Book excerpt: The Department of Defense manages its career officer force vastly different from private industry at large. It neither hires nor fires based upon need, nor does it employ personnel for their entire useful life. Rather, it uses a combination of fifty-year-old 'up or out' policies coupled with legislated quantity control of promotions and numbers in grade limitations to shape and maintain its officer corps. These methods of personnel management and retirement have sufficed for a number of years, but recent changes have rendered these policies obsolete. Mandated joint, command, staff, and education requirements for officer careers are incompatible with the current promotion progression and the length-in-service retirement restriction. The shift in demographics of the United States population, due to the aging of the baby boom generation (people born between 1946 and 1964), will present the nation's armed services with a long term force management dilemma. This report's research methodology will review the history of military retirement and personnel management, including the background of current legislation, gathered from existing government documents, congressional records and previous theses. Additionally, this project will draw on previous government and private studies of military retirement and personnel management. This research project recommends changing the DOPMA legislated promotion and mandatory retirement phase points in such a manner as to extend officer active duty careers well beyond the current 20 year standard. Additionally, eliminating the 'up or out' policy as well as the time-in-service limitation will base retention upon merit and ability, vice age and tenure. This will best meet the needs of the services as well as the legislated intent of Congress for greater cooperation and interoperability in joint matters.

This technical report provides an overview of the history of U.S. military retirement studies and associated legislation, with a particular focus on the past 60 years of proposed reforms. It is organized around the following five major issues that have driven attempts at retirement system reform: cost, equity, selective retention, civilian comparability, and force management flexibility. The author finds that cost alone is reason to analyze the current retirement system, and reform proposals of the past have focused carefully on cost. However, he also finds that, as the military's mission evolves over time, it is also important to consider the sometimes subtle incentive effects that the retirement system has on service member behavior. Beyond considerations of cost, reform of the military retirement system necessarily involves ramifications for force structure and operational readiness.

To compensate for the mandatory contributions, MFERS would be coupled with a pay raise. To the extent that the MFERS system failed to create the retention and separation patterns needed to achieve the services' desired seniority profiles, it would also include a system of retention bonuses and/or separation payments. The authors consider the implications of this proposal in terms of the effects on cost, force size and structure, productivity, and force management flexibility.

The Department of Defense (DOD) justifies this length of service as necessary to retain a young and vigorous force and attract and retain servicemen. DOD uses a competitive promotion system which precludes most military members from serving full careers and must, by law, retire officers who have been passed over for promotion or who reach a certain age. Since their careers could end in the middle of their potential worklife, DOD believes military members need the assurance of early retirement benefits. In fiscal year 1975, officers retired at an average age of 46 after about 24 years of service, and enlisted personnel retired at an average age of 41 after approximately 21 years of service. Most fiscal year 1975 retirees' career time was spent in occupations not demanding exceptional youth and vigor. In fact, 81 percent of the enlisted member retirees and 30 percent of the officers spent their entire careers in non-combat-related occupations. The 20-year retirement provision should be discontinued for many military personnel in occupations not demanding exceptional youth and vigor. Twenty-year retirement, in conjunction with present personnel management policies, is an inefficient means of attracting new members, causes the services to retain more members than are needed up to the 20-year point, provides too strong an incentive for experienced personnel to leave after serving 20 years, and makes it impossible for the vast majority of members to serve full careers.

The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.
