Available in PDF, EPUB and Kindle. Book excerpt: With over 240 million migrants in the world, including over 65 million forced migrants and refugees, states have turned to draconian measures to stem the flow of irregular migration, including the criminalization of migration itself. Canada, perceived as a nation of immigrants and touted as one of the most generous countries in the world today for its reception of refugees, has not been immune from these practices. This book examines "crimmigration" – the criminalization of migration – from national and comparative perspectives, drawing attention to the increasing use of criminal law measures, public policies, and practices that stigmatize or diminish the rights of forced migrants and refugees within a dominant public discourse that not only stereotypes and criminalizes but marginalizes forced migrants. Leading researchers, legal scholars, and practitioners provide in-depth analyses of theoretical concerns, legal and public policy dimensions, historic migration crises, and the current dynamics and future prospects of crimmigration. The editors situate each chapter within the existing migration literature and outline a way forward for the decriminalization of migration through the vigorous promotion and advancement of human rights. Building on recent legal, policy, academic, and advocacy initiatives, The Criminalization of Migration maps how the predominant trend toward the criminalization of migration in Canada and abroad can be reversed for the benefit of all, especially those forced to migrate for the protection of their inherent human rights and dignity.

Available in PDF, EPUB and Kindle. Book excerpt: Biodiversity and Protected Areas assembles twelve topics from around the world, illustrating the complexities and promise of addressing the biodiversity crisis. Authors from Mongolia, Africa, India, Canada, Iraq, and the United States dwell on particular aspects and challenges relevant to those regions. Lessons and approaches from interesting localities, coupled with global analyses give the reader a synthetic view of emerging problems. The opportunities for understanding common issues across different geographies abound, such as comparing local conservation in sub-Saharan Africa with a distribution of very small protected areas in Massachusetts. Several topics will be of immediate interest to policymakers. The book is illustrated with numerous color maps and figures and the authors strove for clear, uncomplicated writing. The editors provide an overview of chapters, placing them in the context of other biodiversity and protected area literature. Students and conservationists attempting to broaden their views of biodiversity and protected areas should find this collection to be interesting.

Available in PDF, EPUB and Kindle. Book excerpt: Thirty years ago, Anglo-American politicians set out to make the public sector look like the private sector. These reforms continue today, ultimately seeking to empower elected officials to shape policies and pushing public servants to manage operations in the same manner as their private-sector counterparts. In Whatever Happened to the Music Teacher?, Donald Savoie provides a nuanced account of how the Canadian federal government makes decisions. Savoie argues that the traditional role of public servants advising governments on policy has been turned on its head, and that evidence-based policy making is no longer valued as it once was. Policy making has become a matter of opinion, Google searches, focus groups, and public opinion surveys, where a well-connected lobbyist can provide any answers politicians wish to hear. As a result, public servants have lost their way and are uncertain about how they should assess management performance, how they should generate policy advice, how they should work with their political leaders, and how they should speak truth to political power - even within their own departments. Savoie demonstrates how recent management reforms in government have caused a steep rise in the overhead cost of government, as well as how the notion that public administration could be made to operate like the private sector has been misguided and costly to taxpayers. Abandoning "textbook" discussions of government and public service, Whatever Happened to the Music Teacher? Is a realistic portrayal of how policy decisions are made and how actors and institutions interact with one another and exposes the complexities, contradictions present in Canadian politics and governance.

Available in PDF, EPUB and Kindle. Book excerpt: This is the thirtieth volume in the series How Ottawa Spends. It is arguable that never in these years have Canadians faced such serious economic upheaval and political dysfunction as the current climate. The dramatic and seemingly sudden changes in the economy occurred simultaneously with a political drama - one that was largely disassociated from the real and pressing economic challenge. Early Harper budgets delivered lower taxes for all Canadians partly through highly targeted but politically noticeable small tax breaks on textbooks for students, tools for apprentices in skilled trades, and public transit costs. The needs of the beleaguered average Canadian and the "swing voter in the swing constituencies" of an already strategized "next" election were a key part of Conservative agenda-setting. In the 2007 budget alone there were twenty-nine separate tax reductions and federal spending was projected to increase by $10 billion, including a 5.7 percent increase in program spending. A small surplus of $3.3 billion was planned, almost all of which would go to debt reduction. As Harper savoured his 14 October 2008 re-election with a strengthened minority government, although without his desired majority, he and his minister of Finance already knew that his surpluses were likely gone in the face of the crashing financial sector and a looming recession. Future deficits were firmly back on the agenda. Contributors include Malcolm G. Bird (Carleton University), Chris Brown (Carleton University), G.
