The in-depth analysis of progress made against Sustainable Development Goal 2 Target 2.1 (to end hunger and ensure access to food by all) and Target 2.2 (to end all forms of malnutrition), as well as the state of micronutrient deficiencies, is complemented by a review of recent policy measures taken to address food security and nutrition in all its dimensions. The Europe and Central Asia (ECA) region encompasses great economic, social and environmental diversity, and its countries are facing various food security and nutrition challenges. While they have made significant progress in reducing the prevalence of undernourishment over the past two decades, new evidence shows a stagnation of this trend, particularly in Central Asia. Malnutrition in one or more of its three main forms – undernutrition, micronutrient deficiencies, and overweight and obesity – is present to varying degrees in all countries of the region. Often, all three forms coexist, creating what is called the “triple burden of malnutrition.” Overweight among children and obesity among adults continue to rise – with now almost one-fourth of the region’s adults obese – and constitute a significant concern for future health and well-being and related costs. While poverty levels in most ECA countries have been declining in recent years, poverty coupled with inequality has led to increased vulnerability of disadvantaged groups and populations in rural and remote areas of low- and lower-middle-income countries. New analysis shows that adult women have a higher prevalence of severe food insecurity than men in some areas, pointing to gender inequalities that are reflected in access to food. Addressing gender and other inequalities is key to achieving the Sustainable Development Goals and heeding the call to “leave no one behind.” The publication’s focus this year is on migration, gender and youth and the linkages with rural development and food security in Europe and Central Asia. Migration is linked in multiple ways to gender, youth, and agricultural and rural development – both as a driver and possible source of development opportunities, with labour migration and remittances playing significant roles in the region. Changing migration processes need to be fully understood to better address the challenges of migration and harness the potential benefits for sustainable development and revitalized rural areas. Governments, public and private institutions, communities and other concerned parties must strengthen collaboration and scale up efforts towards achieving the goals of a thriving, healthy and food-secure region.

Book excerpt: This report consists of two main sections: 1) a situation analysis of Sustainable Development Goal 2 Target 2.1 (to end hunger and ensure access to food by all) and Target 2.2 (to end all forms of malnutrition) and analyses of the diets of children and of current food consumption patterns relative to dietary guidelines; and 2) a special look at the cost and affordability of healthy diets in Europe and Central Asia. The new estimates confirm that the prevalence of hunger at chronic or severe levels is relatively low in the ECA region. However, the prevalence of food insecurity at moderate or severe levels can be quite high. The ongoing COVID-19 pandemic continues to add people to the ranks of the food insecure. The ECA region is making progress overall in reducing malnutrition, but it is not on track regarding childhood overweight, adult obesity, anaemia and exclusive breastfeeding. Healthy diets protect against the effects of malnutrition, in all its forms, and promote better health.This report shows that healthy diets cost, on average, five times more than diets that meet only dietary energy needs, making them unaffordable for many people throughout the region. To increase the affordability of healthy diets, the costs of nutritious foods must be lowered. This report also shows that hidden costs are much lower with healthy diets than with current consumption patterns, meaning that adopting healthy diet alternatives could lead to large cost savings.

The number of hungry people on the continent has risen by 47.9 million since 2014 and now stands at 250.3 million, or nearly one-fifth of the population. The 2017, 2018 and 2019 editions of this report explain that this gradual deterioration of food security was due to conflict, weather extremes, and economic slowdowns and downturns, often overlapping. A continued worsening of food security is expected also for 2020 as a result of the COVID-19 pandemic. In addition to hunger, across all countries in Africa millions of people suffer from widespread micronutrient deficiencies, and overweight and obesity are emerging as significant health concerns in many countries. This report shows that the food system in Africa does not provide food at a cost that makes nutritious food affordable to a majority of the population, and this is reflected in the high disease burden associated with maternal and child malnutrition, high body-mass, micronutrient deficiencies and dietary risk factors. The report also shows that current food consumption patterns impose high health and environmental costs, which are not reflected in food prices. The findings presented in this report highlight the importance of prioritizing the transformation of food systems to ensure access to affordable and healthy diets for all, produced in a sustainable manner.

