Davis, Governor Kean wishes to honor the more than 11,000 minority business owners in New Jersey. He mentions Mr. James Felton of Ebon Services and Hazel Wright of Macro Systems Inc. by name. Governor Kean reminds his audience that New Jersey enacted a 'loss carry forward law' which gives small businesses an incentive to endure the first tough hears of operation, knowing they can keep their profits in the future. He continues that NJ has then set aside 15 % of state contracts for small business. He goes on to state that both the Offfice of Minority Business Enterprise and the Governor's Council on Minority Business Development provide loans or assistance to fledgling small businesses. Lastly, he speaks about NJ's Ubran Enterprize Zones which gave business a bottom line reason to move to the cities and to hire inner city residents. Among the statistics which the Governor quotes, he points out that he's proudest that employment for Blacks and other minorities had then grown by 19 %, calling it the best proof that minority New Jerseyans are finally beginning to realize the fruits of private enterprize. In closing, Governor Kean proclaimed that the month of October of 1985 would be "Minority Business Enterprize Month.'

Book excerpt: Governor Kean addresses the 'minority business community' and speaks about the mission of his Office of Minority Business Enterprise, which is to encourage strong commerce and economic development among New Jersey's minority populations. The civil rights movement spurred various means of government intervention in, among other things, minority business and entrepreneurial development. Historically, minorities have been marginalized by the U.S. political economy and faced a constellation of challenges in starting and growing enterprises - including access to funding and vital socio-economic networks. Minorities continue to constitute a percentage of business ownership grossly disproportionate to their share of the general population. Where minority ownership has existed, it has largely been relegated to small-business enterprises.

Book excerpt: Introduced by Mr. Earl Harris, Governor Kean speaks about the role that church leaders play in setting the political and moral agenda in the United States. He tells his audience that Black clergymen have led the way in promoting equality, opportunity and justice in New Jersey since the late 19th century. Governor Kean also mentions an affirmative action sensitivity plan for his administration and the creation of the Office of Minority Business Enterprise, the Governor's Council on Minority Business Development and the Corporation for Business Assistance. He further states that New Jersey's Urban Development Corporation was then the only one of its kind in the country. He believes that "economic growth is the flip side to social justice." Education, economic opportunity and political power translate into an equation which for Governor Kean is a key to realizing the potential of the Black community in New Jersey over the succeeding twenty years.

However, the fight for equality in our nation cannot be won without great effort and diligence. Governor Kean asked his listeners to take this time of remembrance as an opportunity, as leaders and as parents to recommit ourselves to the ideals of Dr. King and to pass his lessons on.

Available in PDF, EPUB and Kindle. Book excerpt: The Republican State Committee sent letters signed by Governor Kean to 12,000 business and professional leaders across the state, promising access to himself, his cabinet, Federal officials and legislators for a minimum annual gift of $1,000. Reciept of an invitation to become a member of the Governor's Club, a then, new organization exclusively for major party contributors was a great personal privilege and allowed members to play an important role in shaping both the future of the Republican Party and the state. The brochure (which accumpanied the letter) read in part: "Periodically, you will meet with the Governor to discuss matters of mutual interest and concern. And, at least once a year, you will be invited to private meetings with the Governor and nationally recognized public figures to explore issues affecting public policy at the state and Federal levels. You will be invited to a number of state meetings each year and will have the opportunity to meet informally with Cabinet officials and members of the Legislature for policy round-tables."Fraught with controversy, the Democratic-controlled Legislature passed a resolution demanding that the Governor dissolve the club. An unfortunate perception was that the Republicans were selling access to the administration. But access to the administration is not for sale and never will be. The State Banking Commissioner, Michael M. Horn, who was also chairman of the Executive Committee on Ethical Standards, asserted that a review by him had found nothing ''to lead me to believe that there have been any violations of the code of ethics'' on the Governor's Club. Mr. Joseph A. Sullivan, the state Republican finance chairman and one of the designers of the brochure that accompanies the letter, said the money raised by the club would pay for the purchase of the 187-year-old Emlen House on West State Street near the Capitol. The purchase price is $74,000 and the club will own the building. Its lone tenant will be the Republican State Committee.
