Book excerpt: TRB Special Report 329: Renewing the National Commitment to the Interstate Highway System: A Foundation for the Future explores pending and future federal investment and policy decisions concerning the federal Interstate Highway System. The report of the study committee suggests a path forward to meet the growing and shifting demands of the 21st century. The prospect of an aging and worn Interstate System that operates unreliably is concerning in the face of a vehicle fleet that continues to transform as the 21st century progresses and the vulnerabilities due to climate change place new demands on the country’s transportation infrastructure. Book excerpt: In 1956, after much planning and compromise, President Dwight D. Eisenhower signed the Federal Aid Highway Act, creating the interstate highway system, a project which transformed America forever. As our Country entered the 20th century, good roads, even paved roads, weren't common. Plans for a national system of expressways were developed in 1944 by the National Highway Committee. Congress designated the 40,000 mile national system of interstate highways in 1944, but funding would not be authorized until 1952, when President Harry Truman signed the Federal Aid Highway Act of 1952, offering a token down payment of $25 million for the interstates. However, it would be up to the next President, President Dwight David Eisenhower, to lead the campaign for the Nation's interstate system. President Eisenhower made it a keystone of his domestic agenda when he was elected to office in 1953. He envisaged a new, tax-based financing plan with the Federal Government bearing the largest share of construction costs. Eisenhower signed the Federal Aid Highway Act without fanfare, in a hospital room at Walter Reed Army Medical Center, where he was recovering from illness. Today, Americans continue to reap the benefits of that legislation. The wide, relatively straight roadways in the interstate highway system were designed to be faster and safer than the two-lane roads that preceded them. In fact, the interstate system is the safest road system in America.

Book excerpt: The nation's highway system, with the Interstate Highway System at its core, has been and will continue to be a key factor in the nation's economic health and social wellbeing. As the nation celebrates the 50th anniversary of the Interstate Highway System, it is appropriate to think about what this legacy has meant to the United States and to contemplate the potential role of the Interstate Highway System over the next 50 years. To celebrate this anniversary, 150 individuals representing a wide range of interests in the nation's transportation system gathered in Washington, D.C., on June 28-29, 2006, to participate in a forum on the future of the Interstate Highway System.

The NHS will provide the principal highway portion of this national transportation system as we enter the 21st century. It will be the major focus of Federal highway investment for the future and is expected to carry the bulk of Interstate and interregional travel and commerce. The system will also be the essential link among the modes and facilities that make up the total transportation network that spans the continent.

Book excerpt: This new, expanded edition brings the story of the Interstates into the twenty-first century. It includes an account of the destruction of homes, businesses, and communities as the urban expressways of the highway network destroyed large portions of the nation’s central cities. Mohl and Rose analyze the subsequent urban freeway revolts, when citizen protest groups battled highway builders in San Francisco, Baltimore, Memphis, New Orleans, Washington, DC, and other cities. Their detailed research in the archival records of the Bureau of Public Roads, the Federal Highway Administration, and the U.S. Department of Transportation brings to light significant evidence of federal action to tame the spreading freeway revolts, curb the authority of state highway engineers, and promote the devolution of transportation decision making to the state and regional level. They analyze the passage of congressional legislation in the 1990s, especially the Intermodal Surface Transportation Efficiency Act (ISTEA), that initiated a major shift of Highway Trust Fund dollars to mass transit and light rail, as well as to hiking trails and bike lanes. Mohl and Rose conclude with the surprising popularity of the recent freeway teardown movement, an effort to replace deteriorating, environmentally damaging, and sometimes dangerous elevated expressway segments through the inner cities. Sometimes led by former anti-highway activists of the 1960s and 1970s, teardown movements aim to restore the urban street grid, provide space for new streetcar lines, and promote urban revitalization efforts. This revised edition continues to be marked by accessible writing and solid research by two well-known scholars.
