Book excerpt: This report follows up our November 2014 report on child sexual exploitation in Rotherham and covers two matters: the role of Ofsted and Louise Casey's inspection report on Rotherham. It is clear that the inspection arrangements that Ofsted had in place from 2007, when it became responsible for inspecting children's services at Rotherham, failed to detect either the evidence, or the knowledge within the council, of large-scale child sexual exploitation. The structured inspection method used at that time to inspect local authorities' children's services was designed by Ofsted and did not focus on child sexual exploitation. The result was a lack of intelligence and understanding in Ofsted's handling of Rotherham. Child sexual exploitation was missed as was the superficiality of Rotherham's response to inspection findings and its dysfunction. The Committee found Louise Casey's report on her inspection of Rotherham to be penetrating and instructive. It not only confirmed the dreadful findings in the Jay Report but, what was worse, revealed that Rotherham Council was in denial about child sexual exploitation.

Book excerpt: Those who speak up about poor, corrupt or unethical practice often do so at a great personal cost. This timely book explores our understanding of the ethics of whistleblowing and shows how managers and organisations can support individuals speaking out. While some professional guidelines formalize duties to speak out where there are concerns about poor or harmful practice, workplace cultures often do not encourage or support this, and individuals frequently find themselves victims of a backlash. This book looks at the social, cultural and systemic reasons that make speaking out about poor care so risky. The book looks at the ethics of whistleblowing, and why some people speak out about corrupt or harmful practice, but many do not. It offers a practical framework for creating ethically driven health and social care organizations that support and protect individuals speaking out. Whistleblowing and Ethics in Health and Social Care is essential reading for students, professionals and decision makers across health, social care and criminal justice.

Book excerpt: From Islamist terror to feminist equal pay campaigns and the apparent Brexit hate crime epidemic, identity politics seems to be everywhere nowadays. This is not entirely an accident. The progressive liberal-left, which dominates our public life, has taken on the politics of race, gender, religion and sexuality as a key part of its own group identity - and has used its dominance to embed them into our state and society. In The Tribe, Ben Cobley guides us around the 'system of diversity' which has resulted, exploring the consequences of offering favour and protection to some people but not others based on things like skin colour and gender. He looks at how this system has almost totally captured the Labour Party and is spreading relentlessly around our other major institutions. He also looks at how it is capturing our language, appropriating key terms like 'equality', 'tolerance' and 'inclusion', while denying a voice to those who do not play along. The system of diversity makes a challenge to us all: submit, or risk exclusion from society itself.

Communities and Local Government Committee and published by The Stationery Office. This book was released on 2014 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: Professor Alexis Jay's Independent Inquiry into Child Sexual Exploitation in Rotherham 1997-2013 published on 26 August 2014 provided a damning indictment of the failure of one local authority, Rotherham, to protect children from organised sexual exploitation. But more alarmingly the Report points to widespread organised child sexual exploitation across England. The Committee's report is a preliminary examination raising questions about local government accountability and governance, and sees a need for arrangements to bring to account officers still in post or who have moved on from an authority when serious questions about their past performance emerge. These arrangements have to balance accountability and fairness. In the case of Rotherham the Committee calls for an investigation into the reasons that key documents covering 1999 to 2003 and of prime importance to establish what went wrong within the authority are missing.

Book excerpt: It is essential that social work students understand the lasting impact political decision making can have on service users, yet little guidance exists on this subject. This valuable book provides a comprehensive introduction to politics in social work, unifying the themes of political ideology and social construction across several areas of social work practice, including emerging areas of practice. The book: • Introduces the dominant political ideologies in the UK; • Examines the impact of these ideological perspectives on different demographic groups; • Explores emerging areas of growing political interest such as radicalisation; • Employs case studies and examples from practice to aid student understanding. Including helpful key points to guide reading at the beginning of each chapter, as well as exercises for seminars and further reading recommendations, this text will be an invaluable resource to all students in social work.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores two public sector scandals in the UK, drawing on Max Weber’s thought on ‘the iron cage’ to understand how these cases of patient-neglect in NHS hospitals and failures by police and social workers to address the organised sexual exploitation of young girls occurred. Through examination of the management failures and institutional vulnerabilities, and with attention to the trends of bureaucratisation and rationalisation that characterised both scandals, it reveals the explanatory power of Weber’s thought, developing a theoretical model that updates and extends Weber’s work in light of the cases discussed. The final chapter examines the response to the COVID-19 pandemic and highlights how the focus on a rational techno-medical solution to the pandemic offered by the vaccines together with bureaucratic expansion has created an authoritarian and totalitarian society which represents the ultimate realisation of Weber’s iron cage. Showing that ordinary people, including professionals, are still trapped in the ‘iron cage’, it will appeal to scholars of sociology and social theory, as well as those providing training and working within the caring and service professions of policing, social work and nursing.

Book excerpt: The scale of the Rotherham child protection scandal has led professionals responsible for safeguarding children in other regions to recognise the extent of child abuse in their area and consider how to respond efficiently. Drawing on lessons learned from key case reviews and independent practice, this book tells the story of Rotherham and shows the consequences of failing to respond to concerns of child sexual exploitation. Using case examples demonstrating both poor and good practice, from Rotherham and elsewhere, the authors are able to present recommendations for improvements at strategic management and frontline practitioner levels.

Available in PDF, EPUB and Kindle. Book excerpt: This thought-provoking book examines breakdowns in the quality of health and social care over the past decade, exploring governance failures and the challenges of achieving lasting change. Failures in care have been manifest across many different settings. Drawing on examples from care of older people and end-of-life care, as well as from learning disabilities, mental health, maternity care and services for vulnerable children, Neil Small shows that the same sorts of problems are evident across these settings and that they are occurring up to the present day. Discussing culture change alongside levels of funding and the impact of prevailing political and economic orthodoxies, and through the lens of shifts of trust in society, this book argues that the concept of culture must be cast much wider than organisational and professional cultures if change is to be secured. This book engages with how to improve quality of care in the NHS and welfare systems more generally. Its case examples are from the UK but the issues of governance, culture change and shifts in the social contract that failures illuminate have an international relevance. It is important reading for those with an interest in health, social care, political science, and sociology.

Davies frames his research within the ideological, political and economic context of the last decade, contemplating the prescriptions of neoliberalism, and various other socio-political developments. Book excerpt: Sex Crime, Third edition offers a comprehensive and integrative introduction to sex crime, written by an expert in the field. The third edition has been fully expanded and updated to include further coverage of a range of critical topics, including child sexual exploitation, child pornography, female sex offenders, treatment approaches such as the ‘Good Lives Model’ and the European Convention on Human Rights. Delving into and beyond the news headlines about sexual crimes that seem to appear on our screens and in our newspapers almost every day, this third edition draws on a range of high profile case studies, such as Vanessa George, Stuart Hall, Jimmy Savile and Operation Yewtree and also offers a review of all relevant legislation. This new edition also includes an analysis of possible causes of sex offending, as well as public and professional responses to sex crime. Including an examination of the policing of sexual crime; the prosecution of the accused; the sentencing and punishment of sexual offenders; and ‘public protection’ measures, this new edition covers all of the key aspects of sex crime and how it is dealt with. Wide-ranging and authoritative, Sex Crime, Third edition presents a complex area in a straightforward and understandable manner. Thomas guides the reader through the range of policies and law which have accumulated over the years, making this essential reading for academics and students engaged in the study of sex crime, sexual violence and the treatment of sex offenders. It will also be of great interest to criminal justice practitioners.
