Available in PDF, EPUB and Kindle. Book excerpt: People covered by public pensions are often the subject of 'pension envy:' that is, their benefits might seem more generous and their contributions lower than those offered by the private sector. Yet this book points out that such judgments are often inaccurate, since civil servants hold jobs with few counterparts in private industry, such as firefighters, police, judges, and teachers. Often these are riskier, dirtier, and demand more loyalty and discretion than would be required of a more mobile labor force in the private sector. The debate challenges traditional ideas about how the public employee labor contract is structured and raises questions about how such employees are attracted to the public sector, retained and motivated on the job, and retired, via an entire compensation package of wages and benefits. Authors explore aspects of these schemes, addressing the cost and valuation debate, along with the political economy of how public pension asset pools are perceived and managed, an increasingly important topic in times of global financial turmoil. The discussion also explores ways that public pensions can be strengthened in the US, Japan, Canada, and Germany. The volume captures a vigorous debate currently underway by academics, financial experts, regulators, and plan sponsors, all seeking to define a new future for public retirement systems. It will be of substantial interest to a wide range of readers, since public sector employees and their representatives will naturally find the comparisons and arguments over valuation of keen interest. Public pension administrators and policymakers seeking an explanation of what makes these plans so costly will gain a new understanding of how the arguments stack up. Private sector employers and plan sponsors can learn much from efforts to reform these retirement systems in states and countries around the world. Finally, investors and the taxpaying public more generally may be at risk to cover these long-term promises, so it behoves them to pay close attention to the financing and investment practices of these plans, along with their valuation. This volume represents an invaluable addition to the Pension Research Council / Oxford University Press series as it includes actuarial, economic, and financial perspectives making it useful for academics, retirement plan administrators, and public employees wishing to understand the challenges facing public pensions.

Book excerpt: Designed as a comprehensive overview of public sector compensation, the book addresses strategies for change, with the author warning that failure of the profession to address this issue will ultimately lead to citizens taking matters into their own hands. The author's issues-oriented approach addresses his core message--that the escalation of public sector compensation is impacting the ability of government to meet its core responsibility and the failure of government to address this has serious consequences. Not just a critique, the book presents context, analysis, and suggestions for reform. Reilly outlines specific plans for reform, including more openness; education and engagement of the public; state-level reforms governing the awarding of increases for public sector compensation plans; eliminating outdated vestitures of public sector compensation such as longevity pay, payments for sick leave accumulated upon termination, and automatic cost-of-living adjustments; and adoption of pay-for-performance programs and one-time bonus awards for meritorious performance, among others. Two unique and valuable features of the book are the author's detailed model of public-versus-private sector compensation, constructed to gauge the cost of lifetime compensation, and his model of the Iron Triangle to illustrate how elected politicians, management and labor representatives engage in nontransparent discussions involving public pay and benefits.

Available in PDF, EPUB and Kindle. Book excerpt: Of all economic recessions experienced by the United States in the postwar period, the Great Recession that began in 2008 was the deepest, longest, and most destructive. Nevada was among the hardest hit states, its people reeling from the aftereffects, and the state government also experiencing a severe fiscal crisis. University of Nevada economics professor Elliott Parker and then-State Treasurer Kate Marshall make sense of what went wrong and why, with the hope the state will learn lessons to prevent past mistakes from being made again. This is a different kind of economics book. Parker uses his expertise from doing research on the East Asian fiscal crisis to give profound insights into what happened and how to avoid future catastrophes. Marshall personalizes it by providing vignettes of what it was actually like to be in the trenches and fighting the inevitable political battles that came up, and counteracting some of the falsehoods that certain politicians were spreading about the recession. Parker and Marshall’s book should be required reading for not only every single elected official in Nevada, but for any private citizen who cares about the public good.

Book excerpt: Land of Opportunity-or Financial Armageddon? A crisis is brewing in California and elsewhere across the United States. For decades, public pension officials and politicians of both parties have promised their employees increasingly generous retirement benefits-while low-balling the contributions that are needed to cover these promises-presenting our greatest financial challenge since the Great Depression. Pushing today's pension liability onto our children and grandchildren leaves them with a depleted future and a potentially bankrupt California. State and local governments will scramble to find funds, forcing them to raise taxes, slash public services, and/or declare bankruptcy. Schools, parks, emergency services, and public-employee retirement benefits will be at risk. Politicians will defer until circumstances force them to reckon with a disaster of their own making. In California Dreaming, Lawrence J. McQuillan pulls back the curtains covering this unfunded liability crisis. He describes the true extent of the problem, explains the critical factors that are driving public pension debt sky-high, and exposes the perverse incentives that have rewarded lawmakers and pension officials for not fixing the problem and letting it escalate. Finally, he offers the six crucial reforms needed to restore the financial health of California and other threatened jurisdictions. If McQuillan's roadmap for reform is adopted, the prospects for achieving a thriving, balanced and equitable future are highly favorable. If not, the many opportunities that once made the Golden State seem like a Promised Land will quickly evaporate.

Available in PDF, EPUB and Kindle. Book excerpt: In the wake of the financial crisis and Great Recession, the health of state and local pension plans has emerged as a front burner policy issue. Elected officials, academic experts, and the media alike have pointed to funding shortfalls with alarm, expressing concern that pension promises are unsustainable or will squeeze out other pressing government priorities. A few local governments have even filed for bankruptcy, with pensions cited as a major cause. Alicia H. Munnell draws on both her practical experience and her research to provide a broad perspective on the challenge of state and local pensions. She shows that the story is big and complicated and cannot be viewed through a narrow prism such as accounting methods or the role of unions. By examining the diversity of the public plan universe, Munnell debunks the notion that all plans are in trouble. In fact, she finds that while a few plans are basket cases, many are functioning reasonably well. Munnell's analysis concludes that the plans in serious trouble need a major overhaul. But even the relatively healthy plans face three challenges ahead: an excessive concentration of plan assets in equities; the risk that steep benefit cuts for new hires will harm workforce quality; and the constraints plans face in adjusting future benefits for current employees. Here, Munnell proposes solutions that preserve the main strengths of state and local pensions while promoting needed reforms.
