Parallels exist between bow industry and business reorganize when introduced to new technologies and business doctrine, and the military. Organizational restructuring is something that must be carefully considered and planned, for it is most often resisted by the members and stakeholders of an organization. Overcoming the barriers and resistance to change requires formal models of change be implemented. Technology alone cannot increase or improve an organization's productivity. Only through formal restructuring can an organization such as the MACCS hope to remain essential to the mission of the Marine Corps.

The new equipment being developed for the MACCS is called the common aviation command and control system (CAC2S). While the modernization of common aviation command and control equipment is expected, the necessity for common operators should be further investigated to determine its impact on proficiency levels within the MACCS. The Marine Corps should not proceed towards an integrated aviation command and control military occupational specialty (MOS) prior to the receipt of the new equipment. As the MACCS desires to develop itself as the most responsive aviation C2 system possible given the new capabilities resident in CAC2S, it must also regulate its agencies to preserve the working relationships already established. This is a daunting task when one takes into account the possible decrease in proficiency across the MACCS with the reorganization of the MACCS into the Multi-Function Operations Center (MFOC) and the introduction of the new "common operator." Prior to the creation of a common operator for CAC2S, the equipment needs to be fielded so that duty experts can determine the requirements necessary for a change in organizational structure within the MACCS. The fielding of new equipment should not be the sole basis for organizational restructuring.

Book excerpt: Marine aviation has continued to evolve as a warfighting organization since its inception during World War II. As a result of technological advances, such as the radar and fixed machine guns attached to airplanes, more specified roles for Marine aviation became apparent, as did the need to command and control these assets. Hence, the birth of marine air command and control system (MACCS). The MACCS developed to provide more effective command and control of aircraft and missile. A system conceived from necessity, evolved to enhance aviation mission capabilities, and currently under fire to evolve again to support commanders' efforts to defeat a 21st century threat now has the opportunity to set the stage for true C2 transformation. Failure to transform into a useful and relevant C2 node in line with future warfighting concepts such as Joint Vision 2020 and Marine Strategy 21 will result in the obsolescence of the MACCS. The implementation of the Common aviation command and control system (CAC2S) to replace current systems in not advancement, but merely a hardware systems upgrade. The Marine Corps must use the new CAC2S to restructure the Marine Air Control Group in order to conduct its mission more efficiently, which means with fewer personnel, a smaller footprint, and more qualified air command and control specialists.

What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.
