This book addresses both of these deficiencies by comparing the use of agreements in six federations (Australia, Canada, Germany, South Africa, Switzerland and the United States) and considering why certain federations form more agreements than others. Parker analyzes the data using an institutional framework that considers the effects of seven variables, including the constitutional division of powers, the system of intergovernmental transfers, the size of the welfare state and the nature of governing institutions. Conventional, western histories of the discipline point to 1919 as the year of the ‘birth of the discipline’ with two seminal initiatives – setting up of the first Chair of IR at Aberystwyth and the founding of the Institute of International Relations on the side-lines of the Paris Peace Conference. From these events, International Relations is argued to have been established as a path to create peace in the post-War era and facilitated through a scientific study of international affairs. International Relations was therefore, both a field of study and knowledge production and a plan of action. This pathbreaking book challenges these claims by presenting an alternative narrative of International Relations. In this book, we make three interconnected arguments. First, we argue that the natal moment in the founding of IR is not World War I – as is generally believed – but the Anglo Boer War. Second, we argue that the ideas, methods and institutions that led to the making of IR were first thrashed out in South Africa – in Johannesburg, in fact. Finally, this South African genealogy of IR, we show in the book, allows us to properly investigate the emergence of academic IR at the interstices of race, Empire and science.

Book excerpt: In 1898, Spanish spies based in Montreal, Halifax, and Victoria monitored the United States war effort against their homeland, while U.S. counter-intelligence officials watched the Spaniards. Neither the Americans nor the Spaniards sought Canadian permission for these activities. Britain’s enemies (and often America’s enemies) have also been Canada’s enemies. Without the heroic counter-intelligence of the mysterious Agent X, Irish Americans at the turn of the century might have blasted British Columbia’s legislature and the Esquimalt naval base the way they blasted the Welland Canal. During World War I, counter-intelligence failed to stop German agents who bombed the Windsor-Walkerville area as well as the CPR bridge on the Maine-New Brunswick border. Meanwhile, Canadian security officials ran around in a state of frantic frustration because of German "conspiracies" along the Ontario-New York State border imagined by Sir Courtney bennett, British consul-general in New york City. After the war, American moles in a Latvian post office monitored mail between Canadian Communists and Moscow. In the thirties, a Finnish-Canadian clergyman spied on Sudbury’s Red Finns for the United States consultate inNorth Bay, and Hitler’s consuls maintained surveillance of Canadian politicians and German dissidents in Canada. During World War II, Canadian authorities intercepted the mail of envoys from Vichy-France, suspected of spying for Germany, and from Franco’s Spain, suspected of spying for Japan. In the 1960s, the CIA not only observed Cubans in Canada, but also watched the situation in Quebec and used a Canadian diplomat to collect information on North Vietnam. Some of this history has merged from previously ignored and newly declassified documents from European, American, and Canadian archives. These newly revealed details show that Canada is an interesting place, both for what Canadians do elsewhere and for what foreigners do in Canada. Also, once readers have seen the kinds of activities in which friends engage, they may be less surprised at what enemies have done.

They have traditionally been viewed as repositories of information and wisdom, and are critical pillars of the community but as the HIV/AIDS pandemic destroys family systems, the elderly increasingly have to deal with the loss of their own support while absorbing the additional responsibilities of caring for their orphaned grandchildren. Aging in Sub-Saharan Africa explores ways to promote U.S. research interests and to augment the sub-Saharan governments' capacity to address the many challenges posed by population aging. Five major themes are explored in the book such as the need for a basic definition of "older person," the need for national governments to invest more in basic research and the coordination of data collection across countries, and the need for improved dialogue between local researchers and policy makers. This book makes three major recommendations: 1) the development of a research agenda 2) enhancing research opportunity and implementation and 3) the translation of research findings.

Book excerpt: The authors examine the key events of the Department's involvement: Prime Minister Trudeau's quarrel with the International Olympic Committee (IOC) over the conditions under which Taiwan could compete in the 1976 Montreal Olympics; the Canadian government's successful efforts to avoid a boycott of the 1978 Edmonton Commonwealth Games by black African nations; government acquiescence to demands from the United States that Canada support its boycott of the 1980 Moscow Olympics; government use of sport in the 1980s to maintain a leadership role within the Commonwealth in the fight against apartheid in South Africa; and government motives in announcing in October 1987 that sport would be used more frequently to further wider foreign policy objectives. The authors also consider the consequences of the federal government's February 1992 decision to close the international sports relations section in External Affairs and subsume its functions under the corresponding unit in Fitness and Amateur Sport. Grounding this study in transnational relations theory, the authors argue that sport and international relations can no longer be understood only in terms of traditional, "realist" theories of international politics. Placing recent developments in sport in the context of broader trends in international politics, they offer observations and speculations about the future role of international sport and, in particular, the IOC in the new world of interdependence.
