But nowhere has management change received a similar amount of attention than in the case of the European Commission. Although the perception prevails that the Commission has been losing out in recent years, this vivid interest, academic as well as public, in the so-called Kinnock reform suggests that this organisation still remains "at the heart of the Union". The proposition of this book thus is simple. If it remains true that the Commission is an essential part within the (admittedly complex) equation of EU policy-making, changes of the administration basis of this actor are likely to have broader implications. Consequently, this special issue poses three crucial questions about the recent administrative reform of the European Commission: why was such a comprehensive reform possible, what are its specific implications for the Commission as an organisation and what is the likely impact for the policy process? In short, this book puts the organisational base of EU policy-making centre stage. In the quest for answers the authors of the subsequent chapters take distinct perspectives, use various research strategies and methods, and attempt to solve diverse empirical puzzles. But all attempt to add to our understanding of this organisational base, and how to systematically study it. This book was published as a special issue of the Journal of European Public Policy.

In late 2009, however, the EU was successfully reformed through the Treaty of Lisbon. Reforming the European Union examines how political leaders ratified this treaty against all odds and shows how this victory involved all stages of treaty reform negotiations--from the initial proposal to referendums in several European countries. The authors emphasize the strategic role of political leadership and domestic politics, and they use state-of-the-art methodology, applying a comprehensive data set for actors' reform preferences. They look at how political leaders reacted to apparent failures of the process by recreating or changing the rules of the game. While domestic actors played a significant role in the process, their influence over the outcome was limited as leaders ignored negative referendums and plowed ahead with intended reforms. The book's empirical analyses shed light on critical episodes: strategic agenda setting during the European Convention, the choice of ratification instrument, intergovernmental bargaining dynamics, and the reaction of the German Council presidency to the negative referendums in France, the Netherlands, and Ireland.

The more recent academic discourse has focused on assessing outcomes of the Kinnock reforms but is marked by divergent approaches and conflicting interpretations. This text proposes to address these issues by embedding the more practical EC Reform discourse within the more abstract Organization Theory (OT) discourse and applying coherent models of organization and change to EC reform. The first part of the text organizes the OT field within a metatheoretical matrix, proposes coherent models of organization and change, and assesses the dynamics of the management framework market. The second part connects the OT to the EC Reform discourse by analyzing the transfer of management practices from the private to the public sector and by identifying major adoption types across the private-public sector continuum. The third part uses the established models to investigate the change management history of the European Commission, and systematically relates internal management of change to external political action. More specifically, the first part argues that the essence of most organization theories and management frameworks can be combined across four different onto-epistemologies. This allows drafting a comprehensive model of organization and change that can accommodate the majority of theoretical perspectives and research questions.