Updated estimates shows that the food security situation on the region continues to worsen since 2011 -2013. For, the Near East and North Africa, 11% of the region’s population – 50.2 million people – are undernourished. The findings of the report showed that the failure to reduce hunger in the area is closely associated with the increase in conflict and violence in several parts of the region, as also highlighted in last year’s edition. While the prevalence of undernourishment has risen from 23 to 26 percent in conflict countries since 2011-13, it has remained stable at about 5 percent in non-conflict countries. This year’s report goes further to explore the relationship between food insecurity, economic growth and rural transformation. It demonstrates that economic growth in the Near East and North Africa region has been slow compared to other regions, and suggests that rural transformation can improve growth rates and generate decent employment through strengthening rural-urban linkages, improving agricultural productivity, and expanding the rural non-farm economy.

LDCs and conflict-affected countries suffer from even more severe hunger and malnutrition, including child stunting, wasting, and women’s anaemia. The report also provides the first assessment of the cost and affordability of a healthy diet since the outbreak of the COVID-19 pandemic, which shows a growing trend in the price of nutritious diets in recent years and that more than half the Arab population cannot afford a healthy diet. The Ukraine crisis, which has triggered food shortages and increased food price inflation, further adds to the burden on the region. This year, the report focuses on how trade can enable regional food security and nutrition. Arab countries rely significantly on imports for the essential food items necessary for diverse and healthy diets that they cannot locally produce in sufficient quantities due to limited natural resource endowments. It discusses the role of trade and trade facilitation as essential enablers of all four dimensions of food security and nutrition. It also underlines how tariffs and non-tariff measures influence the economic access to food in the area. On the other hand, countries that depend on trade may become more exposed to outside shocks, as the pandemic and the Ukraine crisis have highlighted. The report assesses Arab countries’ vulnerabilities, such as import dependency and lack of supplier diversification. To reduce the exposure to such external shocks, international trade must be carefully managed, sources of imports should be diversified, and international trade relations must be expanded to include new partners and markets. The report concludes with further policy recommendations that aim for the better integration of trade into food security and nutrition policies in the region.

Book excerpt: The 2020 report on the State of Food Security and Nutrition in the Asia and Pacific region, provides an update on progress towards the 2030 targets (SDGs and WHA) at the regional and country level. Selected indicators look at undernourishment, food insecurity, childhood stunting, wasting and overweight, adult overweight, child minimum acceptable diet, exclusive and continued breastfeeding, and anaemia in women and children. While the region continues to work towards ending all forms of malnutrition and achieving Zero Hunger, progress on food security and nutrition has slowed, and the Asia and Pacific region is not on track to achieving 2030 targets. About 350.6 million people in the Asia and Pacific region are estimated to have been undernourished in 2019, about 51 percent of the global total. An estimated 74.5 million children under five years of age were stunted and a total of 31.5 million were wasted in the Asia and Pacific region. The majority of these children in the region live in Southern Asia with 55.9 million stunted and 25.2 million wasted children. Estimates predict a 14.3 percent increase in the prevalence of moderate or severe wasting among children under 5 years of age, equal to an additional 6.7 million children, due to the COVID-19 pandemic. With basic food prices and disposable incomes influencing household decisions on food and dietary intake, they are critical to improve food security and nutrition in the region. However, in the Asia and Pacific region, 1.9 billion people are unable to afford a healthy diet, driven by high prices of fruits, vegetables and dairy products, making it impossible for the poor to achieve healthy diets.In Part 2, the 2020 report promotes a systems approach to healthy maternal and child diets, involving and coordinating institutions and actors in the Food, Water and Sanitation, Health, Social Protection and Education systems, to collectively create the enabling environment for healthy diets. Integration of healthy diets and nutrition-focused Social Behavior Change Communication (SBCC) mainstreamed throughout these systems will lead to greater uptake and sustainability of healthy behaviours and caregiver’s knowledge.
