Book excerpt: This report arose from a meeting of the United Nations High-level Panel on Information and Communication Technology (ICT) held between 17-20 April 2000 that involved members from all regions of the world. The unprecedented growth in all things related to the Internet in reality only reflects activity by less than 5 per cent of the world's population. It is stated that there are more hosts in New York than in Continental Africa. The report takes as its central theme this gross disparity in the spread of the Internet and thus the economic and social benefits to be derived from it. The challenge to national Governments and the development community is to bridge this this ICT divide to ensure that developing countries are able to use their potential to compete successfully in the global market. The panel proposed an international ICT action plan to bring Internet access to all communities by the end of 2004.
