But long-term gains to the economy also depend on such factors as increased efficiency through better communications and infrastructure and

Book excerpt: Canada and the countries of Latin America are in the midst of major changes and choices in the area of labor markets and related social policy. These decisions are likely to have profound consequences for the quality of life of workers throughout the hemisphere. Labor Market Policies in Canada and Latin America: Challenges of the New Millennium reviews the evidence of Canada and Latin America on three major labor policy instruments - unemployment insurance, minimum wages and training - and on the effects of the payroll taxes which are the main means of funding the unemployment insurance system and other components of social expenditure. This is the first study attempting an in-depth comparison of these labor policy instruments between Canada and Latin America. The useful juxtaposition of Canadian and Latin American experiences comes at a time when the trend in Canada is to back away from the perhaps overly generous or ineffectively administered elements of the labor legislation/social security net and when Latin American countries have undertaken significant reforms of their past systems but require further changes to move toward the sorts of legislation and support systems that characterize developed countries. The experiences of Canada and Latin America are mutually relevant since all are small economies forced to adjust to events at the world or hemispheric level and most are inclined to approach policy in an intermediate fashion which falls between the more market-oriented American and the more interventionist European models. Together with its comparative aspect, this volume attempts a more balanced and in-depth assessment in each of the policy areas than has hitherto been available. The gradually increasing base of available empirical data on the period after the reforms has been used in the studies, which provide thorough syntheses of the available research for Canada and Latin America.

Available in PDF, EPUB and Kindle. Book excerpt: Few days pass without front page newspaper articles about the disarray in the American social security system and the oncoming crisis of exploding costs and imbalance between workers and retirees. New proposals to address these issues constantly surface from presidential candidates, Congress, and interest groups. Yet, few recognize that in the second half of the twentieth century, there has been a global expansion of social security systems, and there may be lessons to be learned from other societies. This collection of essays is designed to examine the diverse approaches developed in Australia, Britain, Chile, Hong Kong, Kenya, and Singapore. By analyzing different approaches—and different degrees of success—those debating public policy may find alternatives that can be adapted to meet American social needs. Midgley and Sherraden have drawn together experts on the systems developed in Australia, Britain, Chile, Hong Kong, Kenya, and Singapore; they explore the different approaches—and the different degrees of success—these societies have confronted. An international perspective can enhance understanding of the problems and offer a sound basis for evaluating policy proposals that may reform the social security system. Scholars, researchers, policymakers, and the reading public will find this a stimulating collection. As Senator John Breaux notes, This book is essential reading for anyone serious about addressing the inevitable problems that will face the U.S. Social Security system.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1998, this volume initially focused on Chilean pension reform, on which the author has published elsewhere, before moving onto Latin America more widely, with coverage extending from 1990 to the reform in Costa Rica and the Mexican pension reform in 1997. It emerged in the wake of reforms including in Peru (1993), Argentina and Colombia (1994) and Uruguay (1996). Particular focus is given to the new individual capitalization pension plans, along with arguments on the ignoring of pension schemes and its consequences, the connection of pension schemes to the labour market and the impact of pension schemes on the least advantaged. The Chilean model in particular has received praise from the IMF and the World Bank and these Latin American pension reforms will be of interest as a paradigm for other countries.

Book excerpt: Empirical analysis of two decades of pioneering pension and social security reform in Latin America and the Caribbean shows that much has been achieved, but that critical challenges remain. In tackling this unfinished agenda, a great deal can be learned from the reform experience of countries in the region. 'Keeping the Promise,' produced by the chief economist's office for the Latin America and Caribbean region at the World Bank, evaluates policy reforms in 12 countries, points to successes and shortcomings, and proposes priorities and options for future reform.

Book excerpt: This policy-oriented book identifies the issues countries should consider as they reevaluate their old income security policies and formulate new methods. The choice between the various models for providing old-age security has broad implications for the operation of labor and capital markets, the fiscal system, and the level, growth, and distribution of GNP. The author concludes that a mixed strategy is more effective than any single method of income security. This will be an important book for international economists and policymakers.

Available in PDF, EPUB and Kindle. Book excerpt: Why would sovereigns ever grant political or economic liberty to their subjects? Under what conditions would rational rulers who possess ultimate authority and who seek to maximize power and wealth ever give up any of that authority? This book draws on a wide array of empirical and theoretical approaches to answer these questions, investigating both why sovereign powers might liberalize and when. The contributors to this volume argue that liberalization or democratization will only occur when those in power calculate that the expected benefits to them will exceed the costs. More specifically, rulers take five main concerns into account in their cost-benefit analysis as they decide to reinforce or relax controls: personal welfare, personal power, internal order, external order, and control over policy--particularly economic policy. The book shows that repression is a tempting first option for rulers seeking to maximize their benefits, but that liberalization becomes more attractive as a means of minimizing losses when it becomes increasingly certain that the alternatives are chaos, deposition, or even death. Chapters cover topics as diverse as the politics of seventeenth-century England and of twentieth-century Chile; why so many countries have liberalized in recent decades; and why even democratic governments see a need to reduce state power. The book makes use of formal modeling, statistical analysis, and traditional historical analysis. The contributors are Paul Drake, Stephen Haggard, William Heller, Robert Kaufman, Phil Keefer, Brian Loveman, Mathew McCubbins, Douglass North, Ronald Rogowski, and Barry Weingast.
