For most people in the U.S., Central Amer. (CA) has long been what the entire New World was to Europeans of 5 centuries ago: terra incognita. Probably few people could name all the countries of CA and their capitals, much less recite much of their political and social backgrounds. This report proposes attention and help to a previously neglected area of the hemisphere. Contents: a hemisphere in transformation; crisis in CA: an historical overview; toward democracy and economic prosperity; human development; CA security issues; the search for peace.

Available in PDF, EPUB and Kindle. Book excerpt: The election of Ronald Reagan as President of the United States in November 1980 opened a new chapter in international relations; U.S. foreign policy shifted from an alliance-based, consensual approach to one based on a more overt use of its immense economic and, above all, military power. This policy entailed some stark choices for the U.S.A.’s allies and neighbours and, above all, for the small countries of Central America and the Caribbean. This revealing book tells the story of the Caribbean Basin Initiative (CBI), through which the new assertion of U.S. hegemony in the region was expressed. The CBI entitled “friendly” countries of the region (i.e., excluding Cuba, pre-invasion Grenada and Nicaragua) to military and economic aid plus incentives, modelled on the so-called “Puerto Rican miracle,” so as to reorient their trade towards the U.S.A. The authors carefully compare the claims made for the CBI with its underlying political objectives and examine its actual impact on regional development through detailed case studies of the Eastern Caribbean and Trinidad. Also examined are the impact of the CBI on Caribbean regional integration and the responses of Canada and Britain, the two other major countries with long-standing political and economic interests in the Caribbean. What emerges from this investigation is the way the CBI reflects the U.S.A.’s historic quest for regional dominance, rather than a new era in Caribbean development.

Under his leadership there is no academic publication from which I have learned as much as Transaction-Society."David Riesman, Harvard University "We are all happy benefi ciaries of Horowitz's acutely perceptive and (often) devas-tatingly plain-spoken self as sociologist and sage, broad-gauged scholar, dedicated teacher, tough-minded editor and publisher with an ingrained sense of fairness."Robert K. Available in PDF, EPUB and Kindle. Book excerpt: This thoughtful, controversial book, by one of the country's leading Latin America scholars, examines the fundamental tenets and ideologies behind America's policy towards Latin America over the course of the last three administrations. Howard Wiarda, who has served as a consultant for the State Department, the Department of the Army, the National Security Council, the Kissinger Commission, and the White House, is ideally situated to provide an insider account of policy decisions and process during the Reagan-Bush era. The combination of Wiarda's academic background and his hands-on knowledge of Washington practices and processes results in a volume that is extremely readable and will serve as a vital link between the scholarly and policymaking communities. Wiarda supplements his incisive analysis on the role of the military in Latin America, shifting U.S. strategic policy, democracy and human rights, and the problems presented by dictators in decline with illuminating case studies of Mexico, Cuba, Nicaragua, South America, and the Caribbean. The result is a book that will be of interest to both scholars and students of American foreign policy and Latin American studies, as well as policymakers and analysts.
