To begin with, the hasty generalizations that often liebehind the cynicism—and ultimately the violence—of ethnocentrism and xe- phobia are still being aired today and still need to be fought, even in “unified and advanced” regions of the world like Europe and the United States. The historical and social sciences disciplines need to be solicited constantly in this combat, even though they themselves are terrains of controversy and contestation. I personally have not lost faith in their “progressive” potential and character. Second, my belief is that only through this process of appeal to these disciplines and their findings can we resist a dangerous contemporary slide into simplisticand sensation- ist pictures of the world—viewpoints often associated with an implicit assumption that social and economic change are linear processes, so- how unfolding according to the same neat “logic” wherever they are at work.

French trade unions seemed due for a golden age of growth and importance. Today, however, trade unions are weaker in France than in any other advanced capitalist country. How did such exceptional militancy give way to equally remarkable quiescence? To answer this question, Chris Howell examines the reform projects of successive French governments toward trade unions and industrial relations during the postwar era, focusing in particular on the efforts of post-1968 conservative and socialist governments. Howell explains the genesis and fate of these reform efforts by analyzing constraints imposed on the French state by changing economic circumstances and by the organizational weakness of labor. His approach, which links economic, political, and institutional analysis, is broadly that of Regulation Theory. His explicitly comparative goal is to develop a framework for understanding the challenges facing labor movements throughout the advanced capitalist world in light of the exhaustion of the postwar pattern of economic growth, the weakening of the nation-state as an economic actor, and accelerating economic integration, particularly in Europe.

The much-proclaimed withering away of the strike in the 1950s was quickly overturned by the resurgence of class conflict in the late 1960s and 1970s. The period since then has been characterized as one of labor quiescence. Commentators again predict the strikes demise, at least in the former heartlands of capitalism.Patterns of employment are constantly changing and strike activity reflects this. The continuing decline of manufacturing in mature industrialized economies is of major importance here (though the global relocation of manufacturing may lead to some relocation of strikes). Simultaneously, we see the growth of disputes in the service sector (the tertiarization of strikes). This is evident particularly in public services, including health care, social care and education, and is accompanied by a feminization of strikes, given the prevalence of women working there. This unique study draws on the experience of fifteen countries around the world: South Africa, Argentina, Canada, Mexico, United States, Korea, Australia, New Zealand, Belgium, Denmark, France, Germany, the Netherlands, Sweden and the United Kingdom. Works councils—institutionalized bodies for representative communication between an employer and employees in a single workplace—are rare in the Anglo-American world, but are well-established in other industrialized countries. The contributors to this volume survey the history, structure, and functions of works councils in the Netherlands, Germany, France, Spain, Sweden, Italy, Poland, Canada, and the United States. Special attention is paid to the relations between works councils and unions and collective bargaining, works councils and management, and the role and interest of governments in works councils. On the basis of extensive comparative data from other Western countries, the book demonstrates powerfully that well-designed works councils may be more effective than labor unions at solving management-labor problems.
