Book excerpt: During the 1990s, a new paradigm for power sector reform was put forward emphasizing the restructuring of utilities, the creation of regulators, the participation of the private sector, and the establishment of competitive power markets. Twenty-five years later, only a handful of developing countries have fully implemented these Washington Consensus policies. Across the developing world, reforms were adopted rather selectively, resulting in a hybrid model, in which elements of market orientation coexist with continued state dominance of the sector. This book aims to revisit and refresh thinking on power sector reform approaches for developing countries. The approach relies heavily on evidence from the past, drawing both on broad global trends and deep case material from 15 developing countries. It is also forward looking, considering the implications of new social and environmental policy goals, as well as the emerging technological disruptions. A nuanced picture emerges. Although regulation has been widely adopted, practice often falls well short of theory, and cost recovery remains an elusive goal. The private sector has financed a substantial expansion of generation capacity; yet, its contribution to power distribution has been much more limited, with efficiency levels that can sometimes be matched by well-governed public utilities. Restructuring and liberalization have been beneficial in a handful of larger middle-income nations but have proved too complex for most countries to implement. Based on these findings, the report points to three major policy implications. First, reform efforts need to be shaped by the political and economic context of the country. The 1990s reform model was most successful in countries that had reached certain minimum conditions of power sector development and offered a supportive political environment. Second, countries found alternative institutional pathways to achieving good power sector outcomes, making a case for greater pluralism. Among the top performers, some pursued the full set of market-oriented reforms, while others retained a more important role for the state. Third, reform efforts should be driven and tailored to desired policy outcomes and less preoccupied with following a predetermined process, particularly since the twenty-first-century century agenda has added decarbonization and universal access to power sector outcomes. The Washington Consensus reforms, while supportive of the twenty-first-century century agenda, will not be able to deliver on them alone and will require complementary policy measures

Implementing challenging reforms across the private sector, banking and finance, agriculture, infrastructure, and judiciary requires sound policies and effective legislation. The Government of Timor-Leste shows promising reform appetite and willingness to engage the private sector in developing alternate investment options to attract business to the country. Yet, significant challenges remain to ensure that rebuilding efforts and institutions are managed effectively to benefit all Timor-Leste's citizens. This report was produced by the Pacific Private Sector Development Initiative, a regional technical assistance facility cofinanced by the Asian Development Bank (ADB), the Government of Australia, and the New Zealand Government.

From 1990 to 2019, Pakistan witnessed 108 financially closed PPP projects, with a total investment of approximately $28.4 billion. About 88% of these projects are in the energy sector, attracting more than $24.7billion, followed by investments in the port sector. In early 2021, Parliament approved the amendments to the 2017 PPP Law, enacting the Public Private Partnership Authority (Amendment) Act 2021. This further strengthens the enabling legal and regulatory framework for developing and implementing PPPs, thereby promoting private sector investment in public infrastructure and related services.

Book excerpt: This white paper sets the Government's proposals for reform of the UK's electricity system to ensure that the UK electricity supply is secure, low-carbon and affordable. This is especially crucial as we face a number of unprecedented challenges in the coming decades including the threat to security of supply as existing plant closes; the necessity to decarbonise electricity generation; the likelihood for a rise in electricity demand and electricity prices are also expected to rise. Broadly the strategy's approach consists of four parts: long term contracts for both low-carbon energy and capacity; institutional arrangements to support this contracting approach; continued grandfathering, supporting the principle of no retrospective change to low-carbon policy incentives, within a clear and rational planning cycle; and ensuring a liquid market that allows existing energy companies and new entrants to compete on fair terms

Available in PDF, EPUB and Kindle. Book excerpt: There is a vast literature for and against privatizing public services. Those who are against privatization are often confronted with the objection that they present no alternative. This book takes up that challenge by establishing theoretical models for what does (and does not) constitute an alternative to privatization, and what might make them ‘successful’, backed up by a comprehensive set of empirical data on public services initiatives in over 40 countries. This is the first such global survey of its kind, providing a rigorous and robust platform for evaluating different alternatives and allowing for comparisons across regions and sectors. The book helps to conceptualize and evaluate what has become an important and widespread movement for better public services in the global South. The contributors explore historical, existing and proposed non-commercialized alternatives for primary health, water/sanitation and electricity. The objectives of the research have been to develop conceptual and methodological frameworks for identifying and analyzing alternatives to privatization, and testing these models against actually existing alternatives on the ground in Asia, Africa and Latin America. Information of this type is urgently required for practitioners and analysts, both of whom are seeking reliable knowledge on what kind of public models work, how transferable they are from one place to another and what their main strengths and weaknesses are.

This book was released on 2013-07-10 with total page 426 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Federal Government of Nigeria has adopted Vision 20: 2020--an ambitious strategy to make Nigeria the world's 20th largest economy by 2020. In the absence of policies to accompany economic growth in key carbon-emitting sectors with a reduced carbon footprint, emission of greenhouse gases could more than double in the next two decades. To evaluate how to achieve the objectives of Vision 20: 2020 with reduced carbon emissions, the Federal Government of Nigeria and the World Bank undertook a multiyear program of analytical work. The summary results of this program are contained in a separate book (published in the World Bank's "Directions in Development" series) entitled Low-Carbon Development: Opportunities for Nigeria, which concludes that Nigeria can achieve its development objectives, while stabilizing emissions at 2010 levels and providing domestic benefi ts on the order of 2 percent of GDP. This volume is a collection of the background technical reports on the four sectors of inquiry: agriculture and land use, oil and gas, power, and transport. It contains details on the data, methodology, and assumptions used throughout the analysis. For agriculture and land use, the study team developed an agriculture production growth model, which permits the evaluation of sector emissions in both a reference and a low-carbon scenario. The study fi nds that low-carbon practices have signifi cant potential to make the sector more productive and more climate-resilient. For the oil and gas sector, the analysis assesses the potential of accelerated phase-put of gas fl aring, reduction of leakages, and increased energy effi ciency in the operation of facilities, to both reduce the sector's emission and contribute to the industry's net revenues and growth. The analysis of the power sector shows how the country can expand power generation and broaden access to electricity while reducing associated emissions, through renewable energy, energy effi ciency, and lower-carbon technologies in thermal power generation. Finally, this analysis assesses the expected growth in CO2 emissions from on-road transport under a normal business development scenario up to the year 2035, and it identifi es actions at national and local levels that would reduce this growth, resulting in fuel economies, better air quality, and reduced congestion. Assessing Low-Carbon Development in Nigeria: An Analysis of Four Sectors outlines several actions that the Nigerian government could undertake to facilitate the transition to a low-carbon economy.
