Available in PDF, EPUB and Kindle. Book excerpt: Budgeting has long been considered a rational process using neutral tools of financial management, but this outlook fails to consider the outside influences on leaders' behavior. Steven G. Koven shows that political culture (moralistic, traditionalistic, individualistic) and ideological orientations (liberal vs. conservative) are at least as important as financial tools in shaping budgets. Koven examines budget formation at the national, state, and local levels to demonstrate the strong influence of attitudes about how public money should be generated and spent. In addition to statistical data, the book includes recent case studies: the 1997 budget agreement; Governor George W. Bush's use of the budget process to advance a conservative policy agenda in the state of Texas; and Mayor Marion Barry's abuses of power in Washington, D.C. Koven demonstrates that administrative principles are at best an incomplete guide for public officials and that budgeters must learn to interpret signals from the political environment.

Book excerpt: A clarion call for justice in the quest for clean energy California’s Salton Sea region is home to some of the worst environmental health conditions in the country. It is also ground zero for a new “lithium gold rush”—a race to extract a mineral critical to the rapidly expanding electric vehicle and renewable energy storage markets. With enough lithium lurking beneath the surface to provide a third of global demand, who will benefit from the development of this precious resource? A work of stunning analysis and reporting, Charging Forward shows that the questions raised by Lithium Valley lie at the heart of the “green transition.” Weaving together movement politics, federal policy, and global supply chains, noted experts Chris Benner and Manuel Pastor stress that extracting lithium is just a first step: the real question is whether the region and the nation will address and overcome the environmental degradation, labor exploitation, and racial injustice that have been as much a part of the landscape as the Salton Sea itself. What happens in Lithium Valley, the authors argue, will not stay there. This tiny patch of California is a microcosm of the broad climate challenges we face; understanding Lithium Valley today is the key to grasping the future of our economy and our planet.

Available in PDF, EPUB and Kindle. Book excerpt: When hate groups descended on Charlottesville, Virginia, triggering an eruption of racist violence, the tragic conflict reverberated throughout the world. It also had a profound effect on the University of Virginia’s expansive community, many of whose members are involved in teaching issues of racism, public art, free speech, and social ethics. In the wake of this momentous incident, scholars, educators, and researchers have come together in this important new volume to thoughtfully reflect on the historic events of August 11 and 12, 2017. How should we respond to the moral and ethical challenges of our times? What are our individual and collective responsibilities in advancing the principles of democracy and justice? Charlottesville 2017: The Legacy of Race and Inequity brings together the work of these UVA faculty members catalyzed by last summer’s events to examine their community’s history more deeply and more broadly. Their essays—ranging from John Mason on the local legacy of the Lost Cause to Leslie Kendrick on free speech to Rachel Wahl on the paradoxes of activism—examine truth telling, engaged listening, and ethical responses, and aim to inspire individual reflection, as well as to provoke considered and responsible dialogue. This prescient new collection is a conversation that understands and owns America’s past and—crucially—shows that our past is very much part of our present. Contributors: Asher D. Book excerpt: Former Secretary of Defense Ash Carter takes readers behind the scenes to reveal the inner workings of the Pentagon, its vital mission, and what it takes to lead it. The Pentagon is the headquarters of the single largest institution in America: the Department of Defense. The D.O.D. employs millions of Americans. It owns and operates more real estate, and spends more money, than any other entity. It manages the world’s largest and most complex information network and performs more R&D than Apple, Google, and Microsoft combined. Most important, the policies it carries out, in war and peace, impact the security and freedom of billions of people around the globe. Yet to most Americans, the dealings of the D.O.D. are a mystery, and the Pentagon nothing more than an opaque five-sided box that they regard with a mixture of awe and suspicion. In this new book, former Secretary of Defense Ash Carter demystifies the Pentagon and sheds light on all that happens inside one of the nation’s most iconic, and most closely guarded, buildings. Drawn from Carter’s thirty-six years of leadership experience in the D.O.D., this is the essential book for understanding the challenge of defending America in a dangerous world—and imparting a trove of incisive lessons that can guide leaders in any complex organization. In these times of great disruption and danger, the need for Ash Carter’s authoritative and pragmatic account is more urgent than ever.

Book excerpt: David Torres-Rouff significantly expands borderlands history by examining the past and original urban infrastructure of one of America’s most prominent cities; its social, spatial, and racial divides and boundaries; and how it came to be the Los Angeles we know today. It is a fascinating study of how an innovative intercultural community developed along racial lines, and how immigrants from the United States engineered a profound shift in civic ideals and the physical environment, creating a social and spatial rupture that endures to this day.
