Book excerpt: A multi-disciplinary approach to transportation planning fundamentals The Transportation Planning Handbook is a comprehensive, practice-oriented reference that presents the fundamental concepts of transportation planning alongside proven techniques. This new fourth edition is more strongly focused on serving the needs of all users, the role of safety in the planning process, and transportation planning in the context of societal concerns, including the development of more sustainable transportation solutions. The content structure has been redesigned with a new format that promotes a more functionally driven multimodal approach to planning, design, and implementation, including guidance toward the latest tools and technology. The material has been updated to reflect the latest changes to major transportation resources such as the HCM, MUTCD, HSM, and more, including the most current ADA accessibility regulations. Transportation planning has historically followed the rational planning model of defining objectives, identifying problems, generating and evaluating alternatives, and developing plans. Planners are increasingly expected to adopt a more multi-disciplinary approach, especially in light of the rising importance of sustainability and environmental concerns. This book presents the fundamentals of transportation planning in a multidisciplinary context, giving readers a practical reference for day-to-day answers. Serve the needs of all users Incorporate safety into the planning process Examine the latest transportation planning software packages Get up to date on the latest standards, recommendations, and codes Developed by The Institute of Transportation Engineers, this book is the culmination of over seventy years of transportation planning solutions, fully updated to reflect the needs of a changing society. Available in PDF, EPUB and Kindle. Book excerpt: Levine, Grengs, and Merlin marshal a compelling case to shift to accessibility-oriented planning, providing much needed conceptual clarity as to what accessibility is and is not. But their book also represents a major step toward transforming accessibility from a vaguely defined aspiration into concrete measures that can guide planning decisions. ― Journal of the American Planning Association In From Mobility to Accessibility, an expert team of researchers flips the tables on the standard models for evaluating regional transportation performance. Jonathan Levine, Joe Grengs, and Louis A. Merlin argue for an "accessibility shift" whereby transportation planning, and the transportation dimensions of land-use planning, would be based on people's ability to reach destinations, rather than on their ability to travel fast. Existing models for planning and evaluating transportation, which have taken vehicle speeds as the most important measure, would make sense if movement were the purpose of transportation. But it is the ability to reach destinations, not movement per se, that people seek from their transportation systems. While the concept of accessibility has been around for the better part of a century, From Mobility to Accessibility shows that the accessibility shift is compelled by the fundamental purpose of transportation. The book argues that the shift would be transformative to the practice of both transportation and land-use planning but is impeded by many conceptual obstacles regarding the nature of accessibility and its potential for guiding development of the built environment. By redefining success in transportation, the book provides city planners, decisionmakers, and scholars a path to reforming the practice of transportation and land-use planning in modern cities and metropolitan areas.

Book excerpt: ICF International and the U.S. Department of Transportation (USDOT), Federal Highway Administration (FHWA), and Federal Transit Administration (FTA), along with experts from the transportation industry, collaborated to produce the Performance-Based Planning and Programming Guidebook. Over the past two decades, transportation agencies have increasingly applied performance management-a strategic approach that uses performance data to support decisions to help achieve desired performance outcomes. Performance-based planning and programming (PBPP) refers to the application of performance management within planning and programming processes of transportation agencies to achieve desired performance outcomes for the multimodal transportation system. This guidebook describes the PBPP process and provides examples of effective practices to help practitioners advance these approaches in their own planning and programming activities.

Book excerpt: This digest summarizes key findings of research performed under NCHRP Project 20-65, Task 42, Rural Public Transportation Strategies for Responding to the Livable and Sustainable Communities Initiative, by ICF International. For the study, ICF conducted a nationwide survey of state departments of transportation (DOTs) and their rural livability activities; conducted follow-up interviews about grants from the Partnership for Sustainable Communities (PSC); and created a primer highlighting strategies that state DOTs, transit operators, and their partners can use to help rural organizations applying for discretionary grant programs. The strategies discussed in the primer are: (1) Building awareness of PSC resources and livability in rural communities; (2) Providing programmatic and financial support; (3) Creating statewide or regional partnerships; and (4) Encouraging transit coordination at the regional level.
