El Reglamento garantiza el derecho de los ciudadanos a acceder a las diferentes ofertas de nuevos servicios de telecomunicaciones, eliminando los obstáculos que les impidan poder contratar libremente los servicios de telecomunicaciones que deseen, así como garantizar una competencia efectiva entre los operadores. En resumen, con el Real Decreto 346/2011, de 11 de marzo, se establece la legislación actual que todo proyectista o instalador debe conocer para realizar normativamente las instalaciones de las infraestructuras comunes de telecomunicaciones en los edificios.
