Book excerpt: Regional Missile Defense from a Global Perspective explains the origins, evolution, and implications of the regional approach to missile defense that has emerged since the presidency of George H. W. Bush, and has culminated with the missile defense decisions of President Barack Obama. The Obama administration's overarching concept for American missile defense focuses on developing both a national system of limited ground-based defenses, located in Alaska and California, intended to counter limited intercontinental threats, and regionally-based missile defenses consisting of mobile ground-based technologies like the Patriot PAC-3 system, and sea-based Aegis-equipped destroyer and cruisers. The volume is intended to stimulate renewed debates in strategic studies and public policy circles over the contribution of regional and national missile defense to global security. Written from a range of perspectives by practitioners and academics, the book provides a rich source for understanding the technologies, history, diplomacy, and strategic implications of the gradual evolution of American missile defense plans. Experts and non-experts alike—whether needing to examine the offense-defense tradeoffs anew, to engage with a policy update, or to better understand the debate as it relates to a country or region—will find this book invaluable. While it opens the door to the debates, however, it does not find or offer easy solutions—because they do not exist.

Book excerpt: As ballistic missile technology proliferates, and as ballistic missile defenses are deployed by both the Russian Federation and the United States, it is increasingly important for these two countries to seek ways to reap the benefits of systems that can protect their own national security interests against limited missile attacks from third countries without undermining the strategic balance that the two governments maintain to ensure stability. Regional Ballistic Missile Defense in the Context of Strategic Stability examines both the technical implications of planned missile defense deployments for Russian and U.S. strategic deterrents and the benefits and disadvantages of a range of options for cooperation on missile defense.

Book excerpt: The missile defence policy of the US plays a crucial role in international affairs and is normally studied from a US perspective. This book is different, it delivers a sharp analysis of regional and national variations and integrates them with US viewpoints to present a rounded and comprehensive study. What will be the international ramifications of American plans to deploy a comprehensive national missile defence policy? This is a key question for all those wishing to build a sense of the global future and is here answered with clarity and rigour by expert contributors. This new study breaks the mould of traditional assessments that focus exclusively on the US world picture and are inevitably one-dimensional. Here we see that US action automatically entails reactions as this text advances a more balanced approach. By integrating a focus on US policy with a strong analysis of regional dynamics, it demonstrates that the global ramifications of US policy are indeed contingent upon distinct regional and national variations. These differences in turn have consequences both for the challenges the US faces in relation to missile defence and for the future of world politics. This is an innovative and groundbreaking study that contains lessons for those wishing to safeguard the future by becoming alert to its challenges and complexities.

Book excerpt: This volume in the Weapons of Mass Destruction series makes the case that the United States’ expansive missile defence policy has eroded both its own security and that of its allies. These findings are based on an examination of the response of a number of key states to U.S. policy, including Russia, China, North Korea and Iran. Situating their argument in the theoretical debate on balancing in unipolarity, the authors contrast their view to influential perspectives that see little evidence of hard balancing against the U.S. in the post-Cold War era. Adopting a neorealist perspective, the authors demonstrate the clear presence of this inter-state practice, providing insight into the international politics of unipolarity, showing how hard balancing and security dilemma-related dynamics operate in the contemporary strategic environment.

Book excerpt: This book examines the issue of nuclear disarmament in different strategic, political, and regional contexts. This volume seeks to provide a rich theoretical and practical insight to one of the major topics in the field of international security: global abolishment of nuclear weapons. Renewed calls for a nuclear weapons-free world have sparked a wide academic debate on both the attainability of such goal and the steps that should be taken. Comparably less attention, however, has been paid to theoretically informed considerations of the consequences of nuclear abolition. Comprising essays from leading scholars and experts within the field, this collection discusses the fundamental theoretical and conceptual foundations of nuclear disarmament and subsequently tries to assess its hypothetical impact in global and regional contexts. The varied methodological approach of the contributors aims to advance a multi-theoretical and multi-perspectival view of the issue. The book is organized in three main sections: ‘Strategic Perspectives’, dealing with the specific constraints and facilitators for the states to achieve their core objectives; ‘Political Perspectives’, with the focus on the power of norms, belief-systems and ideas; and ‘Regional Perspectives’, with the analyses of seven regional and/or state-specific nuclear contexts. As a whole, the volume provides a detailed, complex overview of the risks and opportunities that are embedded in the vision of a nuclear weapon-free world. This book will be of great interest to students of nuclear proliferation, arms control, war and conflict studies, international relations and security studies.

