Data are presented on arms production by country for three points in time (1969, 1970, 1980) on four types (and sub-types) of weapons: aircraft, armored vehicles, missiles, and naval vessels. The major increase in weapons production came during the 1970s--15 developing countries produced arms in 1960, 18 in 1970, and 28 in 1980. Non-economic motivations to produce weapons are hypothesized to include external and internal security threats, vulnerability to manipulation by exporters, insecure military security relationships, and national pride, economic goals, import substitution, export potential, and technological stimulation of other sectors. But were these military sales, so critical in their impact on Third World nations and on America’s perception of its global role, achieving the ends and benefits attributed to them by U.S. policymakers? In American Arms Supermarket, Michael T. Klare responds to this troubling, still-timely question with a resounding no, showing how a steady growth in arms sales places global security and stability in jeopardy. Tracing U.S. policies, practices, and experiences in military sales to the Third World from the 1950s to the 1980s, Klare explains how the formation of U.S. foreign policy did not keep pace with its escalating arms sales—how, instead, U.S. arms exports proved to be an unreliable instrument of policy, often producing results that diminished rather than enhanced fundamental American interests. Klare carefully considers the whole spectrum of contemporary American arms policy, focusing on the political economy of military sales, the evolution of U.S. arms export policy from John F. Kennedy to Ronald Reagan, and the institutional framework for arms export decision making. Actual case studies of U.S. arms sales to Latin America, Iran, and the Middle East provide useful data in assessing the effectiveness of arms transfer programs in meeting U.S. foreign policy objectives. The author also rigorously examines trouble spots in arms policy: the transfer of arms-making technology to Third World arms producers, the relationship between arms transfers and human rights, and the enforcement of arms embargoes on South Africa, Chile, and other “pariah” regimes. Klare also compares the U.S. record on arms transfers to the experiences of other major arms suppliers: the Soviet Union and the “big four” European nations—France, Britain, the former West Germany, and Italy. Concluding with a reasoned, carefully drawn proposal for an alternative arms export policy, Klare vividly demonstrates the need for cautious, restrained, and sensitive policy.

In the shrinking arms market of the post-Cold War era, countries with advanced arms industries face difficult choices concerning force size, arms production, arms export, and defense industrial capacity. This book explores the links among these issues through a detailed study of the combat aircraft industries in the United States, Russia, Britain, France, Germany, Italy, and Sweden--the seven countries that develop, produce, and export all of the world's technologically advanced weapon systems. The studies show how military strategy, planned forces, and the age of systems in the current inventory affect the domestic demand for new production; how the recent drop in domestic demand affects arms industries; and the extent to which governments and firms in the arms-producing nations are turning to exports to sustain the industries. Stunning changes in Russia's combat aircraft forces, industry, and strategy are detailed here for the first time, as are expected future Russian combat aircraft exports to China. Newly compiled data also show that in the United States and Russia and globally, arms production for export will exceed production for domestic use for the first time in history, starting in 1995. Arms production is thus increasingly dominated by commercial rather than security interests. Ultimately at issue is whether governments will exploit the opportunity offered by the dramatic post-Cold War contraction of the world arms market to reduce their armed forces and constrain international arms trade while shrinking the arms industry--or keep pushing arms exports that generate new threats and justify larger armed forces, more arms production, and bigger arms industries.
