However, informed observers believe that this Western-led mission in Afghanistan has failed to address the inherent peacebuilding needs of Afghanistan and has hindered the formation of a locally experienced sustainable peace. In response, emerging peacebuilding theories and rhetoric have pointed to an urgent need for revised peacebuilding paradigms and strategies that hold local, Afghan ownership of peacebuilding activities as a central concern. This book responds to this need for revised peacebuilding paradigms and: (1) introduces the topic of local ownership of peacebuilding in Afghanistan; (2) surveys current shifts in peacebuilding theory and practice that are only starting to be realized on the ground; (3) sets the context for a discussion of local ownership of peacebuilding; (4) reports on the perceptions of foreign and Afghan peacebuilding leaders working in Afghanistan in regards to the journey towards local ownership of peacebuilding; and (5) suggests the creation of a locally designed and led conflict transformation system that might help restructure local-foreign relations and advance the journey towards Afghan ownership of peacebuilding.

Book excerpt: Transforming conflict through social and economic development examines lessons learned from the Northern Ireland and Border Counties conflict transformation process through social and economic development and their consequent impacts and implications for practice and policymaking, with a range of functional recommendations produced for other regions emerging from and seeking to transform violent conflict. It provides, for the first time, a comprehensive assessment of the region’s transformation activity, largely amongst grassroots actors, enabled by a number of specific funding programmes, namely the International Fund for Ireland, Peace I, II and III and INTERREG I, II and IIIA. These programmes have been responsible for a huge increase in grassroots practice which to date has attracted virtually no academic analysis; this book seeks to fill this gap. In focusing on the politics of the socioeconomic activities that underpinned the elite negotiations of the peace process, key theoretical transformation concepts are firstly explored, followed by an examination of the social and economic context of Northern Ireland and the border counties. The three programmes and their impacts are then assessed before considering what policy lessons can be learned and what recommendations can be made for practice. This is underpinned by a range of semi-structured interviews and the author’s own experience as a project promoter through these programmes in the border counties for more than a decade. Book excerpt: This book is based on a participatory action research project carried out with a group of former Zimbabwe People's revolutionary Army (ZPRA) which was the armed wing of the Zimbabwe African People's Union (ZAPU) which was led by the late Joshua Nkomo. ZPRA was the primary target of Gukurahundi, a pogrom by the Mugabe government which left an estimated 20 000 civilians dead and countless others tortured in the early 1980s in Matebeleland, Zimbabwe. It has been almost 30 years since the violence ended, but there has never been an official healing and reconciliation programme or truth commission into the atrocities. The government chose the path of amnesia by granting a blanket amnesty to all involved. The regime has enforced a culture of silence over the event through repression and intimidation. The book is a culmination of a two year journey, by the group and the author, of an exploration of group-based self-healing approaches to the pain caused by the violence of Gukurahundi.

Book excerpt: By shedding light on EULEX - the EU mission to Kosovo – this open access book investigates the EU’s peacebuilding activities in that country, in the light of the normative power theory in the post-conflict setting and peacebuilding theory. Ten years after the massive engagement of the EU in the country torn by war, the authors critically assess the effects of the EU projecting its normative power – the enforcement of its standards, ‘good’ or ‘bad’ – through the EULEX mission, taking into consideration also the local aspects, so far neglected in this field of research. Inspecting thoroughly the EULEX activities in the police, customs and judiciary sector, the authors reveal that the mission can contribute to a positive change, but only in those cases which do not request a heavy political involvement and broad leverage by other international players (for example in improving standards of work in police and customs). When it comes to the most serious cases of organized crime, corruption and war crimes, EULEX, however, has not been able to address them effectively due to several internal mission’s deficiencies and external factors; the perceived ineffectiveness of EULEX among the local population led to the lowering of trust not only in this CSDP mission, but also in the EU in general. This open access book offers a comprehensive assessment of the EULEX mission, based on two Horizon2020 research projects: IECEU - Improving the Effectiveness of Capabilities in EU Conflict Prevention, and KOSNORTH – The European Union and its Normative Power in a Post-conflict Society: A Case Study of Northern Kosovo (Marie Sklodowska-Curie Individual Fellowship). As such it is an invaluable resource for scholars, students and policymakers interested in security questions in South Eastern Europe and EU external action.

Book excerpt: All fourteen major peacebuilding missions launched between 1989 and 1999 shared a common strategy for consolidating peace after internal conflicts: immediate democratization and marketization. Transforming war-shattered states into market democracies is basically sound, but pushing this process too quickly can have damaging and destabilizing effects. The process of liberalization is inherently tumultuous, and can undermine the prospects for stable peace. A more sensible approach to post-conflict peacebuilding would seek, first, to establish a system of domestic institutions that are capable of managing the destabilizing effects of democratization and marketization within peaceful bounds and only then phase in political and economic reforms slowly, as conditions warrant. Peacebuilders should establish the foundations of effective governmental institutions prior to launching wholesale liberalization programs. Avoiding the problems that marred many peacebuilding operations in the 1990s will require longer-lasting and, ultimately, more intrusive forms of intervention in the domestic affairs of these states.
