges. These analysts, researchers, and administrators offer a clear and complete analysis of the facts of each policy situation, the public policy options, and their connections to state and university relationships. Fifteen western states, including Alaska, California, and Hawaii, comprise the expansive region under discussion. With its companion volume, Higher Education in the American West: Regional History and State Contexts, this book is essential reading for higher education policymakers, scholars, and anyone who wants to know what the relationship between states and universities in the West has been and where it is going.

Available in PDF, EPUB and Kindle. Book excerpt: This edited book addresses a range of aspects of internationalization in vocational education and training (VET) in different countries. It considers the impact of internationalization and student mobility on VET at the sectoral, institutional and individual levels as the sector emerges as a key tool for social and structural change in developing nations and as a flexible and entrepreneurial means of growth in developed nations. The book explores not only the effects of the neo-liberal market principle underpinning VET practices and reforms, but importantly considers internationalization as a powerful force for change in vocational education and training. As the first volume in the world that examines internationalization practices in VET, the book provides VET and international education policymakers, practitioners, researchers and educators with both conceptual knowledge and practical insights into the implementation of internationalization in VET.
