Book excerpt: Recent Australian local government structural reform has manifested as council amalgamations and predominantly as imposed merger processes. This book examines council amalgamations across Australia over the past two decades and uncovers the case of council amalgamation in the NSW Clarence Valley Council (CVC) since 2004. The case of forced amalgamation of four general-purpose and two county councils could have been a recipe for chaos; instead this book describes the gains and the challenges. Writing from deep seated knowledge of local government this book details the net positive economic outcomes and financial benefits against measurable indicators and describes the impacts on local democracy. Based on detailed research, this long term local government ‘insider’ perspective will be of value to all those interested in driving change through local government reform.

Book excerpt: Scores of talented and dedicated people serve the forensic science community, performing vitally important work. However, they are often constrained by lack of adequate resources, sound policies, and national support. It is clear that change and advancements, both systematic and scientific, are needed in a number of forensic science disciplines to ensure the reliability of work, establish enforceable standards, and promote best practices with consistent application. Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. The benefits of improving and regulating the forensic science disciplines are clear: assisting law enforcement officials, enhancing homeland security, and reducing the risk of wrongful conviction and exoneration. Strengthening Forensic Science in the United States gives a full account of what is needed to advance the forensic science disciplines, including upgrading of systems and organizational structures, better training, widespread adoption of uniform and enforceable best practices, and mandatory certification and accreditation programs. While this book provides an essential call-to-action for congress and policy makers, it also serves as a vital tool for law enforcement agencies, criminal prosecutors and attorneys, and forensic science educators.

Book excerpt: When the United States led the invasion of Iraq in March 2003, it expected to be able to establish a prosperous liberal democracy with an open economy that would serve as a key ally in the region. It sought to engage Iraqi society in ways that would defeat any challenge to that state building project and U.S. guidance of it. Eric Herring and Glen Rangwala argue that state building in Iraq has been crippled less by preexisting weaknesses in the Iraqi state, Iraqi sectarian divisions or U.S. policy mistakes than by the fact that the US has attempted-with only limited success-to control the parameters and outcome of that process. They explain that the very nature of U.S. state-building in Iraq has created incentives for unregulated local power struggles and patron-client relations. Corruption, smuggling, and violence have resulted. The main legacy of the US-led occupation, the authors contend, is that Iraq has become a fragmented state-that is, one in which actors dispute where overall political authority lies and in which there are no agreed procedures for resolving such disputes. As long as this is the case, the authority of the state will remain limited. Technocratic mechanisms such as training schemes for officials, political fixes such as elections, and the coercive tools of repression will not be able to overcome this situation. Placing the occupation within the context of regional, global, and U.S. politics, Herring and Rangwala demonstrate how the politics of co-option, coercion, and economic change have transformed the lives and allegiances of the Iraqi population. As uncertainty about the future of Iraq persists, this volume provides a much-needed analysis of the deeper forces that give meaning to the daily events in Iraq.

Available in PDF, EPUB and Kindle. Book excerpt: The question of whether political, fiscal, and administrative decentralization improves government effectiveness is hotly debated among researchers and policy makers. 'Decentralization, Democracy, and Development' contributes to the empirical literature on decentralization and the debate on whether it is a viable and desirable state-building strategy for post-conflict countries. This book is a collection of eight papers written by nine authors who were intimately involved in the complex decentralization reform process in Sierra Leone from 2003 07. During this period, Sierra Leone s government established elected district and urban councils across the country, transferred certain responsibilities for primary services and local investment and some financial resources to the new councils, and invested heavily in building the administrative infrastructure and capacity of the local councils. Compared to most other Sub-Saharan African countries that have embarked upon decentralization, Sierra Leone s progress in building local government capacity and restructuring the fiscal system is enviable. The authors conclude that improved security and public services are possible in a decentralizing country and Sierra Leone s progress would not have been possible without significant effort at fiscal decentralization and intensive investment in local government capacity building. The most critical ingredient for this promising but fragile reform process is the dynamic leadership team in charge of promoting the new institutional framework and their persistent effort to achieve quick improvement in the local government system and public services.

Available in PDF, EPUB and Kindle. Book excerpt: In many autocracies, regime leaders share power with a ruling party, which can help generate popular support and reduce conflict among key elites. Such ruling parties are often called dominant parties. In other regimes, leaders prefer to rule solely through some combination of charisma, patronage, and coercion, rather than sharing power with a dominant party. This book explains why dominant parties emerge in some nondemocratic regimes, but not in others. It offers a novel theory of dominant party emergence that centers on the balance of power between rulers and other elites. Drawing on extensive fieldwork in Russia, original data on Russian political elites, and cross-national statistical analysis, the book's findings shed new light on how modern autocracies work and why they break down. The book also provides new insights about the foundations of Vladimir Putin's regime and challenges several myths about the personalization of power under Putin.
