Book excerpt: Political parties have long been recognized as essential institutions of democratic governance. Both the organization of parties, and their relationships with citizens, the state, and each other have evolved since the rise of liberal democracy in the 19th and early 20th centuries. Going into the 21st century, it appears that parties losing popular support, putting both parties, and potentially democracy, in peril. This book traces the evolution of parties from the model of the mass party, through the catch-all party model, to argue that by the late 20th century the principal governing parties and (and their allied smaller parties - collectively the political 'mainstream') were effectively forming a cartel, in which the form of competition might remain, and indeed even appear to intensify, while its substance was increasingly hollowed out. The spoils of office were increasingly shared rather than restricted to the temporary winners; contentious policy questions were kept off the political agenda, and competition shifted from large questions of policy to minor questions of managerial competence. To support this cartel, the internal arrangements of parties changed to privilege the party in public office over the party on the ground. The unintended consequence has been to stimulate the rise of extra-cartel challengers to these cozy arrangements in the form of anti-party-system parties and populist oppositions on the left, but especially on the right. The first part of the volume reviews theoretical motivations behind the growing disdain for the political party. In surveying the parties' lengthy attempt to gain legitimacy, particular attention is devoted to the cultural and political conditions which led to their emergence on the ground' and then to their political and theoretical acceptance as the sole master in the chain of delegation. The second part traces the evolution of the party's organization and public confidence against the backdrop of the transition from industrial to post-industrial societies. The book suggests that, in the post-war period, parties shifted from a golden age of organizational development and positive reception by public opinion towards a more difficult relationship with society as it moved into post industrialism. Parties were unable to master societal change and thus moved towards the state to recover resources they were no longer able to extract from their constituencies. Parties have become richer and more powerful thanks to their interpenetration into the state, but they have paid' for their pervasive presence in society and the state with a declining legitimacy. Even if some changes have been introduced recently in party organizations to counteract their decline, they seem to have become ineffective; even worse, they have dampened democratic standing inside and outside parties, favouring plebiscitary tendencies. The party today is caught in a dramatic contradiction. It has become a sort of Leviathan with clay feet: very powerful thanks to the resources it gets from the state and to its control of the societal and state spheres, but very weak in terms of legitimacy and confidence in the eyes of the mass public. However, it is argued that there is still no alternative to the party. Democracy is still inextricably linked to the party system.

Book excerpt: Political scientists are quite good at predicting ‘optimal’ policy positions that - under the given circumstances - allow parties to get maximal payoffs in terms of policy, office or votes. What we do not know is whether parties are actually able to take these positions or whether they are constrained to do so. This book attempts to narrow this gap. The major argument is that parties do not choose policy positions from scratch and that they cannot freely change their policy platforms. Rather, voters’ lacking perception of changing party platforms and intra-party factors constrain parties when shifting their policy positions. An empirical analysis of party policy shifts in ten Western European democracies shows that these constraints differ across parties and thus affect the parties’ position-taking differently. Considering this variation is important to derive more precise predictions for parties’ policy platforms and for our understanding of party behaviour in general.
