Book excerpt: In Japan, the main local administrative affairs are traditionally allotted to prefectures and municipalities, while communal disposal systems, fire-fighting and regional development takes secondary importance. However, two new changes to the frame of local governments have altered the main frameworks of national and provincial governance. With decentralization reforms taking effect, more local bodies are gaining autonomy and departing from uniformity. This has allowed methods of cooperation between governing bodies to diversify– trends which augur a dissolution of uniformity in Japanese local administration. If left alone, it may eventually lead to disparities between principal and peripheral bodies, and thus complicate the administrative systems further. How will these changes affect future community development? This book aims to address the dynamism of concepts of wide area public service in Japan. It advocates the use of flexible strategies to ensure service standards are best suited to each regional demand. This concept can be called “departure from uniformity”. This book also examines the advantages and disadvantages of these shifts for the future of Japanese public policy, and suggests various strategies to prevent further complications; e.g. autonomous settlement zone. Regional Administration in Japan: Departure from uniformity will interest researchers of Japanese public policy and public administration. Its empirical focus is on the local politics of Japan which has significantly shaped, and been shaped by, larger developments in national politics. The book argues that since the 1990s, changes in the national political arena, fiscal and administrative decentralization, as well as broader socio-economic developments have led to a decoupling of once closely integrated national and local party systems in Japan. Such decoupling has led to a breakdown of symbiotic relations between the centre and regions. In its place are increasing strains between national and local governments leading to greater intra-party conflict, inter-governmental conflicts, and more chief executives with agendas and resources increasingly autonomous of the national ruling party. Although being a book primarily focused on the Japanese case, the study seeks to contribute to a broader understanding of how local partisans shape national policy-making. The book theorizes and investigates how the degree of state centralization, vertical integration for party organizations, and partisan congruence in different levels of government affect inter-governmental relations. Japan’s experience is compared with Germany, Canada, and the UK to explore sources of multi-level policy conflict.

Book excerpt: Japan’s unusual position in the realm of international politics encapsulates a three-fold juxtaposition: both in and out of Asia, both occupied by and a close ally of the United States, and both a key trade partner and a strategic rival of China. Whilst international relations theory offers a number of ways to analyse these relations, this book instead utilizes the concept of risk to provide an innovative perspective on Japan’s relations with China, North Korea and the US. The book elucidates how risk, potential harm and harm are faced disproportionately by certain groups in society. This is demonstrated by providing an empirically rich analysis of the domestic implications of security relations with China, North Korea and the United States through the presence of US troops in Okinawa. Beginning with a theoretical discussion of risk, it goes on to demonstrate how the concept of risk adds value to the study of international relations in three senses. First, the concept helps to break down the boundaries between the international and domestic. Second, the focus on risk and the everyday directs us to ask basic questions about the costs and benefits of a security policy meant to secure the national population. Third, what implications do these two points have for governance? The question is one of governance as Japan’s externally oriented security policy produces domestic insecurity shared disproportionately, not equally, as this volume makes clear. Developing the theory of risk as a tool for understanding international relations, this book will be of great interest to students and scholars of Asian politics, Japanese politics, international relations and security studies, as well as to policy makers and practitioners working in the field.
