Available in PDF, EPUB and Kindle. Book excerpt: Brings together disparate conversations about wildlife conservation and renewable energy, suggesting ways these two critical fields can work hand in hand. Renewable energy is often termed simply "green energy," but its effects on wildlife and other forms of biodiversity can be quite complex. While capturing renewable resources like wind, solar, and energy from biomass can require more land than fossil fuel production, potentially displacing wildlife habitat, renewable energy infrastructure can also create habitat and promote species health when thoughtfully implemented. The authors of Renewable Energy and Wildlife Conservation argue that in order to achieve a balanced plan for addressing these two crucially important sustainability issues, our actions at the nexus of these fields must be directed by current scientific information related to the ecological effects of renewable energy production. Synthesizing an extensive, rapidly growing base of research and insights from practitioners into a single, comprehensive resource, contributors to this volume • describe processes to generate renewable energy, focusing on the Big Four renewables—wind, bioenergy, solar energy, and hydroelectric power • review the documented effects of renewable energy production on wildlife and wildlife habitats • consider current and future policy directives, suggesting ways industrial-scale renewables production can be developed to minimize harm to wildlife populations • explain recent advances in renewable power technologies • identify urgent research needs at the intersection of renewables and wildlife conservation Relevant to policy makers and industry professionals—many of whom believe renewables are the best path forward as the world seeks to meet its expanding energy needs—and wildlife conservationists—many of whom are alarmed at the rate of renewables-related habitat conversion—this detailed book culminates with a chapter underscoring emerging opportunities in renewable energy ecology. The office prints documents produced by and for the federal government, including Congress, the Supreme Court, the Executive Office of the President and other executive departments, and independent agencies. A hearing is a meeting of the Senate, House, joint or certain Government committee that is open to the public so that they can listen in on the opinions of the legislation. Hearings can also be held to explore certain topics or a current issue. It typically takes between two months up to two years to be published. This is one of those hearings.

Available in PDF, EPUB and Kindle. Book excerpt: The United States and China are the world's top two energy consumers and, as of 2010, the two largest economies. Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.

Book excerpt: Concerns over reliance on imported oil and greenhouse gas emissions from fossil fuel use have led to increased interest in producing electricity from renewable sources, including wind, solar, and geothermal energy. Because federal lands, including those managed by the Departments of Agriculture and Interior, encompass areas with high renewable energy potential, interest has increased in permitting such activity on those lands. EPAct 2005 includes several provisions intended to increase renewable energy development on federal lands, including goals for approving renewable energy projects. This book examines the status of renewable energy permitting on federal land, including time frames for processing permits applied for since 2005; and the actions federal land management agencies have taken to facilitate this development.

Book excerpt: Recent concerns over energy supply and pricing have led some to look increasingly to federal lands as a potential energy source. This book explains the legal framework for energy leasing and permitting for onshore lands subject to the control of the federal government. The book first reviews the laws and regulations affecting leasing of federal lands for exploration and production of oil, natural gas, and coal, as well as the permits that lessees must obtain in order to explore for and produce these resources. It then continues by addressing existing laws and regulations that govern the use of federal lands for renewable energy projects, including geothermal, wind, and solar energy. The book also discusses recreation on federal lands, grazing fees, and commercial filming and photography on federal lands.

GAO was asked to look at (1) the status of renewable energy permitting on federal land, including time frames for processing permits applied for since EPAct 2005; (2) actions federal land management agencies have taken to facilitate renewable energy development on federal land, particularly since the passage of EPAct 2005; and (3) factors affecting renewable energy development on federal land. To conduct this work, GAO reviewed laws, regulations, and policies; interviewed agency and industry officials; and surveyed BLM staff responsible for processing applications for renewable energy permits on federal lands. GAO is not making any recommendations in this report. In commenting on a draft of this report, the Department of Agriculture concurred with its findings, while"

Available in PDF, EPUB and Kindle. Book excerpt: This report represents an initial activity of the Bureau of Land Management's (BLM) proposed National Energy Policy Implementation Plan: identify and evaluate renewable energy resources on federal lands and any limitations on accessing them. Ultimately, BLM will prioritize land-use planning activities to increase industry's development of renewable energy resources. These resources include solar, biomass, geothermal, water, and wind energy. To accomplish this, BLM and the Department of Energy's National Renewable Energy Laboratory (NREL) established a partnership to conduct an assessment of renewable energy resources on BLM lands in the western United States. The objective of this collaboration was to identify BLM planning units in the western states with the highest potential forprivate-sector development of renewable resources. The assessment resulted in the following findings: (1) 63 BLM planning units in nine western states have high potential for one or more renewable energy technologies; and (2) 20 BLM planning units in seven western states have high potential for power production from three or more renewable energy sources. This assessment report provides BLM withinformation needed to prioritize land-use planning activities on the basis of potential for the development of energy from renewable resources.
