Book excerpt: An interconnection of computer networks, telecommunications services, and applications, the National Information Infrastructure (NII) can open up new vistas and profoundly change much of American life. This report explores some of the opportunities and obstacles to the use of the NII by people and organizations. The goal is to express how improvements in the technical foundation upon which all modern communications rests can benefit all Americans by focusing on the uses of the NII and the benefits to be derived by applications of advanced computing and communications technologies. This document describes how the evolving NII can: enhance the competitiveness of our manufacturing base; increase speed and efficiency of electronic commerce; improve health care delivery and control costs; promote development and accessibility of quality education and lifelong learning; improve effectiveness of environmental monitoring and assessing human impacts upon the earth; sustain the role of libraries as agents of democratic and equal access to information; and provide government services to the public faster, more responsively, and more efficiently. In addition to articulating a national vision that can serve as a framework for discussion and dialogue, a second goal is to improve public policy-making, to identify critical barriers, enablers, and the tools of government action most effective in each of these areas. In this way, the benefits of government activities in support of the NII can be maximized, while minimizing unintended or undesirable consequences. Several themes emerge: equity of access; pursuit of demonstrations and pilot projects; standards setting process; privacy and communications security; training and support; identification of long-term research and development priorities; and performance measurements to assess both public and private investments and experiments. It is hoped that careful consideration of the policy questions raised here will both facilitate the development of the NII and guide its evolution so that it best meets public purposes. (MAS)

Book excerpt: Critical infrastructure are those assets, the loss of which would result in great harm to the nation's security, economy, health and safety, and morale. They include assets necessary to generate and distribute such basic goods and services as electricity, drinking water, telecommunications, banking and finance, etc. Resilience refers to the ability of a system to resist, absorb, recover from, or successfully adapt to a change in environment or conditions. The Critical Infrastructure Task Force has argued that government policies encouraged employing greater defences such as surveillance equipment, guards, etc., around these assets but did less to encourage efforts that would allow assets to continue operating at some level, or quickly return to full operation, if attacked. Such efforts might include increasing redundancies (such as having multiple backup power generation capability) or designing more robust systems for the future (such as using more hardened concrete for stronger fixed facilities). This book discusses the concept of resilience in the context of critical infrastructure and homeland security. It also identifies and discusses issues related to the evolution of policy and programs at the Department of Homeland Security (DHS) that are meant to, or could, promote the resiliency of the nation's critical infrastructure.

This book was released on 2012-10 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Defense Science Board Task Force on Information Warfare (Defense) was established at the direction of the Under Secretary of Defense for Acquisition and Technology. The Task Force was directed to "focus on protection of information interests of national importance through the establishment and maintenance of a credible information warfare defensive capability in several areas, including deterrence." Specifically, the Task Force was asked to: Identify the information users of national interest who can be attacked through the shared elements of the national information infrastructure; Determine the scope of national information interests to be defended by information warfare defense and deterrence capabilities; Characterize the procedures, processes, and mechanisms required to defend against various classes of threats to the national information infrastructure and the information users of national interest; Identify the indications and warning, tactical warning, and attack assessment procedures, processes, and mechanisms needed to anticipate, detect, and characterize attacks on the national information infrastructure and/or attacks on the information users of national interest; Identify the reasonable roles of government and the private sector, alone and in concert, in creating, managing, and operating a national information warfare-defense capability; Provide specific guidelines for implementation of the Task Force's recommendations. Information infrastructures are vulnerable to attack. While this in itself poses a national security threat, the linkage between information systems and traditional critical infrastructures has increased the scope and potential of the information warfare threat. For economic reasons, increasing deregulation and competition create an increased reliance on information systems to operate, maintain, and monitor critical infrastructures. This in turn creates a tunnel of vulnerability previously unrealized in the history of conflict. Information warfare offers a veil of anonymity to potential attackers. Attackers can hide in the mesh of inter-netted systems and often use previously conquered systems to launch their attacks. Information warfare is also relatively cheap to wage, offering a high return on investment for resource-poor adversaries. The technology required to mount attacks is relatively simple and ubiquitous. During information warfare, demand for information will dramatically increase while the capacity of the information infrastructure will most certainly decrease. The law, particularly international law, is currently ambiguous regarding criminality in and acts of war on information infrastructures. This ambiguity, coupled with a lack of clearly designated responsibilities for electronic defense hinders the development of remedies and limits response options. The current Administration's national security strategy for the United States suggests that the nation's "economic and security interests are increasingly inseparable" and that "we simply cannot be successful in advancing our interests-political, military and economic-without active engagement in world affairs." In the broad sense, then, the scope of national information interests to be defended by information warfare defense and deterrence capabilities are those political, military, and economic interests. These include the continuity of a democratic form of government and a free market economy, the ability to conduct effective diplomacy, a favorable balance of trade, and a military force that is ready to fight and that can be deployed where needed. Some of these activities are critical to the nation's political, military, and economic interests. These critical functional activities, in turn, depend on information technology and critical infrastructures such as banking and finance, electric power, telecommunications, and transportation.

Book excerpt: There is no doubt that our critical infrastructures are the best in the world-largely the result of the tremendous efficiency and global reach made possible by incorporation of our rapidly advancing information and communication technology. In fact, we found all our infrastructures increasingly dependent on information and communications systems that criss-cross the nation and span the globe. That dependence is the source of rising vulnerabilities and, therefore, it is where we concentrated our effort. We found no evidence of an impending cyber attack which could have a debilitating effect on the nation's critical infrastructures. While we see no electronic disaster around the corner, this is no basis for complacency. We did find widespread capability to exploit infrastructure vulnerabilities. The capability to do harm-particularly through information networks - is real; it is growing at an alarming rate; and we have little defense against it. Because the infrastructures are mainly privately owned and operated, we concluded that critical infrastructure assurance is a shared responsibility of the public and private sectors. The only sure path to protected infrastructures in the years ahead is through a real partnership between infrastructure owners and operators and the government. Consequently, in addition to our recommendations about improving our government's focus on infrastructure assurance in the Information Age, you will find some recommendations for collaborative public and private organizational arrangements that challenge our conventional way of thinking about government and private sector interaction.
