The Dynamics of Nationalist Movements in Catalonia and the Basque Country offers an exploration of the dynamics behind contemporary shifts in the orientation of nationalist parties and movements with reference to Catalonia and the Basque country in Spain. The chapters were originally papers presented at a workshop held at the Barcelona Centre for International Affairs (CIDOB) in September 2014 as part of a research project on ‘The Dynamics of Nationalist Evolution in Contemporary Spain’, whose purpose was to gain a better understanding of why regionally-based nationalist movements have experienced shifting relationships with the Spanish state over time, in some periods appearing content with accommodation between central and regional government and at other times pushing to go beyond autonomist demands to seek sovereignty or even attain full independence. The volume is one of the first to focus comparatively on the rise of pro-sovereignty politics in mainstream nationalist parties, whose evolution has also featured more traditional impulses towards territorial accommodation within the wider state. Using the exceptionally rich laboratory provided by Spain, the book explores the dynamics behind shifts in the orientation of nationalist parties and movements once they have established themselves as electorally successful at regional level. Dimensions to the analysis include: the interaction of nationalist parties with central government; pressures from their support bases; competition between parties within the home region; and international influences. This title is innovative in bringing together experts with a range of disciplinary approaches: primarily political scientists but also historians and scholars located at the cusp between social sciences and humanities.

Book excerpt: From its earliest appearance in the mid-1600s, the lyric theater form of zarzuela captivated Spanish audiences with its witty writing and lively musical scores. Clinton D. Young’s Music Theater and Popular Nationalism in Spain, 1880–1930 persuasively links zarzuela’s celebration of Spanish history and culture to the development of concepts of nationalism and national identity at the dawn of the twentieth century. As a weak Spanish government focused its energy on preventing a recurrence of mid-nineteenth-century political upheavals, the project of articulating a national identity occurred at the popular level, particularly in cultural venues such as the theater. Zarzuela suited this aim well, depicting the lives of everyday citizens amid the rapidly changing norms brought about by industrialization and urbanization. It also integrated regional differences into a unified vision of Spanish national identity: a zarzuela performance set in Madrid could incorporate forms of music and folk dancing native to areas of the country as far distant as Andalucía and Catalonia. A true “music of the people” (música popular), zarzuela offered its audiences an image of what a more modern Spain might look like. Zarzuela alone could not create a unified concept of Spanish identity, particularly with competition from new forms of mass culture and the rise of the Primo de Rivera dictatorship in the 1920s. Yet, as this riveting study shows, it made an indelible contribution to popular culture and nationalism. Young’s history brings to life the stories, songs, and evolving contexts of a uniquely Spanish art form.

This book traces the emergence and evolution of an initial collective identity within the Iberian Peninsula from the Middle Ages to the end of the ancien regime based on the Catholic religion, loyalty to the Crown and Empire. Acts of translation entailed technics from which issued the promise of nationhood. Such a promise consisted of revising the heterogeneous and violent origins of the nation by mediating one’s encounter with things foreign while preserving their strangeness. Rafael examines the workings of the foreign in the Filipinos’ fascination with Castilian, the language of the Spanish colonizers. In Castilian, Filipino nationalists saw the possibility of arriving at a lingua franca with which to overcome linguistic, regional, and class differences. Yet they were also keenly aware of the social limits and political hazards of this linguistic fantasy. Through close readings of nationalist newspapers and novels, the vernacular theater, and accounts of the 1896 anticolonial revolution, Rafael traces the deep ambivalence with which elite nationalists and lower-class Filipinos alike regarded Castilian. The widespread belief in the potency of Castilian meant that colonial subjects came in contact with a recurring foreignness within their own language and society. Rafael shows how they sought to tap into this uncanny power, seeing in it both the promise of nationhood and a menace to its realization. Tracing the genesis of this promise and the ramifications of its betrayal, Rafael sheds light on the paradox of nationhood arising from the possibilities and risks of translation. By repeatedly opening borders to the arrival of something other and new, translation compels the nation to host foreign presences to which it invariably finds itself held hostage. While this condition is perhaps common to other nations, Rafael shows how its unfolding in the Philippine colony would come to be claimed by Filipinos, as would the names of the dead and their ghostly emanations.

Book excerpt: Spain is a notable exception to the implicit rules of late twentieth-century democratization: after the death of General Francisco Franco in 1975, the recovering nation began to consolidate democracy without enacting any of the mechanisms promoted by the international transitional justice movement. There were no political trials, no truth and reconciliation commissions, no formal attributions of blame, and no apologies. Instead, Spain's national parties negotiated the Pact of Forgetting, an agreement intended to place the bloody Spanish Civil War and the authoritarian excesses of the Franco dictatorship firmly in the past, not to be revisited even in conversation. Formalized by an amnesty law in 1977, this agreement defies the conventional wisdom that considers retribution and reconciliation vital to rebuilding a stable nation. Although not without its dark side, such as the silence imposed upon the victims of the Civil War and the dictatorship, the Pact of Forgetting allowed for the peaceful emergence of a democratic state, one with remarkable political stability and even a reputation as a trailblazer for the national rights and protections of minority groups. Omar G. Encarnación examines the factors in Spanish political history that made the Pact of Forgetting possible, tracing the challenges and consequences of sustaining the agreement until its dramatic reversal with the 2007 Law of Historical Memory. The combined forces of a collective will to avoid revisiting the traumas of a difficult and painful past and the reliance on the reformed political institutions of the old regime to anchor the democratic transition created a climate conducive to forgetting. At the same time, the political movement to forget encouraged the embrace of a new national identity as a modern and democratic European state. Demonstrating the surprising compatibility of forgetting and democracy, Democratization Without Justice in Spain offers a crucial counterexample to the transitional justice movement. The refusal to confront and redress the past did not inhibit the rise of a successful democracy in Spain; on the contrary, by leaving the past behind, Spain chose not to repeat it.
