Planning and management of the sea are similarly complicated, reflecting intricate legal, institutional and ownerships patterns. This creates a situation where marine ecosystems are vulnerable to over-exploitation or neglect. The Ecosystem Approach to Marine Planning and Management describes how growing concern about the state of our seas is resulting in the development of new approaches to marine planning and management. For example, the United Nations Environment Programme has called for the widespread introduction of Marine Spatial Planning (MSP), and the European Union has recently been consulting on a new European Maritime Policy designed to stimulate economic growth but at the same time protect the resource base. Within the United Kingdom, the 2010 Marine Act draws upon the experience of town and country planning and brings into being a new system of Marine Spatial Planning. The authors show that a common feature of all these developments is an appreciation that more integrated forms of planning and management are required for our seas and that new arrangements must draw together understanding from natural science, social science and many other perspectives. Adopting such a trans-disciplinary and holistic (or 'ecosystems') approach, the book distils the expertise of these different disciplines and seeks to promote a broader understanding of the origins and practicalities of new approaches to marine planning and management.

Book excerpt: The state of the Northeast Atlantic fisheries in recent years has highlighted - plementation as the Achilles heel of modern fisheries management: discards and unreported or misreported landings are in many cases recognised to effectively subvert sound conservation goals. Social science literature on fisheries mana- ment has tended to regard the implementation of resource conservation policies mainly as a question of effective enforcement. This literature regards surveillance and penalty as the key mechanism through which fishermen keep to catch restr- tions and loyally report their catches. This book emerged because several years of research on fishermen’s compliance had made us uneasy about this rather narrow approach to the problem of implementation. This uneasiness motivated us to widen the approach to the question of implementing conservation policies in the fisheries. Taking Norway as an example, its fishing fleet consists of some 7,000 vessels spread along a coastline of more than 20,000 km, populated by less than 5 million people. The idea of ensuring desirable behaviour through surveillance and - forcement alone is almost absurd in such a context, as the task is impossible by any reasonable means. The Norwegian implementation system has thus had to rely heavily on the incentives provided by the rules and legitimacy created through a century of state/industry collaboration. Different coastal states face very different conditions in terms of solving typical implementation problems such as discards and misreporting.

In addition, the vastness of the world's oceans have for far too long been perceived as impervious and indestructible to human impact. To deal with this situation, improved monitoring and observation practices, regular assessments to provide a deeper understanding of the status and trends of environmental changes, and the know-how and ability to prevent, mitigate and adapt to these changes are urgently required. The UN General Assembly in 2005 -- recommended that a regular process for the global reporting and assessment of the state of the marine environment, including its socio-economic aspects (Regular Process), be initiated. The UN Environment Programme (UNEP) and the Intergovernmental Oceanographic Commission of UNESCO (IOC-UNESCO) were asked to serve as the lead agencies in the start-up phase that came to be known as the "Assessment of Assessments" (AoA). Under the AoA, an Expert Group have developed options and a framework for such a Regular Process, which can serve as the mechanism to keep the world's oceans and seas under continuing review.

Traditional management approaches have relied upon a stock assessment based on existing understanding of resource status and dynamics, and a prediction of the likely future response to a static management proposal. However all such predictions include an inherent degree of uncertainty, and the last few decades have seen the emergence of an adaptive approach that uses feedback control to account for unknown future behaviour. Feedback is achieved via a control rule, which defines a relationship between perceived status of the resource and a management action. Evaluations of such rules usually include computer simulation testing across a broad range of uncertainties, so that an appropriate and robust rule can be selected by stakeholders and managers. The book focuses on this approach, which is usually referred to as Management Strategy Evaluation. The book is enriched by case study examples from different parts of the world, as well as insights into the theory and practice from those actively involved in the science of fisheries management.
