Le développement des relations industrielles au Québec et son ancrage actuel dans trois institutions universitaires témoignent de la capacité de cette discipline à évoluer avec son environnement économique et social. Les relations industrielles ont apporté une contribution marquante au développement du Québec en alimentant constamment la réflexion et la prise de décision des acteurs sur la nécessité de concilier les préoccupations sociales de justice et d'équité avec l'amélioration des performances économiques. Que ce soit dans l'un ou l'autre de ses domaines constitutifs (politiques publiques du travail et de l'emploi, relations du travail et gestion des ressources humaines), les relations industrielles représentent la discipline universitaire qui a le plus participé à la constitution du Québec dans le chantier du travail et de l'emploi. Le Département des relations industrielles de l'Université Laval s'est associé à l'Ecole de relations industrielles de l'Université de Montréal et au Département de relations industrielles de l'Université du Québec en Outaouais pour organiser le 65e congrès des relations industrielles. Les Actes de ce congrès, unique dans l'histoire des relations industrielles au Québec, s'adressent à toutes les personnes impliquées dans la pratique professionnelle ou dans les études, l'enseignement et la recherche en relations industrielles et dans les disciplines connexes. Les Actes du 65e congrès des relations industrielles portent sur les enjeux cruciaux dans le monde contemporain du travail et de l'emploi : qualité du travail et de l'emploi, gouvernance des entreprises, diversité de la main-d'oeuvre et représentation des salariés. D'abord introduits et analysés par des professeurs et chercheurs en relations industrielles, qui comptent parmi les meilleurs spécialistes sur les questions du travail et de l'emploi au Québec, ces enjeux sont ensuite illustrés par une douzaine de cas, présentés par les acteurs concernés, qui constituent autant de vignettes d'une très grande richesse pour une meilleure compréhension du Québec d'aujourd'hui. Les textes réunis dans cet ouvrage permettent également de comparer le Québec à d'autres modèles nationaux de relations industrielles par l'intermédiaire de contributions portant sur deux situations tout à fait contrastées, soit les Etats-Unis et les Pays d'Europe du Nord (Danemark, Finlande, Norvège et Suède). Grâce aux contributions des participants à une table ronde sur les enjeux de la profession, les Actes du 65e congrès des relations industrielles jettent enfin un regard prospectif sur la pratique professionnelle, l'identité et les responsabilités sociales des praticiens des relations industrielles au Québec. Book excerpt: In this study of the intellectual origins of Quebec's Quiet Revolution of the 1960s, Michael Behiels has provided the most comprehensive account to date of the two competing ideological movements which emerged after World War II to challenge the tenets of traditional French-Canadian nationalism. The neo-nationalists were a group of young intellectuals and journalists, centered upon Le Devoir and L'Action nationale in Montreal, who set out to reformulate Quebec nationalism in terms of a modern, secular, urban-industrial society which would be fully "master in its own house." An equally dedicated group of French Canadians of liberal or social democratic persuasion was based upon the periodical Cité libre -one of whose editors was Pierre Trudeau - and had links with organized labour. Citélibristes sought to remove what they considered to be the major obstacles to the creation of a modern francophone society: the all-pervasive influence of clericalism inherent in the Catholic church's control of education and the social services, and the persistence among Quebec's intelligentsia of an outmoded nationalism which advocated the preservation of a rural and elitist society and neglected the development of the individual and the pursuit of social equality. Behiels delineates the divergent "societal models" proposed by the two movements by focusing upon such themes as the critique of traditional nationalism; the roles of church, state, and labour; the response to the "new federalism"; the reform of education; and the search for a third party. He shows how the rivals combined to help bring down an anachronistic Union Nationale government in June 1960. In one form or another, he concludes, Cité libre liberalism and neo-nationalism have remained at the heart of the political and ideological debate that has continued in Quebec since the Duplessis era.
