Book excerpt: On the 50th anniversary of In Place of Strife, this scholarly study makes extensive use of previously unpublished archival and other primary sources to explain why Harold Wilson and Barbara Castle embarked on legislation to regulate the trade unions and curb strikes, and why this aroused such strong opposition, not just from the unions, but within the Cabinet and among backbench Labour MPs. This opposition transcended the orthodox ideological divisions, making temporary allies of traditional adversaries in the Party. Even Wilson’s threats either to resign, or call a general election, if his MPs and Ministers failed to support him and Castle, were treated with derision. His colleagues called Wilson’s bluff, and forced him to abandon the legislation, in return for a ‘solemn and binding’ pledge by the trade unions to ‘put their own house in order’ in tackling strikes.

Conversely, by evolving from the status of enlightened amateur to that of expert, the figure of the scientist has, over recent centuries, gained credibility with the general public. Even though the traditional view of science as the expression of reality has regularly been challenged, science continues to be held in high regard and is believed to provide a reliable form of knowledge. Summoning science has thus often been a way, in everyday life, advertising and the popular media, to lend authority to a discourse, and imply that one’s claims are beyond dispute. That politicians should have occasionally been tempted to do the same and make up for the deficit of legitimacy of their discourse through the instrumentalisation of scientific arguments or participation in contemporaneous debates on scientific issues is, therefore, not surprising. The issue at stake in this volume is to examine how, and to what extent, this process may have been taking place in the past three centuries. Rather than a serious attempt to confront social realities, the rethink represents a continuation of past practice and a way of signalling the government's "soundnesss" to the market.
