Available in PDF, EPUB and Kindle. Book excerpt: After a history of funding environmentally costly megaprojects, the World Bank now claims that it is trying to become a leading force for sustainable development. For more than a decade, nongovernmental organizations (NGOs) and grassroots movements have formed transnational coalitions to reform the World Bank and the governments that it funds. The Struggle for Accountability assesses the efforts of these groups to make the World Bank more publicly accountable. The book is organized into four parts. Part I describes the NGOs and grassroots movements that are the book's central focus. Part II presents case studies of four projects that provoked the emergence of transnational advocacy coalitions: Indonesia's Kedung Ombo dam, the Mt. Apo geothermal plant in the Philippines, Brazil's Planaforo Amazon development project, and the remarkable campaign of Ecuador's indigenous people to influence national economic policy that led to their participation in the design of a development loan. Part III looks at the origins and politics of reform in four areas of broader World Bank policy: the rights of indigenous peoples, involuntary resettlement, water resources, and the World Bank's institutional reforms that are supposed to encourage public accountability. In the last section, the editors discuss issues of accountability within transnational coalitions and assess the impact of advocacy campaigns on World Bank projects and policies. Contributors L. David Brown, Jane G. Covey, Jonathan A. Fox, Andrew Gray, Margaret E. Keck, Deborah Moore, Antoinette Royo, Augustinus Rumansara, Leonard Sklar, Kay Treakle, Lori Udall, David A. Wirth.

Book excerpt: As the fastest growing segment of civil society, as well as featuring prominently in the global political arena, NGOs are under fire for being 'unaccountable'. But who do NGOs actually represent? Who should they be accountable to and how? This book provides the first comprehensive examination of the issues and politics of NGO accountability across all sectors and internationally. It offers an assessment of the key technical tools available including legal accountability, certification and donor-based accountability regimes, and questions whether these are appropriate and viable options or attempts to 'roll-back' NGOs to a more one-dimensional function as organizers of national and global charity. Input and case studies are provided from NGOs such as ActionAid, and from every part of the globe including China, Indonesia and Uganda. In the spirit of moving towards greater accountability the book looks in detail at innovations that have developed from within NGOs and offers new approaches and flexible frameworks that enable accountability to become a reality for all parties worldwide.

Available in PDF, EPUB and Kindle. Book excerpt: International Institutions (IIs), International NGOs (INGOs) and Transnational Hybrid Organizations (THOs) play a hugely important role in the modern world economy. Despite having been studied by scholars from a range of disciplines, these organizations have never before been approached from a management perspective. This ambitious book analyzes the management challenges associated with international cooperation and sheds light on how these organizations have evolved as the political, economic and business environments have changed around them. Covering an admirably broad canvas, the authors pursue two main objectives. Firstly, they explore the main management frameworks developed in the context of the corporate and national public/non-profit organizations and adapt them to the specificity of IIs and INGOs. This leads to the identification of a "tailored" approach to IO management based on their institutional and operational settings, stakeholder groups, core business, staff profile, and financial arrangements. Secondly, they "bring theory into practice" by linking frameworks to several case studies and best practices of organizations currently experimenting with management systems and tools, with case studies including the World Bank and the Gates Foundation. This comprehensive textbook is a must-own resource for students and academics involved with studying and working with international organizations.

Book excerpt: This book explores the impact of Bangladesh's Local Government Act of 2009 on the functioning of the local governments or Union Parishads (UP), with a particular emphasis on people’s participation and accountability. Throughout the chapters, the authors review the existing legal framework of UP and its relation to social accountability, examine how much of the social participation is spontaneous and how much is politically induced, question the success of the Citizen's Charter and Right to Information acts as mechanisms for social accountability, and present suggestions to remedy some of the problems facing people's participation and accountability in the UP. This book fills existing gaps in the discourse by adding new information to the literature on development research and legal reforms in Bangladesh, specifically in how those legal reforms have led to strengthening or weakening people's participation in local government. The target audience for this book are students and researchers in Asian studies , international development studies, and public administration, as well as practitioners working in the local governments discussed.

Available in PDF, EPUB and Kindle. Book excerpt: John Keane, a leading scholar of political theory, tracks the recent development of a big idea with fresh potency - global civil society. In this timely book, Keane explores the contradictory forces currently nurturing or threatening its growth, and he shows how talk of global civil society implies a political vision of a less violent world, founded on legally sanctioned power-sharing arrangements among different and intermingling forms of socio-economic life. Keane's reflections are pitted against the widespread feeling that the world is both too complex and too violent to deserve serious reflection. His account borrows from various scholarly disciplines, including political science and international relations, to challenge the silence and confusion within much of contemporary literature on globalisation and global governance. Against fears of terrorism, rising tides of xenophobia, and loose talk of 'anti-globalisation', the defence of global civil society mounted here implies the need for new democratic ways of living.

Book excerpt: The critical importance of well-performing public institutions and good governance for development and poverty reduction has come to the forefront in the 1990s. Reforming public institutions is a complex and difficult task. This publication is primarily intended as a guide for World Bank staff but it is also intended to serve the broader development community. It outlines a strategy which envisions significant changes in the focus of the Bank's work in this area. Some of these changes such as an enhanced focus on governance, capacity building and anticorruption, are already underway. The agenda for the next three years is to continue to foster these changes through a the advancement of analytical tools, new approaches t the design of lending operations, expanded emphasis on partnership with clients and other donors and progressive shifts in staffing, incentives and evaluation techniques. Included as an annex is an inventory of the Bank's governance and institutional reform programs which are in place.
