Book excerpt: Five cycles of loading, elution, and regeneration were performed to remove technetium from a Hanford waste sample retrieved from Tank 241-AW-101 using SuperLig 639 resin. The waste sample was diluted to 4.95 M Na plus and then was processed to remove 137Cs through dual ion exchange columns each containing 15 mL of SuperLig 644. To remove 99Tc, the cesium decontaminated solution was processed downwards through two ion exchange columns, each containing 12 mL of SuperLig 639 resin. The columns, designated as lead and lag, each had an inside diameter of 1.45 cm and a height of 30 cm. The columns were loaded in series, but were eluted and then regenerated separately. The average technetium loading for the cycles was 250 BV at 10 percent breakthrough. There was no significant difference in the loading performances among the five cycles. The percent removal of 99Tc was greater than 99.94 percent and the average decontamination factor (DF) was approximately 1.7 x 103. Approximately 99 percent of the 99Tc loaded on the resin was eluted with less than 15 BV of de-ionized water at 65 degrees C.

Book excerpt: This report describes the initial work conducted at Pacific Northwest National Laboratory to study technetium (Tc) removal from Hanford tank waste supernates and Tc oxidation state in the supernates. Filtered supernate samples from four tanks were studied: a composite double shell slurry feed (DSSF) consisting of 70% from Tank AW-101, 20% from AP-106, and 10% from AP-102; and three complexant concentrate (CC) wastes (Tanks AN-107, SY-101, ANS SY-103) that are distinguished by having a high concentration of organic complexants. The work included batch contacts of these waste samples with Reillex[trademark]-HPQ (anion exchanger from Reilly Industries) and ABEC 5000 (a sorbent from Eichrom Industries), materials designed to effectively remove Tc as pertechnetate from tank wastes. A short study of Tc analysis methods was completed. A preliminary identification of the oxidation state of non-pertechnetate species in the supernates was made by analyzing the technetium x-ray absorption spectra of four CC waste samples. Molybdenum (Mo) and rhenium (Re) spiked test solutions and simulants were tested with electrospray ionization-mass spectrometry to evaluate the feasibility of the technique for identifying Tc species in waste samples.

The gases are generated and trapped in the non-convective waste layer near the bottom of the 23-m- (75-ft- ) diameter underground tank. Approximately every three months the pressure in the tank is relieved as the trapped gases are released through or around the surface crust into the tank dome. This process moves large amounts of liquid waste and crust material around in the tank. The moving waste displaced air lances and thermocouple assemblies (2-in. schedule-40 pipe) installed in four tank risers and permanently bent them to a maximum angle of 40 degrees. The bends were so severe that assemblies could not be removed from the tank using the originally designed hardware. Just after the tank releases the trapped gas, a 20-to-30-day work ''window'' opens.

The received sample (Envelope C) had been pretreated at the Savannah River Technology Center (SRTC) for removal of strontium and transuranic ions by precipitation and removal of cesium and technetium via ion exchange. The resulting pretreated Low Activity Waste (LAW) stream was the feed material for this evaporation test. The goals of this evaporation were to: (1) provide operating data -- including foaming and scaling tendencies -- for scale-up purposes, (2) obtain liquid and off-gas samples during steady-state operation for regulatory analysis, (3) conduct a ''final boildown'' after the steady-state operation to determine the solubility endpoint of the solution and the major precipitants, and (4) provide concentrated feed for a melter vitrification study to produce several kilograms of immobilized LAW glass product.

