Book excerpt: The Archaeology of Colonialism demonstrates how artifacts are not only the residue of social interaction but also instrumental in shaping identities and communities. Claire Lyons and John Papadopoulos summarize the complex issues addressed by this collection of essays. Four case studies illustrate the use of archaeological artifacts to reconstruct social structures. They include ceramic objects from Mesopotamian colonists in fourth-millennium Anatolia; the Greek influence on early Iberian sculpture and language; the influence of architecture on the West African coast; and settlements across Punic Sardinia that indicate the blending of cultures. The remaining essays look at the roles myth, ritual, and religion played in forming colonial identities. In particular, they discuss the cultural middle ground established among Greeks and Etruscans; clothing as an instrument of European colonialism in nineteenth-century Oceania; sixteenth-century Andean urban planning and kinship relations; and the Dutch East India Company settlement at the Cape of Good Hope.

Book excerpt: There has been a dramatic demographic shift from rural areas to cities in sub-Saharan African countries over the last few decades. This continuing urbanisation trend has created new challenges for local governments in terms of managing urban services, since over half of the city streets in these countries have no names or addresses, and the problem is particularly acute in the poorest neighbourhoods. This publication examines the use of street addressing initiatives to address this problem, giving information on current and future applications, considering examples of use in many African countries, and setting out a methodological guide for implementing such initiatives.

Book excerpt: THE ONLY ACCOUNT IN ENGLISH ABOUT LRRPs IN THE USSR Colonel I. G. Starinov, who began as a mere private in the Red Army and went on to become Russia's top demolitions expert, is a rare eyewitness to the entire history of the Soviet regime and one of the few to survive disagreeing with Stalin's military decisions. From partisan operations in the Russian Civil War through training and fighting with Spanish guerrillas against Franco, to using the first radio-detonated mine to kill a German general, Starinov narrates events never before revealed in the West. Caught by accident right at the border when the Germans attacked in WWII, Starinov went on to play a crucial role in the creation and training of a virtual partisan army. By wreaking havoc with the German railroad supply lines, these guerrillas were crucial to Soviet success at the front. Now in his nineties, Starinov survived warfare and even more terrifying political purges to provide this personal, firsthand look of the some of the greatest dramas in history.

Book excerpt: Earthen architecture constitutes one of the most diverse forms of cultural heritage and one of the most challenging to preserve. It dates from all periods and is found on all continents but is particularly prevalent in Africa, where it has been a building tradition for centuries. Sites range from ancestral cities in Mali to the palaces of Abomey in Benin, from monuments and mosques in Iran and Buddhist temples on the Silk Road to Spanish missions in California. This volume's sixty-four papers address such themes as earthen architecture in Mali, the conservation of living sites, local knowledge systems and intangible aspects, seismic and other natural forces, the conservation and management of archaeological sites, research advances, and training.

The book clarifies as never before the role of political institutions in successful new technology diffusion; shows the similarities between capitalist and socialist states' approaches to technology; and traces the development of assistance projects.

Available in PDF, EPUB and Kindle. Book excerpt: It is a conservative estimate that every year, through corruption, between 20 billion dollars and 40 billion dollars are diverted from developing countries and find safe haven in foreign jurisdictions. In several countries that are party to the Organization for Economic Co-operation and Development (OECD) anti-bribery convention, a very high proportion of cases of foreign bribery and related offenses have been resolved short of a full trial. Anticorruption practitioners and policy makers in countries where officials were allegedly bribed have (along with other interested stakeholders) therefore raised concerns about whether settlements might impede their own criminal or enforcement investigations and affect the liability of multinational companies in third countries. This study seeks to fill knowledge gap by: (i) informing policy makers and practitioners about the frameworks for settlements in various legal systems, (ii) examining settlements in practice and their implications for international cooperation, and (iii) analyzing how settlements relate to asset recovery in foreign bribery cases. An additional goal is to inform the general public (including civil society organizations) about these frameworks. This study describes and analyzes, both qualitatively and quantitatively, settlements in cases of foreign bribery and related offenses, and their implications for international cooperation and asset recovery. This report is structured as follows: chapter one adopts a broad definition of settlements as various procedures short of trials and analyzes the legal frameworks in a number of civil and common law countries. Chapter two traces the general trends and developments in settlements and considers the rationale for settlements. Chapter three analyzes the impact of settlements in one jurisdiction on pending and future investigations in other countries. Chapter four explores the link between asset recovery and settlements through the lens of United Nations Convention against Corruption (UNCAC). Chapter five offers conclusions. Chapter six presents detailed summaries of 14 significant cases.

Book excerpt: Pervasive use of ethnic and religious stereotypes by law enforcement across Europe is harming efforts to combat crime and terrorism, according to this report released by the Open Society Justice Initiative. Ethnic profiling occurs most often in police decisions about who to stop, question, search, and, at times, arrest. Yet there is no evidence that ethnic profiling actually prevents terrorism or lowers crime rates. Throughout Europe, minorities and immigrant communities have reported discriminatory treatment by the police. From massive data mining operations to intimidating identity checks, ethnic profiling is often more of a public relations stunt than a real response to crime. The report, "Ethnic Profiling in the European Union: Pervasive, Ineffective, and Discriminatory", details widespread profiling in France, Germany, Italy, The Netherlands, and other EU member states.

Available in PDF, EPUB and Kindle. Book excerpt: von Bomhard presents an edition of the stela found during underwater excavations in the Abukir Bay, at the site of ancient Thonis-Heracleion, and inscribed with the Decree of Sais. The text is a parallel to that inscribed on another stela found at Naucratis at the turn of last century. The author gives an introduction to the discovery of the two stelae, as well as a description of the monuments, including the scenes and captions found in the lunette (Part II). von Bomhard goes on to discuss the arrangement of the texts and figures depicted on the decree, and the possible symbolism behind them. The bulk of the text is occupied by a careful transliteration and translation of the text, followed by an exhaustive bibliography, an index of words discussed, a synoptic overview of orthographic and figurative variations, and an index of Egyptian words. This is an important work that contributes to the understanding of royal benefactions to temples and aspects of trade and taxation systems in force at the time of the decree.
