Book excerpt: Drug overdose, driven largely by overdose related to the use of opioids, is now the leading cause of unintentional injury death in the United States. The ongoing opioid crisis lies at the intersection of two public health challenges: reducing the burden of suffering from pain and containing the rising toll of the harms that can arise from the use of opioid medications. Chronic pain and opioid use disorder both represent complex human conditions affecting millions of Americans and causing untold disability and loss of function. In the context of the growing opioid problem, the U.S. Food and Drug Administration (FDA) launched an Opioids Action Plan in early 2016. As part of this plan, the FDA asked the National Academies of Sciences, Engineering, and Medicine to convene a committee to update the state of the science on pain research, care, and education and to identify actions the FDA and others can take to respond to the opioid epidemic, with a particular focus on informing FDA's development of a formal method for incorporating individual and societal considerations into its risk-benefit framework for opioid approval and monitoring.

Available in PDF, EPUB and Kindle. Book excerpt: Responding to the harms caused by drugs is one of the most challenging social policy issues of our time. In Child Rights and Drug Control on International Law, Damon Barrett explores the meaning of the child’s right to protection from drugs under the Convention on the Rights of the Child, and the relationship between this right and the UN drug control conventions. Adopting a critical approach, the book traces the intersecting histories of the treaties, the role of child rights in global drug policy discourse, and the practice of the Committee on the Rights of the Child. It invites us to reflect upon the potential for child rights to provide justification for state actions associated with wider human rights risks.

Book excerpt: "The International Narcotics Control Board was invited by the Commission on Narcotic Drugs at its fifty-third session, in March 2010, to include in its report for 2010 information on the availability of internationally controlled substances for medical requirements. The Board is aware of the growing interest of the World Health Organization, other intergovernmental bodies and non-governmental organizations in this matter. In recognition of its importance, the Board has decided to devote a supplement to its annual report to this subject. This format allows the Board to provide adequate information on the present situation, globally and regionally, to highlight major impediments and to formulate recommendations to improve the availability of internationally controlled substances for medical and scientific purposes. A detailed analysis is contained in the Board's technical publications on narcotic drugs and psychotropic substances."--Editor.

Contributions address the drugs and development nexus from a range of critical viewpoints, highlighting gaps and contradictions, as well as exploring strategies and opportunities for enhanced linkages between drug control and development programming. Criminalisation and coercive law enforcement-based responses in international and national level drug control are shown to undermine peace, security and development objectives. Book excerpt: The three UN drug conventions comprehensively and almost universally regulate the dealing with illicit drugs worldwide. Although the treaties are prohibitive, more and more member states seek to liberalise their national drug policies and implement depenalisation, decriminalisation or even legalisation schemes. The article explores member states’ possibilities and limitations under the current treaty framework by giving an overview of their obligations, contractual exceptions and means under general public international law.

Available in PDF, EPUB and Kindle. Book excerpt: There remains substantial agreement among the international community on many aspects of the contemporary UN drug control regime. However, diverging views on the non-medical and non-scientific use of a range of controlled substances make drug policy an increasingly contested and transitionary field of multinational cooperation. Employing a fine-grained and interdisciplinary approach, this book provides the first integrated analysis of the sources, manifestations and sometimes paradoxical implications of this divergence. The author develops an original explanatory framework through which to understand better the dynamic and tense intersection between policy shifts at varying levels of governance and the regime's core prohibitive norm. Highlighting the centrality of the harm reduction approach and tolerant cannabis policies to an ongoing process of regime transformation, this book examines the efforts of those actors seeking to defend the existing international control framework and explores rationales and scenarios which may lead to the international community moving beyond it.

Book excerpt: ‘Transnational Crimes in the Americas’ addresses contemporary issues with respect to public institutions that are stakeholders in the fight against globalization of crime. Regional public organizations, with a primary focus on the Americas, constitute a framework for understanding the need for an institutional response within the Western Hemisphere. While other authors have addressed the growth of organized crime, no one has explained institutional developments in the struggle against transnational crimes. 'Transnational Crimes in the Americas’ highlights existing organizations, emphasizing a regional response to transnational crimes, suggestions for a permanent criminal court in the Americas and an appraisal of the current state of institutional developments in the region.

Available in PDF, EPUB and Kindle. Book excerpt: The war on drugs has failed, but consensus in the international drug policy debate on the way forward is missing. Amidst this moment of uncertainty, militarized lenses on the global illicit drug problem continue to neglect the complexity of the causes and consequences that this war is intended to defend or defeat. Challenging conventional thinking in defense and security sectors, Transforming the War on Drugs constitutes the first comprehensive and systematic effort to theoretically, conceptually, and empirically investigate the impacts of the war on drugs. The contributors trace the consequences of the war on drugs across vulnerable regions, including South America and Central America, West Africa, the Middle East and the Golden Crescent, the Golden Triangle, and Russia. It demonstrates that these consequences are 'glocal'. The war's local impacts on human rights, security, development, and public health are interdependent with transnational illicit flows. The book further reveals how these impacts have influenced the positions of governments across these regions, with significant ramifications for the international drug control regime. Crucially, it shows that, at a time when global order is in flux, critically evaluating the regime's securitization through the war on drugs provides key insights into other global governance realms.
