As global urbanization continues to increase, the contemporary threat environment makes operations in cities impossible to avoid. The past decade has demonstrated through the American experiences in Mogadishu and Russian experiences in Grozny, less capable forces will attempt to use urban terrain asymmetrically to even the balance of power against technologically superior military forces. While we have always had a serious requirement to conduct urban operations, the very nature of the cold war, which was successful by its deterrence, prevented us from ever having to face the reality of fighting such urban engagements. In the post-cold war era, the U.S. Army is forced to face the realities of fighting in the urban environment. It is not enough to speak of preparing for “future urban operations”; the future is here today and the Army must be prepared to engage in urban operations even as it moves towards the objective force. Being prepared means having solid doctrine, realistic training programs and facilities, and appropriate equipment to ensure success on the urban battlefield when the time comes to fight there.

Book excerpt: This thesis traces the development of urban operations from World War II to the present to examine the evolution of doctrine, training, organization, and equipment. Four specific operations/battles are examined, including Stalingrad in World War II on the eastern front, Belfast in Northern Ireland from 1968 to the present, Beirut in Lebanon in 1982, and an illustrative future model in Seoul in Korea in 2012. The historical examples are compared to the U.S. scenario in Seoul, Korea, in 2012 to determine similarities and differences. Future lessons learned are extrapolated from these similarities and differences. The study concludes that the U.S. Army has weaknesses in doctrine, training, organization, and equipment in war and military operations other than war at the tactical and operational levels. This study recommends an updated, integrated doctrine, a training facility and training plans at the unit level, a more flexible organization, and procurement of new equipment.

It is unlikely that Armyforces will ever operate in a benign urban environment; therefore, Chapter 3 discusses the varied nature of potential urban threats. Chapter 4 describes the effects of the urban environment on warfighting functions and tactics. An understanding of the complexities of the urban environment, the nature of the enemy as an adaptive,learning opponent, and the effects of the environment on warfighting capabilities and skills is essential to sound decision making. Chapters 5 and 6 discuss the potential costs of urban operations and risk reduction measures that the commander and his staff must consider early in their planning. These chapters also outline an urban operational framework and specific urban considerations that create the foundations necessary for successfully applying operational doctrine to an urban environment.The second part of the manual (Chapters 7 - 10) discusses how urban operations are conducted and resourced. Urban operations include major offensive and defensive operations in urban environments as well as stability or civil support operations ranging from peace operations and counterterrorism to disaster relief and humanitarian assistance. For the different types of operations-offense, defense, and stability or civil support-the purpose, characteristics, organization, and considerations are discussed. However, commanders consider that most urban operations will normally involve the simultaneous execution of offense and defense with stability or civil support (although proportional emphasis will shift over time) and plan accordingly.

It has six mutually reinforcing, largely simultaneous components: intelligence, surveillance, and reconnaissance enhancements; denial of access; nodal operations; noncombatant control; selective dominance; and post-conflict sustainment. Although the analysis largely focuses on combat operations, these elements are also applicable to serving objectives inherent during stability and support missions, whether these are part of a larger combat contingency or themselves dominate actions in the theater of operations. The period considered is 2000-2025. There is continuity inherent in the analysis. It is recognized that reaching the desired end state of a much improved way of conducting urban operations demands somewhat consistent fiscal policies, technological development, and leader support over that span of years.

The first challenge is to dominate military operations across the spectrum of conflict in complex urban environments against varying adversaries. The second challenge is to define requirements for a joint operational concept that integrates service tactical capabilities and competencies into a fully interoperable joint force. The challenge of urban warfare currently focuses on a complex, close, ground maneuver tactical fight. The joint operational concept challenge orients on how to integrate long range precision fires with Service tactical capabilities to create a fully interoperable joint force. Current joint operational concepts rely heavily on information for control and surveillance to develop intelligence and employ precision fires while minimizing ground maneuver. The current approaches to solving these challenges pose divergent operational concepts. Service focus at the tactical fringe of the urban challenge with no consensus on a joint operational concept risks dramatically different evolutionary solutions that intensify the chasm between precision fires and ground maneuver. The potential success in combining and solving these challenges can have even larger affects on full spectrum dominance for JV 2020.
