The ceremony ended seven years of planning by seven utilities that funded the project. The 15-billion-gallon reservoir, to be completed in 1988, will replenish water used from the Delaware River by 13 electric generating units, which produce about 7 million kilowatt hours of electricity. Govs. Dick Thornburgh of Pennsylvania, Mario Cuomo of New York and Mike Castle of Delaware were invited to the groundbreaking but were unable to attend, said Nancy Bishop of Pennsylvania Power & Light Co., one of the utilities funding the project. In 1983, Thornburgh, Cuomo, Kean, New York Mayor Edward Koch and then- Delaware Gov. Pierre duPont signed the Interstate Management Agreement, part of which includes the construction of the Merrill Creek reservoir. PP&L will pay $22 million for construction of the reservoir, which will be across from PP&L's Martins Creek plant. Other sponsors of the project are Philadelphia Electric Co.; Metropolitan Edison Co.; Atlantic Electric Co.; Delmarva Power & Light Co.; Jersey Central Power & Light Co. and Public Service Electric & Gas Co. The Delaware River Basin Commission ordered in 1976 that the utilities replace the water they take from the Delaware.