Book excerpt: From the beginning, U.S. Army Space and Missile Defense Command (SMDC) and Army Space Command soldiers and civilians have been fully engaged in a myriad of actions supporting Operations Noble Eagle and Enduring Freedom. SMDC has deployed soldiers, civilians, and contractors worldwide and has brought a global perspective and experience to the global fight. Our Army Space and Missile Defense team has provided Army Space Support Teams with new operational capabilities, provided Space-based images of numerous regions of the world, created 3-D fly-throughs for pilots, tracked force movements across remote regions of the world, planned for the Homeland Defense, and more. While the specifics on much of what we have done are classified, some of our activities since September 11 can be addressed in a general manner. The Army Space Operations Center (ARSPOC) in Colorado Springs is providing reach-back Space and communications support around the clock. All taskings and mission directives from the Commander-in-Chief, U.S. Space Command (CINCSPACE) are handled here. In addition to providing the command and control and operational status of Army Space forces, the ARSPOC pushes information forward to Space operations officers worldwide supporting our warfighters. It provides a reach-back one-stop-shop for Space operations officers when they need information and support. The ARSPOC has provided 24/7 support to CINCSPACE, the Army, and Space officers around the globe. The Command provided and continues to provide spectral information and services to strategic-level commanders to use in their decision-making processes. Their requests for support started flowing into our Spectral Operations Resource Center (SORC) beginning September 11. Several great articles about this are in this issue of the journal.

The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Book excerpt: We all know from the ancient Oriental story of the six blind men and the elephant that how we perceive something determines our understanding of it and, by implication, our response to it. With that in mind, the U.S. military must shift from a regional to a global view of our security environment in order to understand and respond better. In the past, America's security needs were served adequately by having its uniformed leaders in Washington maintain the global vision, while the majority of U.S. military organizations maintained a regional or functional focus. However, to provide effectively for the nation's defense in the twenty-first century, we must all come to understand and appreciate the global perspective. Examining trends in the global security environment and the ways in which the U.S. military has organized to deal with past challenges provides the foundation for understanding the implications for America's armed forces today, as we transform our military into one that is ready to provide effective missile defense, information operations (IO), space operations, and other capabilities that do not respect our traditional regional boundaries.

Available in PDF, EPUB and Kindle. Book excerpt: In The End of Grand Strategy, Simon Reich and Peter Dombrowski challenge the common view of grand strategy as unitary. They eschew prescription of any one specific approach, chosen from a spectrum that stretches from global primacy to restraint and isolationism, in favor of describing what America’s military actually does, day to day. They argue that a series of fundamental recent changes in the global system, the inevitable jostling of bureaucratic politics, and the practical limitations of field operations combine to ensure that each presidential administration inevitably resorts to a variety of strategies. Proponents of different American grand strategies have historically focused on the pivotal role of the Navy. In response, Reich and Dombrowski examine six major maritime operations, each of which reflects one major strategy. One size does not fit all, say the authors—the attempt to impose a single overarching blueprint is no longer feasible. Reich and Dombrowski declare that grand strategy, as we know it, is dead. The End of Grand Strategy is essential reading for policymakers, military strategists, and analysts and critics at advocacy groups and think tanks.

Available in PDF, EPUB and Kindle. Book excerpt: Recent US plans to deploy national missile defense (NMD) and theater missile defense (TMD) have emerged as significant issues for stability in Northeast Asia, a region that faces a number of critical uncertainties and daunting security challenges in the coming decade. These uncertainties and challenges include questions about the future US military role in the region, historical distrust between major powers, the continued existence of divided states, ongoing military modernization programs, territorial disputes, resource conflicts, the proliferation of weapons of mass destruction and ballistic missiles, and continuing shifts in relative economic and military power. US interest in deploying NMD and TMD is partly a response to military developments in Northeast Asia, including China's missile buildup across the Taiwan Strait and North Korea's efforts to develop nuclear weapons and long-range ballistic missiles. Yet the US debate about missile defense has largely focused on NMD and the Anti-Ballistic Missile (ABM) Treaty. This originally steered the debate toward Russia and away from China and Japan. The US national security community has tended to emphasize the military requirements and effectiveness of NMD and TMD without fully examining the regional security implications. As a result, these implications have not been fully explored and debated either within US policymaking circles or with their counterpart communities in China and Japan. Broader US interests in the region, maintenance of US alliances and nonproliferation goals have not been systematically connected to missile defense issues. To address these shortcomings, the Stanley Foundation, in conjunction with the National Defense University and the Monterey Institute of International Studies' Center for Nonproliferation Studies, organized a series of three conferences to conduct a thorough examination of the regional security implications of US NMD and TMD plans. This conference series, titled Ballistic Missile Defense in Northeast Asia: Implications for Security Relations Among the Regional Powers, engaged a wide variety of experts from the United States, China, and Japan to gain insights into the potential political and military implications of specific US deployment modes. A report of the conference series was prepared by Evan S. Medeiros of the Monterey Institute and published by the Stanley Foundation. The following brief highlights the key conclusions of the report.