Technetium (Tc-99) is a major fission product from nuclear reactors, and because it has few applications outside of scientific research, most of the technetium will ultimately be disposed of as nuclear waste. The radioactive decay of Tc-99 to ruthenium 99 (Ru-99) produces a low energy?− particle (0.1 MeV max). However, due to its fairly long half-life (t12 = 2.13E05 years), Tc-99 is a major source of radiation in low-level waste (UCRL-JRNL-212334, Current Status of the Thermodynamic Data for Technetium and its Compounds and Aqueous Species). Technetium forms the soluble oxy anion, TcO4− under aerobic conditions. This anion is very mobile in groundwater and poses a health risk (ANL, Radiological and Chemical Fact Sheets to Support Health Risk Analyses for Contaminated Areas). It has been demonstrated that Purolite{reg_sign} A530E is highly effective in removing TcO4− from a water matrix (RPP-RPT-23199, The Removal of Technetium-99 from the Effluent Treatment Facility Basin 44 Waste Using Purolite A-530E, Reillex HPQ, and Sybron IONAC SR-7 Ion Exchange Resins). Purolite{reg_sign} A530E is the commercial product of the Oak Ridge National Laboratory's Biquat{trademark} resin (Gu, B. et. ai, Development of Novel Bifunctional Anion-Exchange Resins with Improved Selectivity for Pertechnetate Sorption from Contaminated Groundwater). Further work has demonstrated that technetium-loaded A530E achieves a leachability index in Cast Stone of 12.5 (ANSI/ASN-16.1-2003, Measurement of the Leachability of Solidified Low-Level Radioactive Wastes by a Short-term Test Procedure) as reported in RPP-RPT-39195, Assessment of Technetium Leachability in Cement-Stabilized Basin 43 Groundwater Brine. This effort falls under the technetium management initiative and will provide data for those who will make decisions on the handling and disposition of technetium. To that end, the objective of this effort was to challenge Purolite{reg_sign} A530E against a double-shell tank (DST) simulant (tank 241-AN-105 or AN-105) spiked with pertechnetate (TcO4−) to determine breakthrough of the lead column.

Book excerpt: Since 1942, chemical and radioactive waste have been stored in underground tanks at the Hanford Site. In March 1981 one of the double shell tanks, 241-SY-101 (called 101-SY), began venting large quantities of gas, primarily hydrogen and nitrous oxide. Because of the potential for explosion Westinghouse Hanford Company and the US Department of Energy realized the need for knowledge about the processes occurring in this tank that lead to generation of the gases. In June 1990, the Pacific Northwest Laboratory began assembling a Tank Waste Science Panel to develop a better understanding of the processes occurring the Tank 101-SY. This knowledge is necessary to provide a technically defensible basis for the safety analyses, which will allow the tank contents to be sampled, as well as for the future remediation of the tank and its contents. The Panel concluded that the data available on Tank 101-SY are insufficient to allow the critical chemical and physical processes giving rise to gas formation and release to be unambiguously identified. To provide the needed information the Panel recommends that Tank 101-SY by physically and chemically characterized as fully as possible and as expeditiously as safety considerations allow, and laboratory studies and modeling efforts be undertaken the chemical and physical processes involved in gas generation and release. Finally, the Panel recommends that no remediation steps be taken until there is a better understanding of the chemical and physical phenomena occurring in Tank 101-SY. Premature remediation steps may only serve to compound the problem. Furthermore, such steps may change the chemical and physical characteristics of the tank and prevent a true understanding of the phenomena involved. As a consequence, similar problems in other tanks on the site may not be adequately addressed. 17 refs., 3 figs., 1 tab.

Our prior work with Hanford waste has shown that a large portion of the technetium in some tanks is not pertechnetate (TcOd) and is not easily oxidized to it. This has serious repercussions for technetium partitioning schemes because they are designed to separate this chemical form. Rational attempts to oxidize these species to Tc04* for processing or to separate the non-pertechnetate species themselves would be facilitated by knowing the identity of these 5 complexes and understanding their fundamental chemistry. Tank characterization work has not yet identified any of the non-pertechnetate species. However, based on the types of ligands available and the redox conditions in the tank, a reasonable speculation can be made about the types of species that may be present. 3 Thus, this project was synthesizing relevant model complexes of Tc(III), Tc(IV), and Tc(V) that may form under tank waste conditions. The complexes were to be characterized and used as standards for characterizing the nonpertechnetate species in actual waste using instrumental techniques such as XAS and subsequent EXAFS and XANES analysis. We had hoped to study the redox chemistry of the technetium complexes so that more efficient and selective oxidative methods can be used to bring the tank non-pertechnetate species to TcOd for processing purposes. We were to study the ligand substitution chemistry of the synthesized complexes, which could be used to develop separation methods for non-pertechnetate species. Understanding the fundamental chemistry of these technetium complexes hopefully will enable technetium to be efficiently removed from the Hanford tank waste and help DOE to fulfill its remediation mission.
