Book excerpt: Chemical pretreatment of nuclear wastes refers to the sequence of separations processes used to partition such wastes into a small volume of high-level waste for deep geologic disposal and a larger volume of low-level waste for disposal in a near-surface facility. Pretreatment of nuclear wastes now stored at several U. S. Department of Energy sites ranges from simple solid-liquid separations to more complex chemical steps, such as dissolution of sludges and removal of selected radionuclides, e. g. , 90Sr, 99Tc, 137CS, and TRU (transuranium) elements. The driving force for development of chemical pretreatment processes for nuclear wastes is the economic advantage of waste minimization as reflected in lower costs for near-surface disposal compared to the high cost of disposing of wastes in a deep geologic repository. This latter theme is expertly and authoritatively discussed in the introductory paper by J. and L. Bell. Seven papers in this volume describe several separations processes developed or being developed to pretreat the large volume of nuclear wastes stored at the US DOE Hanford and Savannah River sites. These papers include descriptions of the type and amount of important nuclear wastes stored at the Hanford and Savannah River sites as well as presently envisioned strategies for their treatment and final disposal. A paper by Strachan et al. discusses chemical and radiolytic mechanisms for the formation and release of potentially explosive hydrogen gas in Tank 241-SY-101 at the Hanford site.

Book excerpt: The process is under development at Mound Laboratory to remove radioactive waste (principally plutonium-238) from process water prior to discharge of the water to the Miami river. The contaminated water, as normally received, is at a pH between 6 and 90. Under these conditions, plutonium in all its oxidation states is hydrolyzed; however, the level of the radioactive solids varies from about 50ppm down to about 50 ppb and the plutonium remains in a colloidal or subcolloidal condition. The permissible concentration for discharge to the river is about 50 parts per trillion. Pilot plant test show that 95-99% of the radioactive material is removed by adsorption on diatomaceous earth. The remainder is removed by passage through a bed of either dibasic or tribasic calcium phosphate. Ground phosphate rock is equally effective in removing the radioactive material if the flow rate is controlled to permit sufficient contact time. Parameters for optimizing the process are now under study. Future plans include application of the process to wastes from reactor fuels reprocessing.

The U.S. Congress asked the National Academies to evaluate the Department of Energy's (DOE's) plans for cleaning up defense-related radioactive wastes stored in underground tanks at three sites: the Hanford Site in Washington State, the Savannah River Site in South Carolina, and the Idaho National Laboratory. DOE plans to remove the waste from the tanks, separate out high-level radioactive waste to be shipped to an off-site geological repository, and dispose of the remaining lower-activity waste onsite. The report concludes that DOE's overall plan is workable, but some important challenges must be overcomeâ€"including the removal of residual waste from some tanks, especially at Hanford and Savannah River. The report recommends that DOE pursue a more risk-informed, consistent, participatory, and transparent for making decisions about how much waste to retrieve from tanks and how much to dispose of onsite. The report offers several other detailed recommendations to improve the technical soundness of DOE's tank cleanup plans.

Book excerpt: The analysis of process samples for radionuclide content is an important part of current procedures for material balance and accountancy in the different process streams of a recycling plant. The destructive sample analysis techniques currently available necessitate a significant amount of time. It is therefore desirable to develop new sample analysis procedures that allow for a quick turnaround time and increased sample throughput with a minimum of deviation between samples. In particular, new capabilities for rapid sample dissolution and radiochemical separation are required. Most of the radioanalytical techniques currently employed for sample analysis are based on manual laboratory procedures. Such procedures are time- and labor-intensive, and not well suited for situations in which a rapid sample analysis is required and/or large number of samples need to be analyzed. To address this issue we are currently investigating radiochemical separation methods based on extraction chromatography that have been specifically optimized for the analysis of process stream samples. The influence of potential interferences present in the process samples as well as mass loading, flow rate and resin performance is being studied. In addition, the potential to automate these procedures utilizing a robotic platform is evaluated. Initial studies have been carried out using the commercially available DGA resin. This resin shows an affinity for Am, Pu, U, and Th and is also exhibiting signs of a possible synergistic effects in the presence of iron.
