Book excerpt: The authors examine regional cooperation among neighboring countries in the area of regional public goods. These public goods include water basins (such as lakes, rivers, and underground water), infrastructure (such as roads, railways, and dams), energy, and the environment. Their analysis focuses on developing countries and the potentially beneficial role that international organizations and regional integration may play in bringing the relevant countries to a cooperative equilibrium. A major problem in reaching a cooperative solution is likely to be the lack of trust. If neighboring countries do not trust each other because of past problems, they may fail to reach a cooperative solution as each tries to maximize its gain from the regional public good. These strategies typically do not account for spillover effects and ultimately leads to losses for all parties. Other constraints on reaching a cooperative solution are its complexity and the financial requirements. Two types of institutions may help resolve some or all of these problems. International organizations can help with trust, expertise, and financing. The United Nations and the World Bank have been involved in a number of such projects in Africa, Asia, and elsewhere, and have been successful in helping parties reach cooperative solutions. Regional integration agreements, though not necessary for regional cooperation, may also be helpful by embedding the negotiations on regional cooperation in a broader institutional framework. The authors examine these issues with the support of both analysis and a number of case studies.

It would be valuable to assess the differing nature of the staging posts along this road: the First World Climate Conference in 1979, which was a meeting of scientists talking to scientists; the Villach Assessment of 1985, which was a meeting of scientists whose report was given attention by the policy advisers of a number of governments; the Second World Climate Conference of 1990, which consisted of a scientific meeting followed by a Ministerial Meeting; and the United Nations Framework Convention on Climate Change of 1992 signed by 158 countries at the UN Conference on Environment and Development in June 1992. The present publication is a welcome contribution of the followup to UNCED. By focusing on a specific problem, it avoids the pitfall of undue generalization and provides the basis for fruitful discussion between natural scientists, social scientists, and policymakers. To choose as the area of concentration a particular scale also helped to produce meaningful discussion likely to lead to action.

Book excerpt: Master's Thesis from the year 2018 in the subject Politics - International Politics - Topic: Peace and Conflict Studies, Security, grade: A, Cranfield University (Defence and Security), course: Security Sector Management, language: English, abstract: The conflict in South Sudan manifested on the 15 December 2013 and the regional organization IGAD moved quickly to manage it by establishing several structures that included the Cessation of Hostilities agreement and the Status of Detainees Agreement. However, the process of negotiating enduring peace and security in the country have proven elusive. Despite concerted efforts by IGAD, AU and even the UN, peace has remained elusive for the people of South Sudan. This research employs the neoliberal institutionalism theory to try and explain the reasons for this failure. It identifies weaknesses that range from conflicting interests of the IGAD member states, to egotistical competitions among the negotiators and lack of understanding of the problem. The attempt to recalibrate the new security problems in the manner of the comprehensive Peace Agreement that brought an end to the Sudan war, can be seen as a failure to appreciate the new conflict dynamics that drive the ethnic war currently ongoing in South Sudan. Moreover IGAD has had a checkered history in peace and security and although it was hoping to use this experience in South Sudan, it failed to evaluate and resolve the South Sudan on its own merit. Thus in conclusion, we find that no conflicts are alike and any attempt to use a template will most likely fail.
