He mentions Atlantic City, Camden, Hoboken and Newark in particular. His Urban Development Corporation was the first of its kind in the nation. The Corporation's purose was twofold: to oversee and coordinate the already nurmerous existing federal and state programs in place to aid cities and to be a partner (that is a part-owner) in houses, stores, office buildings, factories, industrial parks, hotels, and civic and convention centers within the stat's urban areas. Camden, Newark, Trenton and Atlantic City were the first four zones in the state. Plainfield became the fifth urban enterprize zone. He concludes with his enthusiam for how much could be accomplished with a federal urban enterprise zone bill.
